3	The EU is highly dependent on maritime transport for its trade with the rest of the world and within the internal market.	L’Unione europea dipende fortemente dal trasporto marittimo per gli scambi commerciali con il resto del mondo e nel mercato interno.
4	Nevertheless, inside the EU shipping is not used to its full potential mainly due to considerable administrative requirements.	Tuttavia, all’interno dell’UE le potenzialità del trasporto marittimo non vengono sfruttate al massimo, principalmente a causa dei considerevoli oneri amministrativi.
5	Indeed, even though administrative simplified procedures for maritime transport have already been introduced by EU legislation, vessels travelling between EU ports still encounter a significant number of complex procedures.	Infatti, nonostante la normativa dell’UE abbia già introdotto procedure amministrative semplificate per il trasporto marittimo, le navi che effettuano viaggi tra i porti dell’Unione sono ancora soggette a un numero significativo di procedure complesse.
6	These procedures involve costs and delays that can make maritime transport less attractive for the transport of goods in the EU internal market.	Tali procedure implicano costi e ritardi che possono rendere poco attraente il modo marittimo per il trasporto di merci nel mercato interno dell’UE.
7	Cutting red tape has been considered a major element for promoting the greater use of short sea shipping and seaborne trade between EU ports. 8	Additionally, reducing the number of cargo checks - especially of cargos which would not be checked would they travel on land - would allow authorities to focus on higher risk areas. 10	Territorial waters are considered as the EU's external borders.	I limiti delle acque territoriali sono considerati frontiere esterne dell’UE.
11	So technically, vessels travelling between EU ports are leaving the EU Customs Territory.	Tecnicamente, quindi, le navi che viaggiano tra i porti dell’UE escono dal territorio doganale dell’Unione europea.
12	As a result, customs clearance is required when the vessel leaves the port of departure and again when the vessel arrives at the port of destination (unless the vessel is travelling under a Regular Shipping Service(RSS) scheme). 14	This means they have to be identified as Union goods and be placed back in the Internal Market or as real non-Union goods and be subject to the normal customs formalities. 16	The Commission will propose a Blue Belt package with two main measures reducing unnecessary administrative burden for the maritime industry and extending further the benefits of the Single Market to maritime transport, while at the same time continuing to guarantee the safe and secure transport of goods to, from and within the EU.	La Commissione proporrà un pacchetto cintura blu che prevede due misure principali per ridurre gli oneri amministrativi inutili che gravano sul settore marittimo ed estendere ulteriormente i vantaggi del mercato unico per il trasporto marittimo, continuando nel contempo a garantire la sicurezza e la protezione del trasporto delle merci verso, da e all’interno dell’UE.
17	A further simplification for the application procedure of the 'regular shipping service', a customs facilitation scheme for vessels, carrying mainly EU goods, sailing to the same European ports on a regular basis, is a first part of the package.	L’ulteriore semplificazione della procedura di domanda per diventare un “servizio di linea” (sistema di agevolazione doganale dedicato alle navi che trasportano principalmente merci unionali e che fanno regolarmente la spola tra gli stessi porti europei) costituisce una prima parte del pacchetto.
18	However, a vast majority of containerized traffic has mixed cargo, i.e.:	Tuttavia, la maggior parte delle navi portacontainer trasporta merci miste, ovvero:
19	both Union and non-Union goods that transit regularly via non-EU ports (e.g. in the Baltic, Mediterranean or Black sea), to which the concept of 'regular shipping service' cannot be applied.	merci unionali e merci extraunionali che transitano regolarmente nei porti di paesi terzi (ad esempio nel Baltico, nel Mediterraneo o nel Mar Nero), a cui non è possibile applicare la nozione di “servizio di linea”.
20	Therefore, an additional new tool, the so-called eManifest, a harmonised electronic cargo manifest based on the existing FAL forms, will be introduced. 21	This will allow for proving the EU or non-EU status of goods, even when the goods have left the EU customs territory.	Ciò consentirà di dimostrare il carattere unionale o extraunionale delle merci, anche quando esse sono uscite dal territorio doganale dell’UE.
22	This facilitation answers to long-standing expectations of maritime trade to have an EU harmonised manifest and will allow complying with the requirements as well as facilitating and speeding up of customs procedures for EU cargo at the same time.	Questa agevolazione risponde alle aspettative di lungo termine del settore marittimo, il quale auspica un manifesto UE armonizzato, e consentirà di rispettare gli obblighi, semplificando e allo stesso tempo accelerando le procedure doganali per il trasporto merci dell’UE.

34	Let's say that I'm a UK operator, wanting to offer a regular shipping service between Felixstowe in the UK, Rotterdam in the Netherlands and Copenhagen in Denmark and in the future perhaps to Gdansk in Poland.	Poniamo il caso di un operatore britannico che intende offrire un servizio di linea tra Felixstowe nel Regno Unito, Rotterdam nei Paesi Bassi e Copenaghen in Danimarca, con un’eventuale estensione futura a Danzica in Polonia.

46	Consequently, upon arrival in Rotterdam, all goods on board are considered to be non-Union goods, having to go through all necessary customs procedures.
