1	“EU programmes for integration of third-country nationals are hampered by complex design and lack of coordination between funds” – EU Auditors	Secondo la Corte dei conti europea, “i programmi dell’UE per l’integrazione dei cittadini di paesi terzi risentono della complessità del dispositivo e della mancanza di coordinamento tra i Fondi”
2	Helping people coming from outside the EU to fully integrate into our societies is high on the political agenda of the EU and the Member states.	Contribuire alla piena integrazione nelle nostre società di chi proviene da paesi esterni all’UE riveste un’importanza prioritaria nell’agenda politica dell’UE e degli Stati membri.
3	A new special report from the European Court of Auditors (ECA) assesses whether the European Integration Fund (EIF) and the European Refugee Fund (ERF) contribute effectively to this integration of these third-country nationals.	Una nuova relazione speciale della Corte dei conti europea valuta se il Fondo europeo per l'integrazione (FEI) e il Fondo europeo per i rifugiati (FER) contribuiscano efficacemente all'integrazione di questi cittadini di paesi terzi.
4	The ECA found that while positive results could be observed at the level of individual audited projects, inadequate systems had been set up to measure the success of the Funds.	La Corte ha riscontrato che, nonostante siano visibili risultati positivi a livello dei singoli progetti sottoposti ad audit, i sistemi creati per misurare il successo dei Fondi si sono rivelati inadeguati.
5	The programme design hampered effectiveness and there was inadequate coordination with other EU funds.	La concezione del programma ne ha compromesso l’efficacia e il coordinamento con altri Fondi dell’UE è stato carente.
6	Amongst other key points, the Court recommends simplification of programming arrangements and a comprehensive assessment of integration needs regardless of whether migrants have EU or third-country nationality.	La Corte raccomanda, tra l’altro, la semplificazione del dispositivo di programmazione e una valutazione globale delle esigenze di integrazione, indipendentemente dal fatto che i migranti abbiano la nazionalità dell'UE o di paesi terzi.
7	Based on this assessment, an appropriate fund(s) structure should be designed.	Sulla scorta di tale valutazione, dovrebbe essere concepita un'apposita struttura del Fondo/dei Fondi.
8	The European Integration Fund and European Refugee Fund, forming part of the SOLID programme, are run by the Commission and Member States through shared management.	Il Fondo europeo per l'integrazione e il Fondo europeo per i rifugiati, che sono parte del programma SOLID, sono soggetti alla gestione concorrente della Commissione e degli Stati membri.
9	The Court found that it was not possible for the Commission or Member States to assess the contribution of the SOLID funds to integration, because audited Member States did not set proper targets or indicators for their annual programmes.	La Corte ha constatato che la Commissione o gli Stati membri non potevano valutare il contributo dei fondi SOLID all'integrazione perché gli Stati membri oggetto dell'audit non avevano fissato valori-obiettivo o indicatori adeguati per i loro programmi annuali.
10	The Commission’s intermediate report on results achieved and on qualitative and quantitative aspects of the implementation, based on Member States’ reports, did not provide enough information for the Funds to be evaluated or steered.	La relazione intermedia della Commissione sui risultati ottenuti e sugli aspetti qualitativi e quantitativi dell'attuazione, basata sulle relazioni fornite dagli Stati membri, non conteneva informazioni sufficienti che consentissero di valutare e gestire i Fondi.
11	At the individual project level, there are positive results, but this does not necessarily represent success at a broader level, not least due to overall implementation being lower than planned in 2007 and 2008.	A livello dei singoli progetti, sono stati osservati risultati positivi, ma che non costituiscono necessariamente un successo a livello più generale, non da ultimo perché il tasso di esecuzione complessivo nel 2007 e 2008 è stato inferiore al previsto.
12	“The effectiveness of the Funds has been limited by the design of the SOLID programme, which is fragmented, burdensome and inadequately coordinated with other EU funds”, said Milan Martin Cvikl, the ECA member responsible for the report.	“L'efficacia dei Fondi è stata ostacolata dalla concezione del programma SOLID, che risulta essere frammentario, oneroso e non adeguatamente coordinato con altri fondi UE” ha affermato Milan Martin Cvikl, Membro della Corte responsabile della relazione.
13	“We’ve found that much can be improved and I am pleased that the Commission has already proposed important changes to the legislation for the next financial programming period that could improve the effectiveness of integration of third-country nationals“.	“Abbiamo riscontrato tanti aspetti che possono essere migliorati e sono lieto che la Commissione abbia già proposto importanti modifiche della normativa relativa al prossimo periodo di programmazione, che potrebbero rendere più efficace l’integrazione dei cittadini di paesi terzi.”

16	This special report (SR 22/2012) entitled “Do the European Integration Fund and European Refugee Fund contribute effectively to the integration of third-country nationals?” addressed whether the European Integration Fund and European Refugee Fund of the SOLID programme contribute effectively to the integration of third-country nationals.	In questa relazione speciale (RS 22/2012) intitolata “Il Fondo europeo per l'integrazione e il Fondo europeo per i rifugiati contribuiscono efficacemente all'integrazione dei cittadini di paesi terzi?” si è voluto appurare se il Fondo europeo per l'integrazione e il Fondo europeo per i rifugiati nell'ambito del programma SOLID contribuiscano efficacemente all'integrazione dei cittadini di paesi terzi.
17	The Court assessed whether SOLID funds’ results are backed up by effective monitoring and evaluation of the programme, whether the design of the funds contributes to effective implementation of the funds, and if the systems for implementing integration measures within the SOLID programme are well-managed?	La Corte ha valutato se i risultati dei fondi SOLID siano comprovati da efficaci attività di monitoraggio e valutazione del programma, se la concezione dei Fondi ne favorisca l’efficace attuazione e se i sistemi per l'attuazione delle misure di integrazione all'interno del programma SOLID siano adeguatamente gestiti.
18	The EU’s SOLID programme supports actions to foster integration of third country nationals in EU Member States and strengthen solidarity by sharing the financial burden resulting from the management of common external borders and the implementation of common policies on asylum and immigration.	Il programma SOLID dell'UE sostiene le iniziative tese a promuovere l'integrazione dei cittadini di paesi terzi negli Stati membri dell'UE e a consolidare i legami di solidarietà, ripartendo l'onere finanziario conseguente alla gestione delle frontiere esterne comuni e all'attuazione delle politiche comuni in materia di asilo e immigrazione.
19	The audit concluded that it has not been possible to measure success of the annual programmes due to the lack of a proper monitoring and valuation system.	In seguito all’audit la Corte ha concluso che non è stato possibile misurare l'esito positivo dei programmi annuali per l'assenza di un adeguato sistema di monitoraggio e valutazione.
20	Nevertheless, most of the individual projects audited achieved positive results[see box 4 and paragraph 37 of the Report].	Ciononostante, la maggior parte dei singoli progetti controllati ha mostrato risultati positivi [cfr. riquadro 4 e paragrafo 37 della relazione].
21	However, some projects have failed [see box 5 paragraph 38].	Alcuni singoli progetti non hanno tuttavia conseguito i risultati attesi [cfr. riquadro 5 e paragrafo 38].
22	Member States generally consider the Funds to have added value.	Gli Stati membri ritengono in genere che i Fondi forniscano un valore aggiunto.
23	To improve the systems for integrating third-country nationals, the ECA recommends that:	Per migliorare i sistemi per integrare i cittadini di paesi terzi, la Corte raccomanda quanto segue:
24	- The European Parliament and Council should simplify the programming arrangements with single national programmes to cover the whole period.	- il Parlamento europeo e il Consiglio dovrebbero semplificare le disposizioni in tema di programmazione, prevedendo singoli programmi nazionali a copertura dell'intero periodo;
25	- In establishing management and control systems, the Commission and Member States should give due consideration to proportionality with the amount of funds involved and the impact on resources, as well as drawing on previous experience in similar funds.	- nell'istituire i sistemi di gestione e controllo, la Commissione e gli Stati membri dovrebbero tenere in debita considerazione il principio di proporzionalità rispetto agli importi in questione e all'impatto sulle risorse, anche sulla base dell'esperienza acquisita precedentemente in Fondi analoghi;
26	- The Commission should carry out a comprehensive assessment of needs for integration regardless of whether migrants have EU or third-country nationality.	- la Commissione dovrebbe svolgere una valutazione globale delle esigenze di integrazione, indipendentemente dal fatto che i migranti abbiano la nazionalità dell'UE o di paesi terzi.
27	Based on this assessment, an appropriate fund(s) structure should be designed which ends the separation of the target population on the basis of nationality and which is oriented towards the needs of the final beneficiaries.	Sulla scorta di tale valutazione, dovrebbe concepire un'apposita struttura del Fondo/dei Fondi che ponga fine alla separazione della popolazione destinataria sulla base della nazionalità e che sia orientata alle esigenze dei beneficiari finali.
28	Setting an obligatory priority to fund third-country nationals would ensure that they receive the necessary specific attention.	Stabilire come priorità obbligatoria il finanziamento di cittadini di paesi terzi dovrebbe garantire che questi ultimi ricevano la necessaria attenzione particolare;
29	- The Commission should place greater importance on obtaining concrete details on the assurance of coherence and complementarity in EU funds from Member States.	- la Commissione dovrebbe accordare maggiore importanza ad ottenere dagli Stati membri informazioni dettagliate e concrete sulla garanzia di coerenza e complementarità dei fondi UE;
30	- The Commission and Member States should set-up an obligatory system of common indicators, and Member States should set target values for national programmes.	- la Commissione e gli Stati membri dovrebbero porre in essere un sistema obbligatorio di indicatori comuni, e gli Stati membri dovrebbero fissare valori-obiettivo (target) per i programmi nazionali;
31	- For the start of the new programme, the Commission should ensure that its key guidelines are ready in advance and that Member States have set up adequate Management and Control Systems.	- per l'avvio del nuovo programma, la Commissione dovrebbe far sì che le principali linee guida siano disponibili in anticipo e che gli Stati membri abbiano messo in atto adeguati sistemi di gestione e controllo.
