1	Better protection for victims of domestic violence under new EU law adopted today	Adottata oggi una nuova legge dell’Ue per proteggere meglio le vittime della violenza domestica
2	Victims of violence, in particular domestic violence, will soon be able to count on EU-wide protection, following today's adoption of a European Commission proposal by Justice Ministers from the EU Member States.	Le vittime di violenza, in particolare della violenza domestica, potranno presto contare su una protezione valida in tutta l'Unione europea a seguito dell'adozione odierna di una proposta della Commissione europea da parte dei ministri della Giustizia degli Stati membri dell'UE.
3	The new regulation for an EU wide protection order will mean that people who have suffered violence can rely on a restraining order obtained in their home country wherever they are in the EU.	Il nuovo regolamento sull’ordine di protezione a livello dell'Unione europea consentirà a coloro che hanno subito atti di violenza di far valere, ovunque si trovino nell’UE, il provvedimento restrittivo ottenuto nel paese d'origine.
4	Practically this means that restraining orders issued in one EU country will have to be recognised across the entire EU. In this way, the protection will travel with the individual.	In pratica ciò significa che i provvedimenti restrittivi emessi in un paese dell'UE dovranno essere riconosciuti in tutta l'Unione: la protezione seguirà così la persona nei suoi spostamenti.
5	The EU law will benefit women in particular:around one in five women in Europe have suffered physical violence at least once in their life, according to surveys.	A beneficiare di questa legge dell'Unione saranno in particolare le donne: secondo i sondaggi, in Europa circa una su cinque ha subito violenza fisica almeno una volta nella vita.
6	"The European Protection Order adopted today will help to protect victims of crime and victims of violence, wherever they go in Europe: the protection will travel with the citizen.	“L'ordine di protezione europeo adottato oggi contribuirà a proteggere le vittime di reato e le vittime di violenza, ovunque esse vadano in Europa: la protezione viaggerà con il cittadino.
7	This is an excellent example of how Europe is working for its citizens," said Vice-President Viviane Reding, EU's Justice Commissioner. 10	I count on Member States to translate the European Protection Order and the Directive on victims' rights adopted last year swiftly into reality for our citizens.”	Ora mi aspetto dagli Stati membri che diano pratica attuazione in tempi rapidi all'ordine di protezione europeo e alla direttiva sui diritti delle vittime adottata l'anno scorso per il bene dei nostri cittadini”.
11	Today’s formal adoption of the Regulation on mutual recognition of protection measures in civil matters by the Council follows a vote in the European Parliament on 22 May (MEMO/13/449).	L'adozione, avvenuta formalmente oggi, del regolamento del Consiglio sul riconoscimento reciproco delle misure di protezione in materia civile fa seguito al voto del Parlamento europeo del 22 maggio (MEMO/13/449).
12	The Commission proposed the Regulation as part of a package of measures to improve victims’ rights (see IP/11/585 and MEMO/11/310).	La Commissione lo aveva proposto nel quadro di un pacchetto di misure intese a migliorare i diritti delle vittime (cfr. IP/11/585 e MEMO/11/310).
13	The Victims Directive – which sets out minimum rights for crime victims wherever they are in the EU – is already in the European statute book (IP/12/1200). 14	Both instruments will also complement the European Protection Order of 13 December 2011, which ensures free circulation of criminal law protection measures throughout Europe. 15	Today's vote is a major step towards closing protection gaps for victims of domestic violence who want to exercise their right to free movement in the EU. 20	On 18 May 2011, the European Commission proposed a package of measures to ensure a minimum level of rights, support and protection for victims across the EU, no matter where they come from or live.This included a proposal for a Regulation on mutual recognition of civil law protection measures.	Il 18 maggio 2011, la Commissione europea ha proposto un pacchetto di misure volte ad assicurare un livello minimo di diritti, sostegno e protezione alle vittime in tutta l’UE, indipendentemente dal luogo di provenienza o di residenza, di cui faceva parte una proposta di regolamento sul riconoscimento reciproco delle misure di protezione in materia civile.
21	It will ensure that victims of violence (such as domestic violence) can still rely on restraint or protection orders issued against the perpetrator if they travel or move to another EU country and will complement the European Protection Order, adopted on 13 December 2011 and dealing with criminal law protection orders.	Questo regolamento garantirà che le vittime di violenze (come la violenza domestica), pur viaggiando o trasferendosi in un altro paese dell’UE, possano continuare ad avvalersi degli ordini di protezione o di restrizione emessi contro gli autori di tali violenze, e integrerà l'ordine di protezione europeo adottato il 13 dicembre 2011 in materia penale.
22	The second proposal, for a Directive on victims' rights, was adopted on 4 October 2012 by the Council of Ministers (IP/12/1066), after the European Parliament endorsed it with an overwhelming majority on 12 September 2012 (MEMO/12/659).	La seconda proposta, quella di una direttiva sui diritti delle vittime, è stata adottata il 4 ottobre 2012 dal Consiglio dei ministri (IP/12/1066) dopo essere stata approvata a larghissima maggioranza dal Parlamento europeo il 12 settembre 2012 (MEMO/12/659).
23	The directive sets out minimum rights for victims, wherever they are in the EU. It will ensure that:	La direttiva sancisce diritti minimi per le vittime ovunque esse si trovino nell’UE garantendo che:
24	- victims are treated with respect and police, prosecutors and judges are trained to properly deal with them;	- le vittime siano trattate in modo rispettoso, e polizia, procuratori e magistrati ricevano la necessaria formazione per potersene occupare;
25	- victims get information on their rights and their case in a way they understand;	- le vittime siano informate dei loro diritti e delle cause che li riguardano in un modo a loro comprensibile;
26	- victim support exists in every Member State;	- sia garantito in ciascuno Stato membro il sostegno alle vittime;
27	- victims can participate in proceedings if they want and are helped to attend the trial;	- le vittime possano prendere parte al procedimento se lo desiderano e siano aiutate ad assistere al processo;
28	- vulnerable victims are identified – such as children, victims of rape, or those with disabilities – and are properly protected;	- le vittime vulnerabili come minori, vittime di stupro o persone disabili – siano identificate e siano adeguatamente tutelate;

31	Up to 15% of the EU population may fall victim of a crime somewhere in the EU every year. The risk of being a victim is just as great when travelling abroad as it is at home. 32	With Europeans making around 1.25 billion trips as tourists within the EU every year, some will inevitably become victims of crime in another country.	Con circa 1,25 miliardi di viaggi compiuti all’anno per turismo nell’Unione dagli europei, è inevitabile che alcuni di essi possano essere vittime di un reato in un altro paese.
33	Minimum rules for victims are part of the EU's broader objective to build a European area of justice, so that people can rely on the same level of basic rights and have confidence in the justice system wherever they are in the EU.	Le norme minime in favore delle vittime sono parte integrante del più ampio obiettivo dell’Unione di costruire uno spazio europeo di giustizia che consenta ai cittadini, ovunque essi si trovino, di poter contare su diritti fondamentali garantiti in modo uniforme e di avere fiducia nel sistema giudiziario.
