Parliament and the nannies watching over democracy
Il presidente Napolitano ha confermato ieri le nostre posizioni su Parlamento e Governo.
Yesterday President Napolitano confirmed our position in relation to Parliament and the Government.
In sostanza ha affermato che un governo (mai sfiduciato…) è in carica, sebbene limitato agli affari correnti, e sta operando in collaborazione con il Parlamento, anzi solo previo consenso del Parlamento.
Basically he stated that a government (that has never lost a vote of confidence ….) is in office, even though it’s limited to dealing with day to day affairs, and it’s operating in collaboration with Parliament, in fact only with the prior consent of Parliament.
Ad esempio la Commissione speciale sta esaminando un provvedimento legislativo di carattere economico per sbloccare pagamenti alle aziende per 40 miliardi di euro con il contributo di tutte le forze politiche, tra cui il M5S, come espressione del Parlamento e non, come è avvenuto negli ultimi anni, attraverso atti di imperio del Governo con ripetuti decreti.
For example the Special Committee is examining a legislative measure concerning the economy, designed to unblock payments to companies amounting to 40 billion euro with the contribution of all the political groupings, including the M5S, as an expression of Parliament and not, as has happened in the last few years, by means of imperious actions from the Government with one decree after another.
In questa fase, infatti, per poter emettere un decreto di urgenza fuori dagli affari ordinari, il Governo deve chiedere l’autorizzazione al Parlamento.
In fact, in this phase, in order to issue an urgent decree that isn’t about day to day affairs, the government has to ask Parliament for authorization.

Right now, it’s the best possible solution in a country that has experienced a series of governments that have imposed their policies on successive Parliaments that have been emptied of any authority or meaning, even thanks to the “Porcellum” {pigswill electoral law} that has transformed parliamentarians into “appointees”, and thus “yes men”.
E’ necessario ridare al Parlamento la sua centralità.
Parliament’s centrality needs to be restored.
Per farlo è urgente l’istituzione delle Commissioni per l’esame delle proposte di legge.
In order to do that, it’s urgent that the Committees are set up to examine proposed laws.
Le Commissioni a più di un mese dal voto non sono ancora state istituite, il risultato è un rallentamento dell’attività legislativa che potrebbe occuparsi da subito di temi come la nuova legge elettorale, il conflitto di interessi, il reddito di cittadinanza, la legge anti corruzione, l’abolizione dell’IRAP.
More than a month has passed since the election, and the Committees have still not been set up. The result is a slowing down of legislative activity that could right now be dealing with topics like the new electoral law, conflict of interests, citizen incomes, the law on corruption, and the abolition of the IRAP regional tax on production.

Why’s that?
Il M5S da settimane sta proponendo la loro formazione immediata nell’indifferenza dei partiti e delle Istituzioni.
For weeks now, the M5S has been proposing that they be created immediately, but this idea has fallen on the deaf ears of the parties and of the institutions.
Il Paese non ha bisogno di fantomatici negoziatori o facilitatori del calibro di Violante, il gran maestro dell’inciucio, tanto per citarne uno, che operano come gruppi di saggi.
The country doesn’t need mythical negotiators or facilitators of the calibre of Violante, the great master of messups, just to name one, to operate as a group of wise men.
Non ha bisogno di “badanti della democrazia”, ma di far funzionare meglio il Parlamento e alla svelta.
It doesn’t need any “nannies watching over democracy”, but it needs to get Parliament functioning better and it needs that fast.
