The Economic and Social Committee (ESC) has an important consultative role and advisory power.

Il Comitato economico e sociale (CES) riveste un' importante funzione di ruolo consultivo e di potere consultivo.

As a non-political and advisory body, the ESC gives Europe's economic and social partners (employers, workers, trade unions, consumers, etc.) the opportunity to issue their formal opinion on EU policies

The role of the Economic and Social Committee in the legislative process

The ESC advises the Commission, the Council and the European Parliament by informing them of the Committee's opinion on particular issues.

Il CES consiglia la Commissione, il Consiglio ed il Parlamento europeo illustrando il suo parere su problemi particolari.

These opinions are drawn up by ESC representatives of the various sectors of economic and social activity in the European Union.

Questi pareri vengono redatti dai rappresentanti del CES dei vari settori di attività economica e sociale dell'Unione europea.

There are three different types of opinions the ESC may issue.

Mandatory consultation

In certain areas, a decision can only be taken after the Council or the Commission have consulted the ESC.

The ESC may also draw up exploratory opinions if the Commission, the Council or the European Parliament ask the Committee to consider specific issues with a view to future action.

Il CES può anche elaborare pareri esplorativi se la Commissione, il Consiglio o il Parlamento europeo chiedono al Comitato di prendere in considerazione temi specifici in vista di un'azione futura.

The ESC may decide to express its views by issuing an opinion on any subject it considers of interest.

All ESC opinions are published in the EU's Official Journal after having been forwarded to the Communities' decision-making bodies.

Created by the Maastricht Treaty as an independent advisory body, the Committee of the Regions' (COR) main objective is to defend the common interests of local and regional bodies and EU citizens in the Community policy-making process.

Creato con il trattato di Maastricht come organo consultivo indipendente, l'obiettivo principale del Comitato delle regioni (CdR) è quello di difendere gli interessi comuni degli enti locali e regionali e dei cittadini dell'UE nel processo politico comunitario.

One of the core aims of the COR is to strengthen the economic and social cohesion of the Member States and to act as a guardian of the principle of subsidiarity.

Uno degli obiettivi del CdR è quello di rafforzare la coesione economica e sociale degli Stati membri e di agire da custode del principio di sussidiarietà.

The main tasks of the COR include:

According to the EU Treaty, the Council and the Commission are obliged to consult the COR on certain issues before taking a decision.

These cover specific areas, falling within the responsibilities of local and regional authorities:

Following the Amsterdam Treaty, the position of the COR as a consultative body has been extended by five additional areas of mandatory consultation: employment; social issues; environment; training; and transport. Furthermore, the European Parliament may now consult the COR on matters of mutual interest.
