Errare è umano, perseverare è Napolitano
To err is human, to persist in error is Napolitano

Era inevitabile che il meccanismo democratico si inceppasse in Italia sotto i lasciti del ventennio berlusconiano.
It was inevitable that the democratic mechanism would have a hitch in Italy in the wake of two decades of Berlusconi-ism.

La squallida vicenda sulla ineleggibilità di Berlusconi è solo l’esempio più recente dello stato confusionario della nostra democrazia.
The squalid affair of Berlusconi‘s ineligibility is just the most recent example of the confused state of our democracy.

Ma sono soprattutto le scelte di governo del presidente Napolitano che hanno manifestato un deficit di democrazia inaccettabile, spesso prendendo a pretesto i mercati finanziari per giustificare forzature anti democratiche.
But above all the choices made by President Napolitano in relation to governments are ones that have manifested an unacceptable democratic deficit often using the situation in the financial markets as a justification for anti-democratic distortions.

Sia che si voti, sia che non si vada a votare è infatti ormai il solo Presidente Napolitano a fare e disfare i governi in Italia mirando a placare i mercati finanziari a garanzia di tutti.
Whether there are elections or not, by now it’s just President Napolitano alone who is creating and dismissing the governments in Italy with the aim of placating the financial markets as a guarantee for everybody.

E di quali mercati stiamo parlando?
And which markets are we talking about?

In nome di quale conoscenza dei mercati finanziari un ottuagenario che ha passato la vita in parlamento decide cosa sia meglio per il suo Paese?
In the name of what knowledge of financial markets is an eighty year old who has spent all his life in Parliament, making decisions about what is best for the country?

Nel novembre del 2011 i mercati avevano fatto finalmente il loro lavoro.
In November 2011, the markets finally did their job.

Supportando la BCE nelle pressioni sullo spread i mercati arrivarono dove la politica italiana mai sarebbe stata capace di arrivare:
Supporting the ECB with pressure on the spread, the markets arrived where Italian politics would never have managed to arrive:

le dimissioni del governo Berlusconi, ormai in balia di scandali personali e incapacità di azione di governo.
the resignation of the Berlusconi government, by then beset with personal scandals and the government’s inability to take action.

Dove non potè il PD,  potè il mercato.
Where the PD couldn’t succeed, the market did.

A quel punto caro presidente Napolitano si doveva andare a votare.
At what point, dear President Napolitano, should we have had elections?

I mercati avrebbero non solo capito e aspettato ma anche apprezzato.
The markets would not only have understood and waited but they would also have been appreciative.

Lo si era già visto qualche mese prima con le elezioni spagnole.
That was already visible a few months earlier with the Spanish elections.

Il 28 luglio 2011 il governo Zapatero va in crisi e annuncia nuove elezioni nel bel mezzo della calda estate dello spread.
On 28 July 2011 the Zapatero government was in crisis and they announced new elections right in the middle of the hot summer of the spread.

I mercati attesero pazientemente l’esito delle elezioni del 20 novembre 2011 premiando quella scelta con uno spread sotto controllo.
The markets patiently waited for the outcome of the 20 November 2011 elections and rewarded that choice with a spread that was under control.

In Italia le cose andarono diversamente.
In Italy, things went differently.

Qualcuno convinse il nostro presidente che le elezioni sarebbero state un male che il mercato non avrebbe gradito ed il risultato sarebbe stato una pressione al rialzo sullo spread.
Someone convinced our president that elections would have been a bad idea that would not have been welcomed by the markets and that the result would have caused upward pressure on the spread.

Così, lei, caro Presidente, ci ha appioppato il governo Monti, ossia il Governo Merkel in Italia.
Therefore, you, dear President, saddled us with the Monti government, or rather, the Merkel Government in Italy.

Solo due anni dopo il PD capirà come la sua Caporetto politica sia iniziata proprio nel novembre 2011 quando anziché pretendere legittime elezioni sicuramente vincenti ha preferito fare melina col governo Monti delle larghe intese trovandosi (come sempre) impreparato alle elezioni e giustificando tale suicidio politico in nome dei “mercati non capirebbero” e della urgenza delle riforme.
Just two years later, the PD understood that it’s massive headache like the defeat at Caporetto, started in November 2011, when instead of insisting on legitimate elections that it was sure to have won, it preferred to use time-wasting tactics with the Monti government of broad agreements and (as always) finding itself unprepared for elections and justifying that political suicide in the name of “the market would not understand” and the urgency of reforms.

Il governo Monti fallirà.
The Monti government failed.

Di riforme strutturali neanche l’ombra, solo tasse e austerità.
There’s not even the shadow of structural reforms, just taxes and austerity.

Ciò nonostante lo spread tiene grazie allo scudo anti spread annunciato da Draghi nell’agosto 2011, non certo per via di quelle riforme strutturali urgenti che giustificarono il governo Monti ma che non hanno mai avuto luce.
And that happened in spite of the fact that the spread held thanks to the anti-spread shield announced by Draghi in August 2011, and it certainly wasn’t because of those urgent structural reforms that justified the Monti government but that never saw the light of day.

E’ Berlusconi a decidere quando si debba andare a votare e così stacca la spina al governo Monti a dicembre del 2012.
It’s Berlusconi that decided when there had to be elections and so he pulled the plug on the Monti government in December 2012.

Si va finalmente a votare.
Finally there were elections.

Le elezioni di febbraio ci danno un Paese ingovernabile e lei che fa caro presidente?
The February elections gave us an ungovernable country and you, dear President, what did you do?

Di nuovo in nome dei mercati che non capirebbero ci impone un governo di larghe intese tra “tutti i vecchi (PD+PDL) meno i nuovi (5 stelle)”.
Once more, in the name of the markets that wouldn’t understand, you imposed on us a government of broad agreements with “all the old ones (PD+PDL) minus the new one (5 stars)”.

Il suo secondo governo caro presidente si avvia al termine senza averci consegnato neanche una delle riforme promesse.
Your second government, dear President, is coming towards its end without having given us even one of the promised reforms.

Certo lo spread tiene ancora ma è sempre grazie a Draghi non certo a Letta se siamo ancora in gioco.
Agreed, the spread is still doing OK, but it’s still thanks to Draghi and certainly not thanks to Letta.

E allora la vogliamo smettere di sventolare lo spauracchio dello spread e dei mercati solo quando fa comodo ai politicanti romani?
So would you like to stop going on about the bogeyman called the spread and the markets, only when it’s convenient to the minor politicians in Rome?

La smetta signor Presidente di provare a convincere gli italiani che il governo Letta sia l’unico possibile perché i mercati non capirebbero.
Signor President, just stop trying to convince the Italian people that the Letta government is the only possible one because the markets would not understand.

Ci mandi a votare caro Presidente.
Dear President, call elections.

Si fidi degli italiani per una volta e non dei Violante di turno.
Just for once, place your trust in the Italian people and not in the current guy playing the part of Violante .

Ci mandi a votare e vedremo se l’Italia non saprà dare ai mercati un governo forte e duraturo.
Call elections and let’s see whether Italy will be able to give the markets a strong and long-lasting government.

Basta forzare il sano meccanismo democratico in nome “dei mercati non capirebbero” caro presidente.
We’ve had enough of distorting the democratic mechanisms in the name of “the markets wouldn’t understand”, dear President.

I mercati capiscono benissimo e la prova è il titolo Mediaset che ha raddoppiato in borsa da febbraio sulla scia di speculazioni di ogni tipo chiaramente considerate dal mercato favorevoli per Berlusconi, non certo per gli italiani.
The markets understand really well and the proof is the Mediaset share price that has doubled on the Stock Exchange since February in the wake of every type of speculation clearly considered by the market to be favourable to Berlusconi, and certainly not favourable to the Italians.
