The European Schools re-invent themselves
Le scuole europee si rinnovano

The Education Council, which met in Brussels today, was informed of the key points of the reform of the European Schools system adopted by the Board of Governors of the European Schools in Stockholm at the end of April.
Il Consiglio dei ministri dell’Istruzione riunito quest’oggi a Bruxelles ha preso atto, nei suoi elementi essenziali, della riforma che il Consiglio superiore delle Scuole europee ha adottato a Stoccolma alla fine di aprile.

Following the presentation given by the Swedish Presidency of the European Schools, the Commissioner responsible for administrative affairs, Siim Kallas, welcomed the positive outcome of the ambitious reform process begun in 2005 at the instigation of the Commission and Parliament, and urged the Member States to disseminate the curriculum and the European Baccalaureate as widely as possible in their national schools.
Al termine della presentazione fatta dalla presidenza svedese delle Scuole europee, il commissario responsabile dell’amministrazione, Siim Kallas, si è compiaciuto per l’esito positivo dell’ambizioso processo di riforma delle Scuole europee avviato nel 2005, con il sostegno della Commissione e del Parlamento europeo, e ha invitato gli Stati membri a dare massima diffusione al ciclo di studi della “Scuola per l’Europa” (Baccalauréat européen) all’interno dei rispettivi ordinamenti scolastici.

The lynchpin of the reform is the opening-up of the European Schools system so that national schools can be accredited by the Board of Governors of the European Schools to offer the European curriculum and award the European Baccalaureate, subject to clear pedagogical requirements and strict controls.
L’aspetto fondamentale della riforma è l’apertura del sistema delle scuole europee, che permette a scuole nazionali di essere accreditate dal Consiglio superiore delle Scuole europee al fine di offrire il programma europeo di studi e rilasciare il diploma di maturità europea, nel rispetto di precisi criteri pedagogici e di controlli rigorosi.

The national schools set up close to the headquarters of agencies and other EU bodies and already accredited are:
Le scuole nazionali create nelle vicinanze delle sedi di agenzie e altri organismi dell’Unione e che hanno ottenuto l’accreditazione sono:

the Centre for European Schooling in Dunshaughlin (Ireland), located close to the Food and Veterinary Office in Grange;
il “Centre for European Schooling”, a Dunshaughlin (Irlanda), ubicato nei pressi dell’Ufficio alimentare e veterinario, che ha sede a Grange;

the School of European Education in Heraklion (Greece), located near the European Network and Information Security Agency;
la Scuola di insegnamento europeo di Eraklion (Grecia), nelle vicinanze dell’Agenzia europea per la sicurezza delle reti e dell’informazione;

the Scuola per l’Europa di Parma (Italy), located near the European Food Safety Authority;
la “Scuola per l’Europa di Parma” (Italia), nei pressi dell’Autorità europea per la sicurezza degli alimenti.

and a school in Helsinki (Finland), close to the European Chemicals Agency.
E ancora una scuola a Helsinki (Finlandia), nelle vicinanze dell’Agenzia europea delle sostanze chimiche.

Other schools are in the process of being accredited, such as the school in Strasbourg (France), located near the European Parliament and the International School of Manosque (France), linked to the ITER Research Centre at Cadarache.
Altre scuole stanno per conseguire l’accreditazione in Francia: una a Strasburgo, nelle vicinanze del Parlamento europeo, nonché la scuola internazionale di Manosque, collegata al Centro di ricerca ITER a Cadarache.

For these schools, the reform provides for a pro-rata Community financial contribution for pupils who are the children of staff of European agencies and bodies.
Per queste scuole la riforma adottata prevede un contributo finanziario comunitario proporzionale al numero di allievi figli del personale delle Agenzie e degli organismi europei.

All the conditions are also now in place for setting up pilot schools accredited by the Member States concerned in locations other than where agencies and other EU bodies are sited.
Tutte le condizioni sono riunite affinché gli Stati membri interessati possano creare scuole-pilota accreditate anche al di fuori delle località in cui hanno sede agenzie e altri organismi dell’Unione.

The first pilot project is going to start in September 2010 at a secondary school in The Hague (The Netherlands).
Il primo progetto-pilota prenderà avvio nel settembre 2010 presso un istituto di istruzione secondaria all’Aia (Paesi Bassi).

The other key aspects of the reform concern:
Gli altri elementi essenziali della riforma vertono segnatamente sugli aspetti seguenti:

– improving governance of the European Schools, with a simpler decision-making process and more clearly defined responsibilities and tasks for the different actors and organs;
– migliorare la gestione delle Scuole europee, semplificando l’iter decisionale e chiarendo la ripartizione delle responsabilità e dei compiti tra i vari soggetti e organi;

– greater autonomy for each school in return for increased responsibility;
– concedere maggiore autonomia alle singole scuole, che dovranno in cambio assumersi maggiori responsabilità;

– fairer cost-sharing among Member States, for example by allowing non-native speakers to teach in one of the procedural languages of the system (currently English, French and German).
– ripartire più equamente i costi fra Stati membri, in particolare HTML clipboaprevedendo la possibilità che insegnanti non madrelingua possano dispensare il loro insegnamento in una delle lingue veicolari del sistema (attualmente: inglese, francese e tedesco).

The European Schools system is an inter-governmental system based on an international convention dating from 1953.
Quello delle Scuole europee è un sistema intergovernativo fondato su una convenzione internazionale che risale al 1953.

The European Commission is a member of the Board of Governors of the European Schools, representing all the European institutions.
All’interno del Consiglio superiore delle Scuole europee, la Commissione rappresenta tutte le istituzioni europee.

The 14 existing European Schools are sited in seven countries and currently have a population of over 21 000 pupils.
Le 14 Scuole europee esistenti sono insediate in 7 paesi e attualmente scolarizzano oltre 21 000 allievi.
