The European Commission has proposed a Council Regulation enabling the provision of emergency support in response to exceptional crises or disasters within EU Member States, which give rise to severe humanitarian consequences.

What is the new proposal? How does it work?

The European Commission has proposed a Council Regulation enabling the provision of emergency support in response to exceptional crises or disasters within EU Member States, which give rise to severe humanitarian consequences.
La Commissione europea ha proposto un regolamento del Consiglio che consente di fornire un sostegno emergenziale in risposta a crisi o catastrofi eccezionali negli Stati membri dell’UE che hanno gravi conseguenze umanitarie.

The provision of emergency assistance will be based on Article 122(1) of the Treaty on the Functioning of the European Union.
L’assistenza emergenziale sarà fornita in base all’articolo 122, paragrafo 1, del trattato sul funzionamento dell’Unione europea.

This will allow for support to be provided in the fastest and broadest possible way, in a spirit of solidarity between Member States.

What kind of actions and support will be covered by the new instrument?

Emergency support aims to provide a needs-based emergency response, complementing and supplementing the response of the affected Member States.
Il sostegno emergenziale mira a fornire una risposta all’emergenza in base alle necessità, integrando gli interventi degli Stati membri colpiti.

The support covers assistance and protection operations aimed at preserving life, alleviating suffering and safeguarding human dignity.
Il sostegno comprende operazioni di assistenza e protezione volte a tutelare la vita, alleviare le sofferenze e salvaguardare la dignità umana.

Such operations would, for instance, encompass the provision of basic relief items, health, education and protection services, shelter material and related services, water and sanitation, or other types of urgently needed relief.
Nell’ambito di queste operazioni vengono forniti, ad esempio, beni di prima necessità, assistenza sanitaria, servizi di istruzione e protezione, materiale per alloggi di emergenza e servizi connessi, acqua e impianti igienico-sanitari o altre forme di assistenza urgentemente necessarie.

In view of the current refugee crisis, emergency support can include – but is not be limited to – the provision of food, shelter, medicine and other basic necessities for the large numbers of arriving men, women and children.
A fronte dell’attuale crisi dei rifugiati, il sostegno emergenziale può comprendere, tra l’altro, la fornitura di cibo, ripari, medicinali e altri articoli necessari per soddisfare esigenze fondamentali conseguenti al massiccio afflusso di uomini, donne e bambini.

How does the Commission proposal differ from external humanitarian assistance for countries outside the European Union?
Qual è la differenza fra la proposta della Commissione e l’assistenza umanitaria esterna per i paesi al di fuori dell’Unione europea?

The Proposal for emergency support aims at filling a gap, since the currently available instruments at Union level are not designed to address humanitarian needs within the territory of the EU.
La proposta relativa al sostegno emergenziale mira a colmare una lacuna, in quanto gli strumenti attualmente disponibili a livello dell’Unione non sono concepiti per coprire il fabbisogno umanitario nel suo territorio.

Like the EU’s external humanitarian aid, the newly proposed assistance within the EU will be provided based on needs and strictly adhering to the International Humanitarian Principles.
Alla stregua dell’assistenza umanitaria esterna dell’UE, l’assistenza oggetto della nuova proposta sarà fornita nell’Unione in base alle necessità e nel rigoroso rispetto dei principi umanitari internazionali.

Is the proposed emergency support instrument limited to the current refugee crisis?

The immediate application will be to direct humanitarian assistance in EU Member States which are experiencing a sudden and massive influx of third-country nationals into their territory.
Nell’immediato, l’assistenza umanitaria sarà destinata agli Stati membri dell’UE che devono far fronte a un afflusso improvviso e massiccio di cittadini di paesi terzi nel loro territorio.

However the proposed emergency support is not limited to the current refugee crisis.

It can be used, for example, in other major emergencies with wide-ranging humanitarian impacts such as nuclear or chemical accidents, terrorist or cyber-attacks and epidemics.

For how long will this emergency support instrument be in place?

The proposed instrument will not be limited to a given period of time.

How much money will be available under this instrument?
Quale sarà l’importo dei fondi disponibili nell’ambito dello strumento?

Based on available data on the influx of refugees from third countries, and since it can reasonably be assumed that some of these needs will be covered by other entities, the Commission has concluded that an initial budget of €700 million from 2016-2018, would be required in order to address the growing humanitarian needs in the European Union, particularly in EU countries along the Western Balkans route.
Stando ai dati disponibili sull’afflusso di rifugiati da paesi terzi, e potendo ragionevolmente ipotizzare che una parte del fabbisogno sia coperta da altri organismi, la Commissione ha concluso che dal 2016-2018 occorrerà una dotazione iniziale di 700 milioni di euro per far fronte all’aumento del fabbisogno umanitario nell’Unione europea, in particolare nei paesi dell’UE situati lungo la rotta dei Balcani occidentali.

Based on needs assessments carried out in cooperation with several EU Member States, the Commission will urgently propose, to the European Parliament and to the Council, an amending budget for 2016 to create the budget line for the instrument.
Basandosi sulla valutazione delle necessità eseguita in collaborazione con diversi Stati membri dell’UE, la Commissione proporrà urgentemente al Parlamento europeo e al Consiglio un bilancio rettificativo per il 2016 per creare la linea di bilancio per lo strumento.

The estimated needs for 2016 are €300 million with a further €200 million each for use in 2017 and 2018, respectively.

Can emergency support be provided in richer Member States or only those facing severe economic difficulties?

The emergency support can be made available to partners operating in Member States where their response capacities are overwhelmed by exceptional crises or disasters giving rise to severe humanitarian consequences.
Il sostegno emergenziale può essere messo a disposizione dei partner che operano in Stati membri dove le capacità di risposta sono nettamente insufficienti a fronte di crisi o catastrofi eccezionali con gravi conseguenze umanitarie.

The allocation, scope and scale of the emergency support will be based on the concrete needs in individual Member States.
L’assegnazione, la portata e l’entità del sostegno emergenziale si baseranno sulle necessità concrete nei singoli Stati membri.

This in line with the EU’s standard practice concerning humanitarian assistance outside the EU, where any assistance will be provided to correspond to humanitarian needs, as identified in the relevant needs assessments.

Can this support be used for European citizens?

The EU Fund for European Aid to the Most Deprived (FEAD) directly supports EU Member States’ actions to provide material assistance to the most deprived.
Il Fondo di aiuti europei agli indigenti (FEAD) sostiene direttamente gli interventi degli Stati membri dell’UE volti a fornire assistenza materiale alle persone più bisognose.

National authorities may also support non-material assistance to the most deprived people, to help them integrate better into society.
Le autorità nazionali possono inoltre fornire assistenza non materiale agli indigenti per agevolarne l’inserimento nella società.

Who will carry out the emergency response actions?
Chi attuerà gli interventi di risposta emergenziale?

The emergency response actions will be carried out by humanitarian organisations, including UN agencies, international organisations and non-governmental organisations.
Gli interventi di risposta emergenziale saranno affidati a organizzazioni umanitarie come le agenzie dell’ONU, le organizzazioni internazionali e le organizzazioni non governative.

Close cooperation with national authorities will of course be important in improving the effectiveness of this response.

Why not simply use AMIF or ISF funds?
Perché non usare semplicemente le risorse dell’AMIF o dell’ISF?

Pending entry into force of the proposed Regulation, the Commission will continue to address possible humanitarian needs in the Member States through the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF).
In attesa dell’entrata in vigore del regolamento proposto, la Commissione continuerà a coprire l’eventuale fabbisogno umanitario negli Stati membri attraverso il Fondo Asilo, migrazione e integrazione (AMIF) e il Fondo Sicurezza interna (ISF).

Although primarily designed to support long-term and structural measures aiming at strengthening EU Member States’ permanent capacities in the field of migration and security, in emergency situations AMIF and ISF funds can also be used to cater for a wide range of short-term needs (including of a humanitarian nature), especially through their emergency assistance mechanism.
Pur essendo destinati principalmente a sostenere le misure strutturali e a lungo termine volte a rafforzare le capacità permanenti degli Stati membri dell’UE nel campo della migrazione e della sicurezza, in situazioni di emergenza l’AMIF e l’ISF possono essere utilizzati anche per soddisfare un’ampia gamma di necessità a breve termine (anche di natura umanitaria), specialmente attraverso il meccanismo per l’assistenza emergenziale.

Recent events, however, have made clear that the use of AMIF and ISF funds alone is not enough and that the deployment of emergency funding requires a request to be lodged by a Member State and a decision to be taken by an board of experts.
I recenti avvenimenti tuttavia hanno dimostrato chiaramente che non è sufficiente ricorrere all’AMIF e all’ISF e che l’erogazione di finanziamenti di emergenza richiede la presentazione di una domanda da parte di uno Stato membro e l’adozione di una decisione da parte di un gruppo di esperti.

The procedure is fairly quick, but in face of genuine humanitarian crises, it is not quick enough.
La procedura è piuttosto rapida, ma non abbastanza in caso di vere e proprie crisi umanitarie.

Moreover, national authorities remain responsible for providing the funds under AMIF and ISF, and must have the capacity to administer them.
Le autorità nazionali rimangono comunque responsabili dell’erogazione dei fondi nell’ambito dell’AMIF e dell’ISF e devono avere la capacità di gestirli.

For humanitarian support inside the Union, existing instruments therefore need to be complemented by a special emergency support mechanism.
Per il sostegno umanitario al di fuori dell’Unione occorre quindi integrare gli strumenti esistenti con un meccanismo speciale per il sostegno emergenziale.

What has the EU’s Civil Protection Mechanism done so far in response to the refugee crisis?
Cosa ha fatto finora il meccanismo di protezione civile dell’UE per rispondere alla crisi dei rifugiati?

The Civil Protection Mechanism can be used to mobilise material support both within and outside the European Union.
Il meccanismo di protezione civile può essere utilizzato per fornire sostegno materiale all’interno e all’esterno dell’Unione europea.

However, it does not provide funding and rather relies on voluntary offers of material assistance from Member States, which are currently all facing very similar constraints.
Il meccanismo tuttavia non eroga finanziamenti e si basa piuttosto su offerte volontarie di assistenza materiale da parte degli Stati membri, che attualmente devono tutti far fronte a problemi molto simili.

The transportation costs of such material assistance are covered by up to 85% by the EU budget.

However, once the material has been delivered, there is no mechanism to follow through on, for example, the setting up of tents, or the connection of electricity to mobile housing units.

Since September 2015, the EU’s Civil Protection Mechanism has been activated by Croatia, Greece, Slovenia and Serbia.

In response, close to 780,000 individual items have been offered by 15 EU Member States, namely Austria, Cyprus, the Czech Republic, Denmark, France, Germany, Hungary, Ireland, Latvia, Luxembourg, the Netherlands, Romania, Slovakia, Spain and the United Kingdom.
15 Stati membri, cioè Austria, Cipro, Repubblica ceca, Danimarca, Francia, Germania, Ungheria, Irlanda, Lettonia, Lussemburgo, Paesi Bassi, Romania, Slovacchia, Spagna e Regno Unito, hanno risposto offrendo quasi 780 000 articoli.

Earlier in 2015, Hungary had also activated the mechanism. This request was closed by Hungary as the needs were met.
In precedenza, sempre nel 2015, il meccanismo era stato attivato anche dall’Ungheria, che ha poi chiuso la richiesta in quanto il fabbisogno era stato soddisfatto.

The assistance provided includes items such as protective clothing, shelter, bedding, sanitation & medical equipment.
L’assistenza fornita comprende articoli come indumenti protettivi, ripari, letti, impianti igienico-sanitari e materiale medico.
