1	Emergency funds for redundant workers should be paid out faster, say EU Auditors	I contributi finanziari d’emergenza per i lavoratori in esubero dovrebbero essere erogati più velocemente, afferma la Corte dei conti europea
2	A special fund to help workers made redundant by globalisation delivers only limited EU added-value and should be replaced by a more efficient system, according to a new report from the European Court of Auditors (ECA), the EU spending watchdog.	Il Fondo speciale per assistere i lavoratori posti in esubero per effetto della globalizzazione fornisce soltanto un limitato valore aggiunto UE e dovrebbe essere sostituito da un sistema più efficiente. Questo è quanto afferma la Corte dei conti europea, il guardiano delle finanze dell’UE, in una sua relazione appena pubblicata.
3	Between March 2007 and December 2012, the European Globalisation Fund paid out over € 600 million to workers who had lost their jobs in mass redundancies caused by shifting patterns in world trade.	Tra il marzo 2007 e il dicembre 2012, il Fondo europeo di adeguamento alla globalizzazione ha versato oltre 600 milioni di euro a lavoratori che hanno perso il proprio posto di lavoro in seguito ad esuberi/licenziamenti collettivi causati dai mutamenti intervenuti nella struttura del commercio mondiale.
4	The auditors found that most eligible workers were offered personalised and well-coordinated assistance.	Dall’audit espletato dalla Corte, è emerso che alla maggior parte dei lavoratori ammissibili è stata offerta un’assistenza personalizzata e ben coordinata.
5	But all the audited cases included income support measures which would have been paid by the Member States anyway.	Tuttavia, ciascuno dei casi esaminati dalla Corte includeva misure di sostegno al reddito che sarebbero state comunque finanziate dagli Stati membri.
6	Income support represented 33 % of the reimbursed costs in all the cases examined.	Il sostegno al reddito ha rappresentato il 33 % di tutte le spese rimborsate per l’insieme dei casi esaminati.
7	In addition, no adequate data existed to measure how effective the funds were in getting the laid-off workers back into jobs.	Per di più, non esistevano dati che permettessero di misurare adeguatamente il grado di efficacia dei fondi nel reinserire professionalmente i lavoratori licenziati/in esubero.
8	In their recommendations, the auditors say that the Globalisation Fund could be replaced by an adapted European Social Fund framework in order to bring support to workers more quickly.	Al fine di sostenere più rapidamente i lavoratori colpiti, la Corte raccomanda di considerare la possibilità di sostituire il Fondo europeo di adeguamento alla globalizzazione (FEG) con il regime, opportunamente adattato, del Fondo sociale europeo.
9	“The evidence gathered during the audit did not convince us that the Globalisation Fund is the best way to deliver this much-needed specific support,” said Ville Itälä, the ECA Member responsible for the report, “It would be more effective simply to adjust the Social Fund to deal with these problems”.	“Gli elementi probatori raccolti nel corso dell’audit non ci hanno persuaso che il Fondo europeo di adeguamento alla globalizzazione rappresenti il miglior sistema per prestare questo tipo di sostegno così necessario”, ha affermato Ville Itälä, il Membro della Corte responsabile della relazione.“Sarebbe più efficace semplicemente modificare il Fondo sociale europeo perché possa affrontare questi problemi”.
10	The Globalisation Fund was designed to address short-term and ad-hoc emergency situations.	Il FEG è stato creato per affrontare situazioni di emergenza puntuali e di durata limitata.
11	Support includes training, aid for self-employment, coaching and outplacement.	Il sostegno include misure formative, aiuto alle attività professionali autonome, coaching e ricollocazione.
12	The Fund co-finances measures at a rate of 50 % or 65 %, with the balance being provided by the Member State concerned.	Il Fondo cofinanzia dette misure ad un tasso del 50 % o del 65 %, mentre il saldo è corrisposto dallo Stato membro interessato.

15	This special report (SR 7/2013) is entitled “Has the European Globalisation Adjustment Fund delivered EU added value in reintegrating redundant workers?” The ECA assessed whether the contribution made by the EGF to enabling redundant workers to return to the labour market as soon as possible was effective.	In questa relazione speciale (RS n.7/2013), intitolata “Il Fondo europeo di adeguamento alla globalizzazione ha fornito un valore aggiunto UE nel reinserimento dei lavoratori in esubero?”, la Corte ha valutato se il contributo fornito dal FEG per consentire ai lavoratori in esubero di rientrare prima possibile nel mercato del lavoro fosse efficace.

17	Did all affected workers benefit from personalised EGF measures, and were EGF co-financed active labour market measures coordinated with other similar measures (i.e. ESF and Member State measures)?	tutti i lavoratori interessati hanno beneficiato di misure FEG personalizzate, e le misure attive per il mercato del lavoro cofinanziate dal FEG erano coordinate con altre misure simili (ossia le misure dell’FSE e degli Stati membri)?

21	Eight cases in four Member States (two each in Denmark, Germany, Ireland and Lithuania) in which the EGF was deployed, were audited on the spot. 22	The European Globalisation Adjustment Fund (EGF) was established in 2006 to show EU solidarity towards workers affected by mass redundancies.	Il Fondo europeo di adeguamento alla globalizzazione (FEG) è stato istituito nel 2006 per mostrare la solidarietà dell’UE verso i lavoratori interessati da esuberi/licenziamenti collettivi.
23	The EGF should facilitate the re-integration into employment of those workers by providing financial contributions for time-limited and coordinated packages of personalised services.	Il FEG dovrebbe favorire il reinserimento professionale di tali lavoratori, fornendo contributi finanziari per pacchetti di servizi personalizzati di durata limitata e coordinati.
24	Such packages include active labour market measures such as training, aid for self-employment, coaching and outplacement.	Tali pacchetti comprendono misure attive per il mercato del lavoro, come la formazione, l'aiuto alle attività professionali autonome, il coaching e la ricollocazione.

26	The European Social Fund (ESF) also supports redundant workers, mainly through lifelong learning programmes.	I lavoratori in esubero possono altresì beneficiare del Fondo sociale europeo (FSE), principalmente mediante programmi di formazione permanente.
27	However, whereas the purpose of the ESF is to address long-term structural imbalances, the EGF was designed to address short-term and ad-hoc emergency situations.	Tuttavia, mentre la finalità dell’FSE è risolvere gli squilibri strutturali a lungo termine, il FEG è stato ideato per affrontare situazioni di emergenza di durata limitata e puntuali.
28	The ECA found that nearly all EGF eligible workers were offered personalised and well-coordinated measures, but that each EGF measure may have also been eligible for the ESF.	La Corte ha constatato che a quasi tutti i lavoratori ammissibili al FEG sono state offerte misure personalizzate e ben coordinate, ma che ogni misura del FEG può essere ammissibile anche per l’FSE.
29	Some Member States preferred to use the ESF rather than EGF.	Alcuni Stati membri hanno preferito utilizzare l’FSE.
30	The auditors also found that no quantitative re-integration objectives were set, and that existing data are not adequate to assess the effectiveness of the measures in re-integrating workers into employment.	La Corte ha altresì rilevato che non sono stati fissati obiettivi di reinserimento quantitativi, e che i dati esistenti non sono adeguati per valutare l'efficacia delle misure in termini di reinserimento professionale dei lavoratori.
31	The EGF delivered EU added value when used to co-finance services for redundant workers or allowances not ordinarily existing under Member States’ unemployment benefit systems.	Il FEG ha fornito un valore aggiunto UE quando è stato utilizzato per cofinanziare servizi per i lavoratori in esubero o indennità che non sono normalmente presenti nei sistemi di prestazioni di disoccupazione degli Stati membri.
32	The ECA recommended that:	La Corte raccomanda quanto segue:
33	(a) The Member States and the Commission take the necessary steps to ensure the availability of up-to-date and reliable data in order to monitor the achievement of objectives, as well as to compare the outcome of the various measures.	a) gli Stati membri e la Commissione dovrebbero intraprendere le misure necessarie per garantire la disponibilità di dati aggiornati e attendibili, che consentano di monitorare il raggiungimento degli obiettivi e raffrontare i risultati delle varie misure;
34	(b) The European Parliament, the Council and the Commission consider limiting EU funding to measures likely to provide EU added value, rather than funding already existing national workers’ income support schemes.	b) il Parlamento europeo, il Consiglio e la Commissione dovrebbero valutare la possibilità di limitare i finanziamenti UE alle misure atte a fornire un valore aggiunto UE, anziché finanziare regimi nazionali esistenti di sostegno al reddito dei lavoratori;
35	(c) The European Parliament, the Council and the Commission consider, as an alternative to the current EGF scheme, the possibility of adapting the ESF framework and its funding allocations in order to support more rapidly workers affected by mass redundancies.	c) il Parlamento europeo, il Consiglio e la Commissione dovrebbero considerare, quale alternativa all'attuale regime FEG, la possibilità di adattare il quadro dell’FSE e l’assegnazione dei finanziamenti di quest’ultimo al fine di sostenere più rapidamente i lavoratori interessati da esuberi/licenziamenti collettivi.
