This special report (No 8/2014) entitled “Has the Commission effectively managed the integration of coupled support into the Single Payment Scheme?” assessed how the Commission managed the integration of EU support coupled to specific quantities of agricultural production (e.g. land cultivated or number of animals) into the Single Payment Scheme (SPS) after the 2008 health check of the Common Agricultural Policy (CAP).

La relazione speciale n. 8/2014, intitolata “La Commissione ha gestito in maniera efficace l’integrazione del sostegno accoppiato nel regime di pagamento unico?” ha valutato come la Commissione abbia gestito l’integrazione del sostegno UE accoppiato a quantità specifiche della produzione agricola (ad es. superficie coltivata o numero di animali allevati) nel regime di pagamento unico (RPU), successivamente al controllo dello stato di salute della politica agricola comune (PAC) svolto nel 2008.

More specifically, the EU auditors examined whether the Commission adequately supervised and verified the calculation of payment entitlements in the Member States, whether Member States’ legislation complied with the conditions and principles set out in EU legislation and whether the competent authorities had put up effective checks ensuring correct calculation and allocation of payment entitlements.

Più precisamente, la Corte ha esaminato se la Commissione abbia supervisionato e verificato in maniera adeguata il calcolo dei diritti all’aiuto negli Stati membri, se la legislazione di questi ultimi fosse conforme alle condizioni e ai princìpi sanciti dalla normativa UE e se le autorità competenti abbiano posto in atto controlli efficaci affinché i diritti all’aiuto siano calcolati e assegnati in maniera corretta.

EU Audit: Has the Commission effectively managed the integration of coupled
support into the Single Payment Scheme
European Court of Auditors (ECA) special reports are published throughout the
year, presenting the results of selected audits of specific EU budgetary areas
or management topics.
This special report (No 8/2014) entitled "Has the Commission effectively
managed the integration of coupled support into the Single Payment Scheme?"
assessed how the Commission managed the integration of EU support coupled to
specific quantities of agricultural production (e.g. land cultivated or number
of animals) into the Single Payment Scheme (SPS) after the 2008 health check of
