The Regions of the pigs

L’articolo 114 della Costituzione Italiana recita:
Article 114 of the Italian Constitution says:

“le Regioni sono enti autonomi con propri statuti, poteri e funzioni secondo i principi fissati dalla Costituzione”.
” the regions are autonomous entities having their own statutes, powers and functions in accordance with the principles laid down in the Constitution.”

L’articolo 117 puntualizza i poteri dello Stato:
Article 117 specifies the powers of the State:

dogane, protezione dei confini nazionali e profilassi internazionale;
customs, protection of national borders and international prophylaxis;

pesi, misure e determinazione del tempo;

coordinamento informativo statistico e informatico dei dati dell’amministrazione statale, regionale e locale;
statistical and computerised coordination of data of state, regional and local administrations;

opere dell’ingegno;
works of the intellect;

tutela dell’ambiente, dell’ecosistema e dei beni culturali.”

Le Regioni sono enti per nulla autonomi dai poteri limitati quasi esclusivamente alla Sanità a cui viene destinata la quasi totalità delle spese di bilancio, il resto va in strutture, stipendi, missioni, promozione, feste in costume, rimborsi spese.
The Regions are bodies that are not at all autonomous and they have powers that are limited almost exclusively to the health service that receives almost all its budget. The rest is spent on infrastructure, salaries, missions, marketing festivals in costume, reimbursement of expenditure.

A capo di questi enti c’è il Governatore che taglia nastri di ospedali inutili ed ha come unico potere quello di indebitare la Regione.
Leading these bodies, there’s the governor who goes off to cut the ribbon for useless hospitals and his only power is to get the Region into debt.

I debiti delle Regioni e delle Province autonome ammontavano al primo gennaio a più di 17 miliardi di euro (dati primo gennaio 2011), al primo posto il Lazio, seguito da Piemonte, Lombardia, Sicilia, Campania e Sardegna.
On 01 January, the debts of the Regions and the autonomous Provinces came to more than 17 billion euro (figures 01 January 2011), Lazio was in pole followed by Piedmont, Lombardy, Sicily, Campania and Sardinia.

Fatta l’Italia, sono stati fatti debiti degli italiani.

L’Italia delle Regioni è la caricatura di uno Stato federale, la cui architettura è il parto di uno Stato ferocemente centralista.
The Italy of the Regions is the caricature of a federal State, whose architecture is the part of a ferociously centralist State.

Una voce di spesa, un modo eccellente per finanziare i partiti allargando i portafogli di spesa a livello locale.
An expenditure item, an excellent way of financing the parties by opening up the spending purse at the local level.

Le Regioni nascono dalle profonde differenze tra i popoli della nostra Penisola.
The Regions came into being because of the profound differences between the peoples of our peninsular.

Sono a tutti gli effetti inutili.

Vanno ripensate completamente con un reale trasferimento di poteri da Roma alle amministrazioni locali con un controllo della spesa da parte dei cittadini o eliminate.
They need a complete rethink. What’s needed is a real transfer of powers from Rome to local authorities with spending eliminated or controlled by local people.
