1	Remarks by President Herman Van Rompuy following the European Council	Osservazioni del presidente Herman Van Rompuy a seguito del Consiglio europeo
2	This European Council was about combining short term action to stimulate growth and to stabilise the markets, together with a longer-term vision on the way forward to strengthen our Economic and Monetary Union.	Questo Consiglio europeo ha affrontato l'esigenza di combinare interventi a breve termine per stimolare la crescita e stabilizzare i mercati con una visione a più lungo termine sulla via da seguire per rafforzare la nostra Unione economica e monetaria.
3	A key short-term challenge across Europe is to revive growth.	Una sfida chiave a breve termine in Europa è il rilancio della crescita.
4	Building on yesterday's discussion, we decided today on a "Compact for Growth and Jobs". It will mobilise 120 billion euro for immediate investment, which will boost the financing of the economy and help create jobs.	In base alle discussioni svoltesi ieri, abbiamo convenuto oggi un "patto per la crescita e l'occupazione" che mobiliterà 120 miliardi di euro per investimenti immediati, promovendo il finanziamento dell'economia e contribuendo a creare posti di lavoro.
5	In the current situation, establishing a longer-term perspective for the euro area is a pressing priority.	Nella situazione attuale, la definizione di una prospettiva a più lungo termine per la zona euro è una priorità urgente.
6	Indeed, as has been pointed out: if we want investors to buy ten-year bonds, understandably they would like to know where the Eurozone stands in ten years time.	Come è stato in effetti precisato, se vogliamo che gli investitori acquistino obbligazioni decennali, comprensibilmente questi vorranno sapere che ne sarà dell'eurozona fra dieci anni.
7	Yesterday we discussed the report on the future of the Economic and Monetary Union that I presented earlier this week at the request of the Heads of State or Government, prepared in close cooperation with the Presidents of the European Commission, the Eurogroup and the European Central Bank.	Ieri abbiamo discusso la relazione sul futuro dell'Unione economica e monetaria che avevo presentato all'inizio di questa settimana su richiesta dei capi di Stato o di governo; e che è stata elaborata in stretta cooperazione con i presidenti della Commissione europea, dell'Eurogruppo e della Banca centrale europea.
8	As you know, this report outlines an architecture based on integrated frameworks for the financial sector, the fiscal matters and the economic policy.	Come sapete, questa relazione illustra un'architettura basata su quadri integrati per il settore finanziario, le tematiche attinenti al bilancio e la politica economica.
9	Steps forwards in these three areas must be accompanied by increased democratic legitimacy and accountability.	I progressi in questi tre settori devono andare di pari passo con maggiore legittimazione democratica e responsabilità.
10	These were and these are the four building blocks.	Questi erano e sono i quattro elementi costitutivi.
11	Let me start with the financial sector: here, beyond general agreement on the longer term view, we already achieved a hugely important first result.	Iniziamo dal settore finanziario in merito al quale, oltre a un consenso generale su una visione a più lungo termine, abbiamo già raggiunto un primo risultato estremamente importante.
12	Last night, we agreed that, under certain circumstances and under certain conditions, the ESM could recapitalise banks directly.	La notte scorsa abbiamo convenuto che, in determinate circostanze e a determinate condizioni, il MES può ricapitalizzare direttamente le banche.
13	The biggest and most important condition is setting up a single supervisory mechanism for banks.	La condizione più rilevante e più importante è l'istituzione di un meccanismo unico di vigilanza delle banche.
14	The Eurozone leaders have asked the Council to work in a very speedy way so that we can have results by the end of the year.	I leader della zona euro hanno chiesto al Consiglio di lavorare molto rapidamente in modo che si possano ottenere risultati entro la fine dell'anno.
15	This is a major breakthrough. It is a first step also to break the vicious circle between banks and sovereigns and it is already a first result of our common report. 16	I said last week that the building block of banking integration is the most important one, in the sense that we can achieve results in a short timeframe. 17	A few days after we presented our report, the idea of a European supervisory system for banks is accepted.	Pochi giorni dopo la presentazione della nostra relazione, l'idea di un sistema europeo di vigilanza delle banche è stata accolta.
18	On the second and third building blocks of the report: fiscal matters and economic policies, we all share the same analysis. 19	The Economic and Monetary Union can only function if each and every country's budgetary and economic policies are sustainable:	L'Unione economica e monetaria può funzionare solo se tutte le politiche di bilancio ed economiche di ciascun paese sono sostenibili:
20	this is the founding contract between countries sharing a common currency.	questo è il patto costitutivo tra paesi che condividono una moneta comune.
21	We also took another important decision yesterday night during our Eurozone discussion. We agreed to open the possibilities for countries which are complying with common rules, recommendations and timetables, to make use of the existing EFSF/ESM instruments to reassure and stabilise the markets.	La notte scorsa, durante la discussione della zona euro, abbiamo inoltre preso un'altra importante decisione, convenendo che i paesi che rispettano regole, raccomandazioni e calendari comuni avranno la possibilità di ricorrere agli strumenti esistenti FESF/MES per rassicurare e stabilizzare i mercati.
22	Financial assistance to Spain will be provided without seniority status for the financing provided by the EFSF/ESM.	Per il finanziamento fornito dal FESF/MES l'assistenza finanziaria alla Spagna non comporterà lo status preferenziale (seniority status).
23	The European Council agreed on a method to take forward our work on those four building blocks.	Il Consiglio europeo ha convenuto un metodo per proseguire i lavori sui quattro elementi costitutivi.
24	As President of the European Council, I have been invited to develop a specific and time-bound road map, again in close cooperation with the Presidents of the Commission, the Eurogroup and the Central Bank.	In qualità di presidente del Consiglio europeo sono stato invitato a elaborare una tabella di marcia specifica e circoscritta nel tempo, anche in questo caso in stretta collaborazione con i presidenti della Commissione, dell'Eurogruppo e della BCE.

29	After 30 years of discussions on a European patent we reached an agreement on the last outstanding issue, the seat of the Unified Patent Court.	Dopo 30 anni di discussioni su un brevetto europeo abbiamo raggiunto un accordo sull'ultimo problema in sospeso, la sede del tribunale unificato dei brevetti.
30	The Danish Prime Minister and I appealed to the sense of compromise of our colleagues.	Il primo Ministro danese ed io abbiamo fatto appello alla disponibilità al compromesso dei nostri colleghi.
31	But I let explain this major achievement to the Prime Minister of Denmark.	Ma questo importante risultato ci verrà illustrato dal primo Ministro della Danimarca.
32	We also discussed this morning foreign affairs.	Questa mattina abbiamo anche discusso di affari esteri.
33	The European Council strongly condemns the brutal violence in Syria, calling for strong actions on two points.	Il Consiglio europeo condanna fermamente le violenze brutali in Siria, chiedendo interventi energici in due direzioni.
34	First: to press the regime to end the bloodshed, and second: to support a political solution to the crisis.	In primo luogo: esercitare pressioni sul regime affinché ponga fine allo spargimento di sangue e, in secondo luogo: sostenere una soluzione politica della crisi.
35	On Iran's nuclear programme: we urged Teheran to engage constructively and welcome the entry into this Sunday of the EU oil embargo.	In merito al programma nucleare iraniano abbiamo esortato l'Iran a impegnarsi in modo costruttivo e accogliamo con favore l'entrata in vigore dell'embargo petrolifero dell'UE questa domenica.
36	On enlargement, we have good news for Montenegro:	In materia di allargamento abbiamo buone notizie per il Montenegro:
37	the European Council has endorsed the decision to open accession negotiations, this very afternoon.	il Consiglio europeo ha approvato questo pomeriggio la decisione di avviare negoziati di adesione.
38	To conclude. Even if fighting the crisis has been the European Council's top concern for over two years now, and will remain so in the near future, we must not lose sight of the path ahead, and keep setting orientations for the future.	In conclusione: anche se la lotta alla crisi è, da oltre due anni, stata la preoccupazione principale del Consiglio europeo e rimarrà tale nel prossimo futuro, non dobbiamo perdere di vista il percorso da seguire e dobbiamo continuare a definire orientamenti per l'avvenire.
39	Since this happens to be the first summit of my second mandate, I shared with colleagues a work-plan up until the end of 2014.	Dato che questo vertice è il primo del mio secondo mandato, ho condiviso con i colleghi un piano di lavoro valido fino alla fine del 2014.
40	This tentative programme also foresees time to focus on specific themes, like innovation, industrial competitiveness, trade and defence.	Questo programma indicativo prevede anche il tempo per concentrarsi su argomenti specifici, quali l'innovazione, la competitività industriale, il commercio e la difesa.
41	It was a difficult European Council and Eurozone summit but it was a fruitful one, we agreed on the Compact for Growth and Jobs, we are achieving the first results of our EMU report and we had this historical breakthrough on European Patent.	È stato un Consiglio europeo e vertice della zona euro difficile ma è stato fruttuoso, abbiamo concordato il patto per la crescita e l'occupazione, stiamo conseguendo i primi risultati della nostra relazione sull'UEM e abbiamo ottenuto un successo storico per quanto riguarda il brevetto europeo.
42	So the start of my second mandate was a difficult one but if you can be happy in politics, for the upcoming hours, not more than that, I am a happy man.	L'inizio del mio secondo mandato è stato quindi difficile ma, se in politica si può essere felici, sono un uomo felice, almeno per le prossime ore.
