9	The number of vehicles in circulation is expected to double by 2030, for example, from 800 million to 1.6 billion, rising to 2.5 billion vehicles in 2050. 13	The first industrial revolution is frequently linked to the use of coal and steam to operate machinery;	La prima rivoluzione industriale è spesso associata all'uso del carbone e del vapore, per far funzionare le macchine;
14	it was followed by the age of oil.	in seguito, è venuta l'era del petrolio.
15	Finally, the third industrial revolution, which is still under way, is based on technology developed to meet the challenges now being faced by our society. 16	Our economy is also changing radically as a result of the new production methods based on the emergence of key enabling technologies (KETs), which I consider to be one of the main drivers of the industrial revolution.	La nostra economia, infatti, sta subendo cambiamenti radicali anche grazie alle nuove tecniche di produzione basate sulla comparsa delle Tecnologie abilitanti fondamentali (key enabling technologies, KETs) che sono, a mio avviso, uno dei grandi protagonisti della rivoluzione industriale.
17	They are the technological building blocks that will be used to construct any technology or innovative high-tech product in the next few years.	Queste ultime, infatti, rappresentano i mattoncini tecnologici, grazie ai quali costruiremo qualsiasi tecnologia o prodotto innovativo hi-tech nei prossimi anni.
18	They are the true "raw materials for innovation and the green economy".	Delle vere e proprie "materie prime dell'innovazione e della green economy".
19	Micro- and nanoelectronics, nanotechnologies, photonics, advanced materials, industrial biotechnology and advanced production technologies are key to the production of smart grids, solar panels, photovoltaic cells, electric cars, satellites and virtually all kinds of cutting-edge goods in general, for example in the smartphone and PC sectors.	La micro e nanoelettronica, le nanotecnologie, la fotonica, i materiali avanzati, la biotecnologia industriale e le tecnologie di produzione avanzate sono, infatti, fondamentali per la produzione di smart greed, pannelli solari, pale fotovoltaiche, auto elettrica, satelliti, e, in generale, di quasi tutti i beni di consumo all'avanguardia, come il settore degli smartphones o dei pc.
20	They are estimated to have contributed about EUR 650 billion to the international economy in 2008 and this figure is expected to rise to thousands of billions of euro in 2015.	Il loro impatto economico a livello mondiale è stimato intorno ai 650 miliardi di euro nel 2008 e dovrebbe aumentare a oltre mille miliardi di euro nel 2015.
21	I do not think that I need to say anything else to emphasise the importance of developing and making industrial use of these enabling technologies to consolidate and modernise the industrial base of the European Union and, in so doing, give it what it needs to face its international competitors.	Non credo che occorra aggiungere altro per sottolineare l'importanza, per l'Unione europea, di sviluppare e sfruttare industrialmente tali tecnologie abilitanti per garantire il consolidamento e la modernizzazione della propria base industriale affinché essa possa reggere la concorrenza mondiale.
22	This is the purpose of the "European strategy for key enabling technologies" that is being presented today.	Questo l'obiettivo della "strategia europea sulle tecnologie abilitanti fondamentali" che presentiamo oggi.
23	It is also the Commission's response:	Essa rappresenta, inoltre, la risposta della Commissione:
24	- to the recommendations of the European Council, which in March called on the Commission to "strengthen key enabling technologies";	- alle raccomandazioni del consiglio europeo dello scorso Marzo che invitavano, per l'appunto, la commissione a "rafforzare le tecnologie abilitanti fondamentali";

26	KETs - MAIN CONSIDERATIONS	KETs - CONSIDERAZIONI PRINCIPALI
27	Accounting for 32 % of patents filed between 1991 and 2008, the European Union is still one of the leading world developers of KETs.	Con il 32% di brevetti depositati tra il 1991 e il 2008, l'Unione europea è ancora tra i leader mondiali nello sviluppo delle KETs.
28	It is the only region to possess all six of the technologies.	Essa, infatti, è l'unica regione che detiene tutte e 6 le tecnologie.
29	The Commission considers that the EU has everything it needs to maintain this position.	Secondo la Commissione, l'UE ha tutti i requisiti per mantenere questa posizione.

34	Manufacturing linked to KETs is continuing to fall.	La produzione manifatturiera legata alle Kets, infatti, è in continua diminuzione.
35	The charts behind me concerning li-ion batteries and pv-cell photovoltaic panels are particularly revealing.	I grafici alle mie spalle sulle batterie li-ion e sui pannelli fotovoltaici pv-cell sono particolarmente indicativi.
36	They make the difference between EU patents (31 % and 36 %) and EU production (0 % and 5 %) abundantly clear.	Emerge chiaramente lo scollamento netto tra brevetti UE (rispettivamente 31% e 36%) e produzione in UE (0% e 5%).
37	This is particularly worrying for two reasons:	Ciò è particolarmente preoccupante per due ragioni:
38	1 - In the short term, opportunities for jobs and growth are being lost.	1. Nel breve periodo, andranno perse possibilità di occupazione e di crescita.

40	Innovation and production are closely linked and mutually reinforcing and therefore occur in close proximity to one another.	Innovazione e produzione, infatti, sono intrinsecamente legati, si rafforzano a vicenda e di conseguenza hanno luogo in stretta prossimità.
41	This is a key point, since it shows that failure to reverse this trend will cause us to enter a vicious circle in which production will fall and there will be a gradual erosion of our knowledge base, even though this is the key strength of our economy, since the EU can compete on the international market only through quality, certainly not through quantity.	Quest'ultimo punto è di fondamentale importanza perché ci fa capire che o riusciamo a invertire la tendenza attuale, oppure ci troveremo di fronte a un circolo vizioso che, a causa della diminuzione della produzione, comporterà una graduale erosione della nostra base di conoscenze. Ovvero, della principale forza della nostra economia. Perchè solo puntando sulla qualità e non certo sulla quantità, l'UE potrà vincere la sfida sul mercato globale.
42	KEY ELEMENTS OF THE EUROPEAN STRATEGY FOR KETs	ELEMENTI PRINCIPALI DELLA STRATEGIA EUROPEA SULLE KETs
43	The strategy being presented to you today is based on political considerations:	La strategia che vi presentiamo oggi parte da una considerazione politica:
44	in the face of ever more aggressive (and not always fair!) international competition, we can no longer think along national lines.	di fronte ad una competizione sempre più aggressiva ( e non sempre leale!) a livello mondiale, non possiamo più pensare secondo logiche nazionali.
45	Our response must be European.	La risposta deve essere europea.
46	We must concert our efforts and co-ordinate our policies and measures to produce a European response.	Dobbiamo mettere insieme le nostre forze, coordinare le nostre politiche e le nostre azioni per fornire una risposta europea.
47	The EU has therefore launched a number of initiatives that will together make it possible to maintain a truly European approach:	A tale proposito l'Ue ha messo in campo diverse iniziative che combinate tra loro potranno sostenere un vero e proprio approccio europeo:
48	1- Greater emphasis on Applied Research in order to bring us out of the "valley of death" in which ideas cannot be made marketable.	1- Maggiore focus sulla Ricerca Applicata, per cercare di oltrepassare la "valle della morte" che impedisce alle idee di entrare nel mercato.
49	Almost seven billion euros will therefore be assigned in Horizon 2020 to supporting pilot and demonstration projects combining different KETs.	Per questo in Horizon 2020, saranno dedicati quasi 7 miliardi per il sostegno di progetti pilota e dimostratori che prevedano la combinazione di diverse tecnologie nel settore delle KETs.
50	2- European funds.	2- Fondi regionali.
51	At a time when "every euro counts" towards increasing the leverage of European funding, we consider it crucial to:	In un momento in cui "ogni euro conta" al fine di aumentare l'effetto leva dei finanziamenti europei abbiamo ritenuto fondamentale:
52	A) change the rules to make it possible to combine the research and innovation funds with the structural funds.	A) modificare le regole per permettere la combinazione dei fondi ricerca e innovazione con i fondi strutturali.
53	This has not been possible up to now.	Cosa fino ad oggi non possibile.
54	This will obviously open up significant opportunities, especially for the cohesion regions, most of which are finding it very difficult to achieve the objective of 3 % investment in R&D.	E' chiaro che ciò aprirà delle possibilità importanti, soprattutto per le regioni obiettivo coesione che, in linea generale, faticano maggiormente a raggiungere l'obiettivo del 3% di investimenti in R&D.
55	B) Another aspect that I consider to be key with regard to the structural funds is that the KETs should be defined as one of the priority investment areas in which the structural funds can be used to finance projects that are much closer to the market, all the way up to first production.	B) Altro elemento a mio avviso fondamentale per quel che riguarda i fondi strutturali: le KETs vengono definitive come una delle aree di investimento prioritarie per le quali è possibile utilizzare i fondi strutturali per finanziare progetti molto più vicini al mercato, che vanno sino alla prima produzione.
56	This is essential if we are to keep production in Europe and prevent relocation.	Elemento quest'ultimo fondamentale al fine di ancorare la produzione sul territorio europeo e evitare delocalizzazioni.
57	It is very easy to take a prototype to China and produce it there, but this becomes much more difficult if there is already a first production line and a dedicated structure here in Europe.	E' molto facile, infatti, prendere un prototipo e poi andare a produrlo in Cina. Diventa molto più difficile farlo quando si ha già una prima linea di produzione e una struttura ad essa dedicata in Europa.
58	3- Sign a Memorandum of Understanding with the EIB to increase support for the KETs.	3- Firma di un Memorandum di Intesa con la BEI per rafforzare il sostegno alle Kets.
59	We are therefore paying particular attention to the 10 billion euros of recapitalisation funds to be provided by the EIB, which is to be confirmed by the European Council this week.	In questo senso guardiamo con molto interesse ai 10 miliardi di ri-capitalizzazione della BEI che dovrebbero essere confermati dal Consiglio europeo di questa settimana.
60	4- Enhance internal and external co-ordination at the Commission.	4- Rafforzare il coordinamento interno ed esterno alla Commissione.
61	Ad hoc governance for the KETs within the Commission will be defined to ensure the coherence of all the relevant programmes and the creation of synergies between them.	Sarà definita una Governance ad hoc per le Kets in seno alla commissione per assicurare la coerenza e le sinergie tra tutti i programmi interessati.
62	We are also going to set up an external consultative group to reinforce public-private partnerships.	Costituiremo, inoltre, un gruppo consultivo esterno per rafforzare il partenariato pubblico-privato.
63	5- As part of current efforts to modernise regulations concerning State aid, next year the Commission will revise the research and innovation guidelines to assist in implementing the Europe 2020 strategy and increase the quality of public expenditure.	5- Nell'ambito dell'attuale modernizzazione delle norme in materia di aiuti di Stato, la Commissione presenterà il prossimo anno una revisione delle linee guida per la ricerca e l'innovazione per sostenere l'attuazione delle strategia Europa 2020 e migliorare la qualità della spesa pubblica.
64	It is also emphasised that the rules on State aid include special criteria for evaluating aid to promote the execution of an important project of common European interest as laid down in Article 107(3)(b) of the TFEU.	La comunicazione sottolinea, inoltre, che la disciplina sugli aiuti di stato prevede criteri specifici per valutare gli aiuti destinati alla realizzazione di un importante progetto di interesse comune europeo, ai sensi dell'art.107 (par.3) punto B del trattato.
65	6- Commercial Policy:	6- Politica Commerciale:
66	creating a commercial environment that is more favourable to the key enabling technologies at a bilateral and multilateral level while at the same time continuing individual efforts to ensure fair competition and fight against subsidisation by third countries.	creazione di un contesto commerciale più favorevole alle tecnologie abilitanti fondamentali a livello bilaterale e multilaterale. Ciò proseguendo i propri sforzi a favore di una concorrenza leale, nonché la lotta contro le sovvenzioni da parte dei paesi terzi.
67	We will also promote co-operation with third countries with regard to these technologies in areas of mutual interest.	Promuoveremo, inoltre, la cooperazione con i paesi terzi nell'ambito di tali tecnologie nei comparti che presentano un interesse reciproco.
68	CONCLUSION	CONCLUSIONE
69	I would like to conclude by emphasising that the Commission cannot face all of the challenges on its own.	In conclusione, tengo a sottolineare che la Commissione non può affrontare tutte le sfide da sola.
70	Measures to disseminate key enabling technologies require co-ordination and the creation of synergies between all the interested parties:	Le attività di diffusione delle tecnologie abilitanti richiedono un coordinamento e la creazione di sinergie tra tutte le parti interessate:
71	the Commission, Member States, regions and industry.	Commissione, stati membri, regione, industria.
72	The Commission therefore invites the Member States and the regions to define and implement smart specialisation strategies (it will be necessary to think non-parochially, along European lines, in order to determine the priorities for the regional funds to be able to exert leverage through the European R&I funds) and to promote special measures for the enabling technologies based on competitiveness clusters.	Per questo motivo la Commissione invita gli Stati membri e le regioni a definire e ad attuare strategie di specializzazione intelligente (necessità di pensare europeo e non più secondo logiche di campanile, nella definizione delle priorità per i fondi regionali per potere avere un effetto leva con i fondi europei di R&I), e a promuovere azioni specifiche per le tecnologie abilitanti, basate sui poli di competitività (cluster).
73	Finally, we should not forget that it is also important for industry to fulfil its own responsibilities.	Infine, riteniamo che sia importante che anche l'industria si assuma le proprie responsabilità.
74	The Commission has shown its willingness to promote relatively risky and costly projects that are closer to the market and are key to ensuring the EU's competitiveness.	La Commissione si è dimostrata disponibile a promuovere progetti di innovazione più rischiosi e costosi che siano più vicini al mercato e di importanza essenziale per la competitività dell'UE.
75	When public funds are limited, it is more important than ever to use them to promote employment and growth.	In tempi di finanze pubbliche limitate, è più che mai importante che i fondi pubblici siano utilizzati per favorire la crescita e l'occupazione.
76	The members of the high-level group of experts have therefore reached agreement on commitments to be met by the interested parties in order to create pilot production lines.	I membri del gruppo di esperti ad alto livello hanno, in questo contesto, concordato impegni delle parti interessate per la creazione di linee pilota industriali.
77	I intend to use these commitments as a basis for a dialogue with the interested parties in this sector in order to encourage them to prepare and sign a memorandum of understanding expressing their commitment to contributing to the Europe 2020 strategy through the key technologies, to ensure intelligent, sustainable and inclusive growth.	Sulla base di questi impegni, è mia intenzione avviare un dialogo con le parti interessate del settore affinché esse elaborino e sottoscrivano un memorandum d'intesa, che dovrebbe esprimere il loro impegno a contribuire attraverso le tecnologie abilitanti alla strategia Europa 2020 per una crescita intelligente, sostenibile e inclusiva.
