Relocation and Resettlement: EU Member States urgently need to deliver
Ricollocazione e reinsediamento: gli Stati membri devono agire con urgenza

Today, the Commission gives an update on the progress made up until 11 April 2016 and assesses the actions undertaken by Member States to implement the emergency relocation and European resettlement schemes.
Oggi la Commissione presenta un aggiornamento sui progressi compiuti fino all’11 aprile 2016 e valuta le misure adottate dagli Stati membri per attuare il meccanismo di ricollocazione di emergenza e il programma europeo di reinsediamento.

Overall, progress since the Commission’s first report has been unsatisfactory:

on relocation, little progress has been made since mid-March, while we see good progress on resettlement.

Good progress on resettlement is also the result of the EU-Turkey agreement which has shifted greater focus onto resettlement efforts.

Greater efforts on relocation, however, are increasingly urgent in view of the humanitarian situation in Greece.

We cannot be satisfied with the results achieved so far.

Relocation efforts have to be increased dramatically to reply to the urgent humanitarian situation in Greece and to prevent any deterioration of the situation in Italy.
Occorre aumentare decisamente gli sforzi di ricollocazione per reagire all’urgente situazione umanitaria in Grecia e per impedire il deteriorarsi della situazione in Italia.

Member States also need to speed up and increase their resettlement efforts.
Gli Stati membri devono inoltre accelerare e intensificare gli sforzi di reinsediamento.

To effectively close the backdoor to irregular and dangerous migration routes, we have to open safe and legal routes to Europe forpeople in need of international protection.
Se vogliamo davvero bloccare rotte migratorie irregolari e pericolose, dobbiamo aprire percorsi sicuri e legali di accesso all’Europa per le persone che necessitano di protezione internazionale.

With the EU-Turkey agreement and the 1:1 mechanism in force, it has become even more urgent for Member States to deliver swiftly on their resettlement commitments.”
Ora che è in vigore l’accordo UE-Turchia relativo al programma “1:1″, è ancora più urgente che gli Stati membri rispettino al più presto i loro impegni di reinsediamento”.

Relocation
Ricollocazione

In its First Report on Relocation and Resettlement of 16 March 2016, the Commission set a target to relocate at least 6,000 persons by the time of the Second Report.
Nella prima relazione sulla ricollocazione e il reinsediamento, del 16 marzo 2016, la Commissione ha stabilito l’obiettivo di ricollocare almeno 6 000 persone entro la data di presentazione della seconda relazione.

This target has not been met.
L’obiettivo non è stato raggiunto:

Only 208 additional persons have been relocated during the reporting period, bringing the total number of relocated applicants from Greece and Italy to 1,145.
nel periodo di riferimento sono state ricollocate soltanto 208 persone in più, raggiungendo un totale di 1 145 richiedenti ricollocati dalla Grecia e dall’Italia.

Relocation efforts were made by only a few Member States and associated States.
Solo pochi Stati membri e paesi associati hanno contribuito agli sforzi di ricollocazione.

Based on the latest information available, between 35,000 and 40,000 persons in Greece would be eligible for relocation.
Secondo le informazioni più recenti, in Grecia vi sarebbero 35 000-40 000 persone idonee per la ricollocazione.

In today’s report, the Commission calls on Member States to drastically increase their relocation efforts to alleviate the urgent humanitarian situation in Greece and prevent the deterioration of the situation in Italy, where migration flows are increasing.
Nella relazione odierna la Commissione esorta gli Stati membri a intensificare decisamente i loro sforzi di ricollocazione per alleviare gli urgenti problemi umanitari in Grecia e per impedire che la situazione peggiori in Italia, dove i flussi migratori sono in aumento.

EU Heads of State or Government have systematically called in European Council Conclusions for the acceleration of relocation efforts.
I capi di Stato o di governo dell’UE hanno sistematicamente invocato, nelle conclusioni del Consiglio europeo, un’accelerazione degli sforzi di ricollocazione:

These calls made must now be matched with determined action by the competent national services on the ground.
questi appelli devono ora essere accompagnati da interventi determinati da parte dei servizi nazionali competenti sul terreno.

The Commission continues to believe that if all stakeholders, and particularly the Member States of relocation, deliver on their commitments, the targets can and will be met.
La Commissione ne è tuttora convinta: se tutti gli interessati, specialmente gli Stati membri di ricollocazione, rispettano i loro impegni, gli obiettivi possono essere raggiunti e lo saranno.

The Commission will continue monitoring the implementation of the recommendations and targets included in the First Report on Relocation and Resettlement reserving the right to take action where Member States are not complying with their obligations.
La Commissione continuerà a sorvegliare l’attuazione delle raccomandazioni e degli obiettivi previsti dalla prima relazione sulla ricollocazione e il reinsediamento, riservandosi il diritto di intervenire se gli Stati membri non rispetteranno i loro obblighi.

Resettlement

Based on the information received from Member States and Dublin Associated States, 5,677 displaced people in need of protection were resettled to 15 countries since the start of the EU resettlement scheme agreed on 20 July 2015.
Secondo le informazioni trasmesse dagli Stati membri e dagli Stati associati al sistema Dublino, 5 677 sfollati bisognosi di protezione sono stati reinsediati in 15 paesi dall’inizio del programma di reinsediamento europeo, stabilito il 20 luglio 2015.

While under the Conclusions of 20 July 2015, Member States agreed on a rather broad spectrum of priority regions for resettlement, it is expected that following the EU-Turkey statement of 18 March 2016, most of the approximately 16,800 remaining places for resettlement in the framework of this scheme should take place from Turkey.

On 21 March 2016, the Commission tabled a proposal to make available 54,000 further places for resettlement or other forms of legal admission from Turkey, which had been initially foreseen for relocation.

The EU and Turkey agreed on 18 March 2016 to resettle one Syrian from Turkey for every Syrian readmitted by Turkey after arriving irregularly on the Greek islands.
Il 18 marzo 2016 l’UE e la Turchia hanno convenuto di reinsediare un cittadino siriano dalla Turchia per ciascun cittadino siriano riammesso in Turchia dopo essere sbarcato illegalmente sulle isole greche.

This 1:1 mechanism aims to replace irregular flows of migrants travelling in dangerous conditions across the Aegean Sea by an orderly and legal resettlement process.
Scopo di questo meccanismo “1:1” è sostituire i flussi irregolari di migranti, che attraversano il mare Egeo in condizioni pericolose, con un processo di reinsediamento ordinato e legale.

In view of implementing the 1:1 mechanism, in the short time it has been applied since 4 April 2016, 37 Syrians were resettled to Germany, 11 to Finland and 31 to the Netherlands.
Per attuare il meccanismo, nel breve periodo in cui è stato applicato fino al 4 aprile 2016, 37 cittadini siriani sono stati reinsediati in Germania, 11 in Finlandia e 31 nei Paesi Bassi.

The Commission together with the Member States and the Turkish authorities and in coordination with the European Asylum Support Agency (EASO) and the United Nations High Commissioner for Refugees (UNHCR), has been working on fast-track Standard Operating Procedures for the implementation of the resettlement part of the 1:1 scheme with Turkey.
La Commissione, insieme agli Stati membri e alle autorità turche e in coordinamento con l’Ufficio europeo di sostegno per l’asilo (EASO) e l’Alto Commissariato delle Nazioni Unite per i rifugiati (UNHCR), sta elaborando procedure operative standard accelerate per attuare con la Turchia la parte del programma “1:1” relativa al reinsediamento;

The final endorsement of the Standard Operating Procedures by the EU and Turkey is expected to take place swiftly.

Background
Contesto

The temporary emergency relocation scheme was established in two Council Decisions in September 2015 in which Member States committed to relocate 160,000 people from Italy and Greece (and if relevant from other Member States) by September 2017.

The European Council on 7 March called for an acceleration of the implementation of relocation, in order to alleviate the heavy burden on Greece.

Today’s report responds to the Council’s Conclusions, to the obligation under Article 12 of the two Council Decisions on Relocation, and to the Commission’s commitment under the Roadmap “Back to Schengen”.

The Commission adopted on 16 March the First Report on Relocation and Resettlement.

On 8 June 2015, the Commission adopted a proposal on a European Resettlement Scheme, which was followed by an agreement among the Member States of 20 July to resettle 22,504 persons in clear need of international protection, in line with the figures put forward by the United Nations High Commissioner for Refugees (UNHCR).
L’8 giugno 2015 la Commissione ha adottato una proposta su un programma europeo di reinsediamento, in seguito alla quale gli Stati membri hanno convenuto il 20 luglio di reinsediare 22 504 persone in evidente bisogno di protezione internazionale, in linea con le cifre proposte dall’Alto Commissariato delle Nazioni Unite per i rifugiati (UNHCR).

Following the EU Leaders’ Summit with Turkey on 29 November 2015, the EU-Turkey Action Plan was adopted.
A seguito del vertice dei leader dell’UE con la Turchia del 29 novembre 2015, è stato adottato il piano d’azione UE-Turchia.

The voluntary admission scheme is one of the important tools of the plan, aiming at supporting Turkey in dealing with the increasing amount of refugees, as well as at offering a safe and legal way to come to Europe for the persons in real need of protection.
Scopo del programma volontario di ammissione, uno degli strumenti più importanti del piano, è aiutare la Turchia a gestire i flussi sempre più consistenti di rifugiati, nonché offrire un modo sicuro e legale di raggiungere l’Europa alle persone realmente bisognose di protezione.
