1	EU accounts signed off, but errors persist in all main spending areas, say EU Auditors	La Corte dei conti europea ha certificato i conti dell'UE, pur segnalando che permangono errori in tutte le principali aree di spesa
2	The annual report on the EU budget for 2012 financial year was published today by the European Court of Auditors (ECA).	Oggi è stata pubblicata la relazione annuale della Corte dei conti europea sull'esecuzione del bilancio dell'UE per l'esercizio finanziario 2012.
3	As independent auditor, the ECA has signed off the 2012 accounts of the European Union, as it has done each year since the 2007 financial year.	In qualità di revisore indipendente, la Corte ha certificato i conti dell'Unione europea per il 2012, come già avvenuto per ogni esercizio dal 2007.
4	But in most spending areas of the EU budget the report finds that the legislation in force is still not fully complied with.	Tuttavia, la relazione della Corte indica che nella maggior parte dei settori di spesa del bilancio dell'UE permangono non conformità alla normativa vigente.
5	The ECA calls for a rethink of EU spending rules and recommends simplifying the legislative framework.	La Corte richiede una revisione delle norme che disciplinano la spesa dell'UE e raccomanda una semplificazione del quadro normativo.
6	The 2014–2020 programming period looks likely to remain expenditure oriented - designed for getting the EU budget allocated and spent - rather than focusing on the value it is intended to bring.	Il periodo di programmazione 2014-2020 resterà probabilmente orientato alla spesa, cioè concepito per assegnare e spendere le risorse dell'UE, piuttosto che concentrarsi sul valore aggiunto che tale spesa deve apportare.
7	“Europe’s citizens have a right to know what their money is being spent on and whether it is being used properly,” said ECA President Vítor Caldeira, “They also have a right to know whether it is delivering value, particularly at a time when there is such pressure on public finances.”	“I cittadini dell'UE hanno il diritto di sapere per che cosa vengono spesi i loro soldi e se sono utilizzati in modo appropriato” ha dichiarato il presidente della Corte Vítor Caldeira, “e hanno anche il diritto di sapere se tali fondi forniscono un valore aggiunto, soprattutto nel momento in cui le finanze pubbliche sono soggette a notevoli pressioni.”
8	Looking at the EU budget as a whole, the ECA’s estimate of the error rate for spending is 4.8 % for the 2012 financial year (3.9% in 2011).	Per il bilancio dell'UE nel suo complesso, la Corte stima il tasso di errore per le spese dell'esercizio finanziario 2012 al 4,8 % (nel 2011 era del 3,9 %).
9	All operational spending areas were affected by material error in 2012.	Nel 2012 tutti i settori in cui sono state eseguite spese operative sono risultati inficiati da errori rilevanti.
10	The estimate of the error rate is not a measure of fraud or waste.	Il tasso di errore stimato dalla Corte non misura la frode o gli sprechi.
11	It is an estimate of the money that should not have been paid out because it was not used in accordance with the legislation concerned.	È una stima delle risorse finanziarie che non si sarebbero dovute erogare perché non utilizzate in conformità della normativa vigente.
12	Typical errors include payments for beneficiaries or projects that were ineligible or for purchases of services, goods or investments without proper application of public purchasing rules.	Errori tipici comprendono pagamenti per beneficiari o progetti non ammissibili, per l'acquisto di beni e servizi o per investimenti effettuati non applicando debitamente le norme in materia di appalti pubblici.
13	In 2012 the EU spent €138.6 billion, of which approximately 80% is jointly managed by the Commission and the Member States.	Nel 2012, l’UE ha speso 138,6 miliardi di euro di cui circa l'80 % è eseguito in regime di gestione concorrente dalla Commissione e dagli Stati membri.
14	The ECA was critical of Member States’ authorities where they had had sufficient information available to have detected and corrected errors before claiming reimbursement from the EU budget.	La Corte ha criticato le autorità degli Stati membri, laddove disponevano di informazioni sufficienti a rilevare e correggere gli errori prima di richiedere il rimborso a carico del bilancio dell'UE.
15	The rules for the current 2007-2013 spending period provide limited incentives for Member States to use financial management systems more effectively.	Le norme per l'attuale periodo di spesa 2007-2013 non incentivano sufficientemente gli Stati membri ad utilizzare i sistemi di gestione finanziaria in modo più efficace.
16	For example, in cohesion spending erroneous claims can just be withdrawn and replaced without losing money from the EU budget.	Ad esempio, nella spesa relativa alla coesione, le dichiarazioni di spesa errate possono essere semplicemente ritirate e sostituite senza che ciò comporti alcuna perdita di finanziamenti UE.
17	The ECA’s audit findings and opinions address how to improve EU financial management.	Le osservazioni ed i giudizi di audit della Corte prendono in esame come migliorare la gestione finanziaria dell’UE.
18	The ECA therefore recommends that they should be fully taken into account when completing the rules governing the management and control for the 2014-2020 financial framework. 25	In the ECA’s opinion, the consolidated accounts of the European Union present fairly, in all material respects, the financial position of the Union as at 31 December 2012, the results of its operations, its cash flows and the changes in net assets for the year then ended. 32	The estimated error rate for spending from the EU budget as a whole increased again in 2012, from 3.9 % to 4.8 %.	Il tasso di errore stimato per l’insieme della spesa a carico del bilancio UE è aumentato anche nel 2012, passando dal 3,9% al 4,8%.
33	A part of that increase (0.3 percentage points) is due to a change in the ECA’s sampling approach.	Questo aumento è dovuto in parte (0,3 punti percentuali) a una modifica del metodo di campionamento della Corte.
34	The estimated error rate has increased every year since 2009, after having fallen in the three previous years.	Il tasso di errore stimato è aumentato ogni anno dal 2009, dopo aver registrato un calo nel triennio precedente.
35	Rural development, environment, fisheries and health remains the most error prone spending area with an estimated error rate of 7.9 %, followed by regional policy, energy and transport with an estimated error rate of 6.8 %. 36	The increases in the estimated error rate were greatest for the spending areas employment and social affairs, agriculture: market and direct support and regional policy, energy and transport. 37	For the majority of transactions affected by error in the shared management areas (e.g. agriculture and cohesion), the Member States authorities had sufficient information available to have detected and corrected the errors.	Per la maggioranza delle operazioni inficiate da errori nei settori a gestione concorrente (ad esempio Agricoltura e Coesione), le autorità degli Stati membri disponevano di informazioni sufficienti a rilevare e correggere gli errori.
38	The substantial gap between appropriations for commitment and payment, coupled with a large amount of underspending at the start of the current programming period, has caused a build-up of the equivalent of 2 years and 3 months’ worth of unused commitments (€217 billion at the end of 2012).	Il notevole scarto tra gli stanziamenti per impegni e quelli per pagamenti, assieme a una consistente quota di sottoutilizzazioni all’inizio dell’attuale periodo di programmazione, ha causato un accumulo equivalente a 2 anni e 3 mesi di impegni inutilizzati (217 miliardi di euro alla fine del 2012).
39	This leads to pressure on the budget for payments.	Questo determina una pressione sulla dotazione per i pagamenti.
40	To resolve that situation, it is essential that the Commission plans its payment requirements for the medium and long-term.	Per risolvere siffatta situazione, è fondamentale che la Commissione pianifichi i bisogni a medio e lungo termine per quanto riguarda i pagamenti.
41	For many areas of the EU budget the legislative framework is complex and there is insufficient focus on performance.	Per molti settori del bilancio UE il quadro normativo è complesso e scarsamente focalizzato sulla performance.
42	The proposals on agriculture and cohesion for the 2014–2020 programming period remain fundamentally input-based (expenditure oriented) and therefore still focused on compliance with the rules rather than performance.	Le proposte per l’agricoltura e la coesione per il periodo di programmazione 2014-2020 restano fondamentalmente basate sulle risorse (orientate alle spese) e pertanto concentrate più sulla conformità alle norme che sulla performance.
