Ecco, noi abbiamo fatto esattamente questo.
Well, there you have it, that’s precisely what we have done here in Italy.

Abbiamo cancellato la cultura e quei pochi soldi che restano alla cultura meglio non dire come vengono spesi.
We have eliminated everything cultural and you don’t even want to know on what the very little remaining culture funding has been spent!

Un paese che non investe sulle proprie teste diciamolo, è un paese stupido.
A Country that doesn’t invest in itself is a truly stupid Country.

Cultura: la cultura è l’essenza di quello che siamo noi, non è un caso che vanno indietro il numero delle persone che studiano, il numero di persone che hanno un titolo di studio, una laurea, non è un caso che l’analfabetismo di ritorno della popolazione adulta è a livelli molto pesanti, come dicono le indagini internazionali.
Culture:culture is the essence of what we are as a people and it is no mere coincidence that the numbers of people that are busy studying or that have a qualification, a university degree are declining, nor is it by any means coincidental that illiteracy amongst the adult population in this Country is once again reaching very high levels, as shown by international surveys.

Purtroppo dobbiamo confessarci, farci l’esame di coscienza e come rivela il mio libro abbiamo un alto tasso di ignoranza.
Unfortunately the time has come for us to confess our failings and examine our collective conscience and then admit, as I have done in my book, that we have a high level of ignorance in this Country.

Sono Roberto Ippolito e prima di avere scritto questo libro ne ho scritti altri, gli ultimi due sono evasori, una battaglia contro l’evasione fiscale, siamo onesti, una battaglia persa contro l’evasione fiscale che è addirittura aumentata, e il bel paese maltrattato, una riflessione sul degrado caso per caso di tutta Italia della cultura, dello stato di abbandono della cultura in Italia.
My name is Roberto Ippolito and before writing this book I had already written a number of others, the last one being about the battle against tax evaders and, let’s be honest, we’ve obviously been fighting a losing battle since the problem has indeed gotten worse, while another of those previous books is all about our abused Country, a reflection on the degradation of this Country’s culture as a whole, bit-by-bit and the overall abandonment of our culture here in Italy.

E organizzo anche eventi culturali, forse dovrei dire tento di farlo, visto la cronica mancanza di risorse negli ultimi tempi.
I organise cultural events, or rather I try to do so notwithstanding the chronic lack of resources in recent times.

Ovviamente è molto difficile dire come è potuto accadere che un paese che 5 secoli fa ha fondato l’università e ce la ha copiata nel mondo, che quando è diventato un paese unito, dopo il 1861 il ministro dell’economia di allora, Quintino Sella, il ministro delle finanze, tagliò tutto, ma disse:
It is obviously extremely difficult to understand how this could have happened in a Country that, just 5 Centuries ago, established a university that was the envy of the world and that when we became a united Country after 1861, the then Minister of Finance, Quintino Sella, cut all spending but said that:

“Una cosa non si può tagliare: la scuola!”.
“There is one thing that must never be any cuts and that’s Schooling!”.

Ecco, oggi stiamo facendo esattamente il contrario.
Well, these days we are doing precisely the opposite.

Stiamo tagliando la scuola, ma anche l’istruzione e la formazione, stiamo tagliando la formazione per gli adulti.
We are busy cutting funding for our schools, as well as for training and for education. We are cutting the funding for adult training.

È un paese che si è adagiato sul suo benessere, non crede più sulla possibilità di andare oltre.
This is now a Country that has opted to rest on its laurels and no longer believes that there is any room for improvement.

E chiaramente abbiamo una responsabilità collettiva, ma abbiamo una responsabilità delle istituzioni, di chi ci rappresenta e una responsabilità molto forte della classe dirigente, perché se pensiamo che la classe dirigente non legge libri vuole dire che in Italia un problema grosso lo abbiamo e è enorme!
Now, while we do bear collective responsibility for the current state of affairs, much of the responsibility must be borne by the Country’s institutions and our representatives, as well as a major responsibility that has to be borne by this Country’s ruling class because if we consider that the members of our ruling class seldom if ever read any books, it means that this is a major problem for Italy, indeed a huge problem!

I dati sconcertanti sono tantissimi, perché potremmo dire che è veramente sconcertante che più di un italiano su 4, grandi e piccoli quindi, ritiene nel 2013 internet inutile!
There are many, many disturbing facts and we could say that one particularly disturbing fact is that here in Italy, in 2013, more than one out of every four people, adults and children alike, believes that the Internet is of no use whatsoever!

Ma un italiano su due non va oltre la licenzia media, abbiamo pochi diplomati, anche tra i giovani i, abbiamo pochi laureati, siamo ultimi in Europa in compagnia della Romania, ultimi per numero di laureati.
Furthermore, half of all Italians never study any further than middle-school, that we have relatively few diplomates even amongst our young people and that we have few university graduates. Italy and Romania jointly hold the unenviable distinction of having the lowest numbers of university graduates in Europe.

Il paradosso, ma non è un paradosso, e lo vedremo, è che i pochi laureati non trovano lavoro, non guadagnano abbastanza, non vengono considerati!
The paradox, although it is not really a paradox as we will see later on, is that those few university graduates are unable to find jobs, don’t earn enough to live on and are not even given due consideration!

Perché dicevo non è un paradosso? Perché in Italia il sapere non è considerato.
So why do I say that it is not really a paradox you ask? Well, because knowledge is not really valued here in Italy.

La conseguenza di tutto questo?
But what is the natural consequence of this?

Molto semplice, dal 2003 in poi, nel disinteresse delle istituzioni, della classe dirigente dell’Italia, diminuisce il numero delle immatricolazioni, sempre meno giovani si iscrivono all’università, forse questo è il dato più drammatico.
Very simply, from 2003 onwards, the numbers of young people that have enrolled and registered at our universities have continued to decline, a fact that has been totally ignored by the Country’s institutions and the Italian ruling class and that is perhaps the most disturbing fact of all.

L’università ha conosciuto una riforma molto importante, il tre più due, lo sdoppiamento della laurea in un corso triennale e in un corso biennale di specializzazione la laurea magistrale.
Our university degree courses have been majorly reformed in recent years and we now have the so-called “three plus two” degree courses, meaning a three-year Bachelors Degree followed by a two-year specialisation degree.

Tutti gli studi ci stanno dicendo che purtroppo questo meccanismo, che è analogo a quello adottato in Europa, non sta funzionando, non sta dando buoni risultati.
All the recent studies have shown that unfortunately this system, which is similar to that adopted throughout Europe, is in fact not working as expected and is not delivering the desired results.

Anzi la laurea ha perso il valore, il richiamo, le imprese non vedono più nel laureato una persona che ha la preparazione che serve loro.
Indeed, the value and the attraction of a university degree appears to have declined and companies no longer seem to feel that the graduate is what they need.

Il grado di preparazione è considerato inferiore, che sia necessario oggi intervenire è fuori di dubbio.
The level of knowledge is deemed to be lower and there can be no doubt whatsoever that something needs to be done about this.

Non solo non ci si è accorti che stavamo andando a marcia indietro, ma anzi scientificamente si è voluta peggiorare la situazione, colpi e colpi sulla scuola pubblica, un giorno dopo l’altro.
Not only did we not realise that we were going backwards, but it is almost as if we scientifically aimed at worsening the situation by hitting our public schooling system time and again and day after day.

Ho fatto il conto che ogni giorno negli ultimi tre anni sono stati tolti dal governo Berlusconi 80 insegnanti, mandati a casa, e 40 dipendenti tecnici ausiliari.
I worked out that the Berlusconi government sent home 80 teachers and 40 teaching assistants each and every day for the past three years!

Ebbene, è arrivato il governo dei professori, il governo di Monti, qualche cosa deve cambiare, sono professori: non c’è un professore in più.
Then, along came the government of professors, the Monti Government and something had to change, after all, they are all professors: not a single additional professor.

E la cultura neanche a parlarne, non è successo niente, perché ci siamo assuefatti a avere i crolli di Pompei, a avere i topi nella biblioteca nazionale di Firenze.
Not to mention the issue of culture because nothing happened in that regard either and we have simply stood back and watched as Pompei collapsed and the rats took over the National Library in Florence.

Non abbiamo più quella molla, la mancanza di cultura si è impadronita di una parte molto consistente del Parlamento.
We no longer have that leverage and the lack of culture has taken over a large part of our Parliament.

Pensiamo che anche rispetto alla prima legislatura a oggi il numero dei parlamentari laureati è pesantemente diminuito, esattamente il contrario, per esempio, di quello che succede negli Stati Uniti.
Consider the fact that from the first legislature to today, the number of graduate parliamentarians has declined significantly, which is exactly the opposite of what has happened in the United States, for example.

A proposito negli Stati Uniti, Barak Obama:
Talking about the United States, Barak Obama has stated that:

Unfortunately we are currently busy proving exactly that!

Cultura: la cultura è l’essenza di quello che siamo noi, anche quando noi vendiamo un paio di scarpe creato in Italia quel paio di scarpe all’estero riassume un po’ tutto il nostro sapere, il nostro gusto, il nostro stile, la nostra storia, la nostra arte.
Culture: culture is the essence of what we are as a people and even when we sell a pair of shoes created in Italy, overseas that pair of shoes kind of reflects our know-how, our style, our history and our art.

Il made in italy è un insieme di fattori, che certamente è la bellezza e certamente può anche diventare un fattore economico.
“Made in Italy” represents a combination of factors that constitute beauty and could certainly become an economic factor as well.

Non è un caso che vanno indietro il numero delle persone che studiano, il numero di persone che hanno un titolo di studio, una laurea, non è un caso che l’analfabetismo di ritorno della popolazione adulta è a livelli molto pesanti, come dicono le indagini internazionali e non è un caso, purtroppo, che l’Italia continui a andare a marcia indietro sotto il profilo economico.

Dal 1999 a oggi siamo l’ultimo paese in Europa per livello di crescita, però possiamo vedere dove è più alto il livello di istruzione, per esempio le Marche,ci sono più attrattive per i giovani, quindi dovremmo svegliarci e capire che cosa ci stiamo perdendo.
Since 1999 Italy has been bottom of the list in Europe in terms of the level of growth, however, it is also plain to see that those Regions where the levels of education are higher, such as the Marche Region for example, are far more attractive for young people so we need to wake up and realise precisely what we are losing out on.

Purtroppo siamo a un punto così negativo che non è questione di individuare un singolo strumento, intanto deve essere un intero paese che ha voglia di darsi di nuovo una spinta, la storia delle cose dovrebbero insegnarcele: nei famosi anni del miracolo economico che cosa successe?
Unfortunately we are at such a low point that it is no longer merely a question of identifying one single tool, but rather the entire Country has to rekindle that desire to get ahead, and we need to learn the lessons that history has taught us and ask ourselves what happened during those years of the economic miracle?

Che era aumentata contemporaneamente la scolarizzazione, la frequenza, la partecipazione, alle scuole e era aumentato l’indice di lettura dei libri.
What happened was that schooling, school attendance and the book-reading index all went up simultaneously.

Oggi siamo in un periodo in cui ultimi due anni è diminuito pesantemente il numero dei libri che vengono venduti, è diminuito il livello della lettura, e questo è paradossale, non si leggono neanche i libri che uno ha a casa gratuitamente, lo hai da parte, potresti leggerlo, no, neanche questo.
We are now in a situation where the number of books sold has declined drastically over the past two years, as has the number of people who read books, and herein lies the paradox, namely that we no longer even read the books that we have lying around at home. They are free, after all, and we could easily read them, but we don’t even do that.

Allora c’è bisogno veramente di una scossa totale.
What we really need is a total shock.

Infatti il mio libro, ignoranti, l’ultimo capitolo è dedicato alla scossa, possiamo darcela una scossa, ma dobbiamo comprendere come stiamo restando indietro nel mondo, come non partecipiamo più a una grado di conoscenza, di competenza, internazionali.
In fact, in my book entitled “Ignoranti”, the entire last chapter is dedicated to that very shock and the fact that we can indeed shock ourselves into action, but first we have to realise that we are indeed lagging behind the rest of the world, that we’re no longer at that International level of knowledge and ability.

L’Ocse, l’organizzazione internazionale ce lo dice spesso, siamo indietro, abbiamo un livello di preparazione assolutamente non adeguato, e così non possiamo competere, quindi dobbiamo dedicarci all’istruzione, ai giovani, investendo di più sotto tutti i punti di vista, dobbiamo dedicarci alla formazione per gli adulti che oggi veramente non è considerata.
Ocse, the international organisation, has often told us that we are lagging behind and that our level of preparation is totally inadequate, which means that we are unable to compete, so we need to focus on education and on our young people by investing more of our resources in all areas, including that of adult education, something that is currently being totally overlooked.

Sinceramente non ho proprio la pretesa di pormi come quello che sa, che la sa lunga, che ora la racconto io, però attenzione, passa parola.
Quite honestly, I cannot claim to have all the answers and that you should listen to what I have to say at all costs, beware however, spread the word.

Siamo troppo ignoranti, passa parola,
We are far too ignorant, spread the word.

Dobbiamo assolutamente rimediare, non possiamo essere così ignoranti.
We must remedy this situation at all costs because we simply cannot afford to be this ignorant.
