2	An annual report published today on Europe’s Rapid Alert System for Food and Feed (RASFF) revealed that in 2012 almost 50% of notifications related to food and feed rejections at EU borders due to the risk they posed to food safety.	Una relazione annuale sul Sistema di allarme rapido europeo per alimenti e mangimi (Europe’s Rapid Alert System for Food and Feed - RASFF) pubblicata oggi, rivela che nel 2012 quasi il 50% delle notifiche ha riguardato il respingimento alle frontiere della UE di alimenti e mangimi che presentavano rischi per la sicurezza alimentare.
3	Launched more than 30 years ago, RASFF is an IT tool that facilitates the cross-border flow of information between national food safety authorities and plays a key role in ensuring a high level of food safety for Europe's citizens.	Varato più di 30 anni fa, il RASFF è un importantissimo strumento informatico che semplifica il flusso transfrontaliero di informazioni tra le autorità nazionali preposte alla sicurezza alimentare e dà ai cittadini europei un elevato livello di sicurezza alimentare.

6	Whilst the horsemeat scandal that has been making headline news does not fall within this reporting period, it is important to highlight that thanks to the existence of RASFF, food safety authorities throughout the EU were able to swiftly exchange information. As a result, the products were traced and withdrawn from the market.”	Anche se lo scandalo delle carni equine, che di recente ha avuto grande risonanza, non rientra in questo periodo di riferimento, è importante sottolineare che grazie all’esistenza del sistema RASFF le autorità di sicurezza alimentare in tutta la UE hanno potuto scambiare rapidamente informazioni, rintracciare prodotti e ritirarli dal mercato”.

9	In 2012 the number of RASFF notifications reached a total of 8,797, representing a 3.9% decrease compared to 2011.	Nel 2012, le notifiche RASFF hanno raggiunto un totale di 8 797, in diminuzione del 3,9% rispetto al 2011.

13	When such a product is identified, the RASFF informs the third country in question, in order to take corrective actions and prevent a recurrence of the problem. 14	When a serious and persistent problem is detected, the Commission sends a letter to the national authorities of the third country concerned, so that they implement urgent corrective measures such as delisting establishments, blocking exports or intensifying controls.	Se il problema individuato è grave e persistente, la Commissione invia una lettera alle autorità nazionali del paese terzo interessato in cui chiede che i correttivi (cancellazione di stabilimenti dall’elenco di quelli abilitati, blocco delle esportazioni o intensificazione dei controlli) siano attuati con urgenza.

16	Of the 3,516 original notifications transmitted in RASFF in 2012, 332 concerned feed (9.4%) and regarding food contact materials, 299 notifications were counted (8.5%).	Delle 3 516 notifiche originali, trasmesse nell’ambito del RASFF nel 2012, 332 hanno riguardato mangimi (9,4%); per i materiali a contatto con gli alimenti, si contano 299 notifiche (8,5%).

20	In September 2012, the Czech food safety authority informed RASFF of persons suffering from methanol poisoning after having consumed "on tap" spirits.	Nel settembre 2012, l’Autorità per la sicurezza alimentare ceca informava il RASFF di persone colpite da un avvelenamento da metanolo dopo aver consumato bevande alcoliche appena distillate.
21	In this instance, the adulteration of spirits had devastating consequences and resulted in 36 fatalities.	In quel caso, l’adulterazione delle bevande alcoliche ha avuto conseguenze devastanti ed è costata 36 vite umane.
22	The Czech authority used the RASFF channel to swiftly inform and update its EU partners on its investigations and on the measures it had taken.	L’Autorità Ceca si servì del canale RASFF per informare tempestivamente e aggiornare i partner UE sulle indagini e sulle misure via via adottate.

24	Since RASFF is primarily a platform to exchange information on food safety issues, both the Czech methanol and the horsemeat scandal have raised a legitimate need to exchange information on cases of food fraud which is an emerging phenomenon.	Essendo il sistema RASFF soprattutto una piattaforma per diffondere informazioni su questioni di sicurezza alimentare, il metanolo della Cechia e lo scandalo delle carni equine hanno suscitato la legittima esigenza di scambiare informazioni sul fenomeno emergente che sono le frodi alimentari.
25	To address this, the Commission's 5 point action plan aims to close the gaps identified in the wake of the horsemeat scandal includes setting up a procedure for the rapid exchange of information and alerts in cases which may constitute food fraud.	Per affrontare i problemi legati a quest’ultime, la Commissione, con un suo piano d’azione in 5 punti, intende colmare le lacune individuate sulla scia dello scandalo della carne di cavallo e istituire una procedura di scambio rapido d’informazioni e d’allarme in casi che configurano delle possibili frodi alimentari.

27	The RASFF network allows for a swift exchange of information between Member States and the Commission when risks to human health are detected in the food and feed chain.	La rete RASFF permette rapidi scambi d’informazioni tra gli Stati membri e la Commissione quando vengano rilevati rischi per la salute umana nella catena dell’alimentazione umana e animale.
28	All Members of the RASFF (EU-27, Commission, EFSA, ESA, Norway, Liechtenstein, Iceland and Switzerland) have a round-the-clock service to ensure that urgent notifications are sent, received and responded to collectively and efficiently.
