The wisdom of President Napolitano inspires me to take a wider view.

Since 1945 European states have worked together.
Gli Stati europei collaborano dal 1945.

Ever more intensively, securing peace on the continent, and prosperity for our citizens.

It is worth keeping in mind why today we are concentrating all our efforts on overcoming the economic and financial crisis, together.

It is about much more than just monetary operations: the European project itself is at stake.

Our Union matters to us for countless reasons. But ultimately, it matters because Europeans have experienced in the past — tragically — what happens if we all go alone;

and ultimately, it matters because we know — acutely — that we must join forces today if we are to count among the global players of tomorrow.

Our Union is not just worthwhile, it is vital.

But it is not self-evident for a majority of our citizens. And this also is a political reality.
Tuttavia, per la maggioranza dei nostri cittadini non è scontato e anche questa è una realtà politica.

However, something is changing here, under the pressure of the financial crisis.
Qualcosa però sta cambiando sotto la pressione della crisi finanziaria.

We are now realising that the euro completely changed the nature of the Union. That it was a game changer.
Ci rendiamo conto ora che l’euro ha modificato completamente la natura dell’Unione, che ha cambiato le carte in tavola.

Up until then, Europe was often spoken of in idealistic, abstract terms; and even when its concrete achievements affected people’s lives, it was always in positive terms.

Complaints about milk quota or cucumbers put aside…, “win-win” was the only game in town.

With the euro crisis, for the first time, citizens are confronted with the hard fact that some costs come alongside the benefits.
Con la crisi dell’euro è la prima volta che i cittadini sono confrontati con la dura realtà che i benefici comportano alcuni costi.

For instance the costs and efforts to defend a common currency during a financial crisis.
Ad esempio i costi e gli sforzi necessari per difendere una moneta comune durante una crisi finanziaria.

Citizens are also realising now for the first time that they are in this together.
E’ anche la prima volta che i cittadini realizzano di trovarsi tutti nella stessa situazione.

That what happens in another country – with banks, bubbles or budgets – affects them too.
Ciò che accade in un altro paese – che si tratti di banche, bolle o bilanci – riguarda anche loro.

Being jointly responsible for a common European good can be a painful discovery for people who are struggling, in their own country, to find a job or to make ends meet.
Scoprire di essere congiuntamente responsabili per un bene comune europeo può essere duro per persone che faticano, nel proprio paese, a trovare un lavoro o a sbarcare il lunario.

I strongly disagree with those who conclude hastily that the crisis has killed solidarity between European countries.
Dissento fortemente da chi conclude in modo affrettato che la crisi ha determinato la fine della solidarietà tra paesi europei.

Not at all!
Nient’affatto!

The crisis has revealed what it takes to be in a Union.
La crisi ha rivelato le implicazioni della partecipazione ad un’Unione.

In fact this is the very first real test of solidarity in the history of the Union!
In effetti si tratta della prima vera prova di solidarietà nella storia dell’Unione!

Of course, there are tensions and constraints, there is opposition and critique, there are caricatures and cartoons — I am very well aware of all of that! And yet.
Naturalmente vi sono tensioni e condizionamenti, opposizioni e critiche, caricature e disegni satirici – ne sono ben consapevole!

And yet a gigantic collective effort is taking place, involving all euro countries, all EU institutions, all citizens, to muster the political will, the parliamentary majorities, and the means and money, to help each other and to come out of this crisis together.
Eppure è in atto un gigantesco sforzo collettivo, che vede impegnati tutti i paesi dell’euro, tutte le istituzioni dell’UE e tutti i cittadini, per mobilitare la volontà politica, le maggioranze parlamentari e i mezzi e le risorse finanziarie, per aiutarsi reciprocamente e per uscire insieme dalla crisi.

It is de facto solidarity of an unprecedented magnitude.
Si tratta, di fatto, di una solidarietà di proporzioni senza precedenti.

The figures speak for themselves: we have committed hundreds of billions euro of financial support.
Le cifre parlano da sole: abbiamo destinato centinaia di miliardi di euro al sostegno finanziario.

Nobody should underestimate this joint political determination.
Nessuno dovrebbe sottovalutare questa determinazione politica comune.

Of course, when we sit together around the European Council table and during Eurozone summits, taking tough decisions on rescue deals or budget rules, I cannot read the thoughts and motives of all individual leaders.
Naturalmente, quando ci riuniamo intorno al tavolo del Consiglio europeo e in occasione dei vertici della zona euro per prendere difficili decisioni su accordi di salvataggio e norme di bilancio non posso decifrare i pensieri e le motivazioni di ogni singolo leader.

Yet in that room something is very clear.
Eppure in quella sala è molto chiara una cosa.

We are not just working for the euro’s survival, we are not just working for its sustainability, no, we are working for its success, for Europe’s success. Safeguarding the legacy of our founding fathers, and securing a better future for the next generation.
Non lavoriamo solo per la sopravvivenza dell’euro, né solo per assicurarne la sostenibilità; no, lavoriamo per il successo dell’euro, per il successo dell’Europa, salvaguardando l’eredità dei nostri padri fondatori e assicurando un futuro migliore alla prossima generazione.

Here, at the Ambrosetti Forum, I should like to give you some concrete reasons why I am confident that we will get there.
Qui, al Forum Ambrosetti, vorrei esporre alcuni motivi concreti per i quali confido nel raggiungimento di tali obiettivi.

There are three.
I motivi sono tre.

First: EU leaders have reached a final understanding on an important aspect of the crisis, its systemic nature.
In primo luogo, i leader dell’UE si sono in ultima analisi trovati d’accordo su un aspetto importante della crisi, la sua natura sistemica.

They all recognize now that the crisis is not only the sum of the problems of individual countries, but also the result of deficiencies in the architecture of the Economic and Monetary Union as a whole.
Tutti i leader riconoscono ora che la crisi non è solo la somma dei problemi dei singoli paesi, ma anche il risultato di lacune nell’architettura dell’Unione economica e monetaria nel suo insieme.

We Europeans had given ourselves a common currency without the means to defend it.
Noi europei ci siamo dati una moneta comune senza i mezzi necessari per difenderla.

We relied mainly on rules without the means and tools to enforce them, or to manage a crisis.
Ci siamo essenzialmente fondati su regole senza i mezzi e gli strumenti necessari per applicarlo o per gestire una crisi.

We dramatically deepened our economic and financial interdependence but without drawing all the political consequences.
Abbiamo fortemente approfondito la nostra interdipendenza economica e finanziaria, senza tuttavia trarne tutte le conseguenze politiche.

Clearly, over the past two years, we addressed some of the most obvious deficiencies. But now we need to take a qualitative jump.
Nel corso degli ultimi due anni abbiamo indubbiamente posto rimedio ad alcune delle lacune più ovvie, ma ora dobbiamo fare un salto di qualità.

What has changed in the past few months – I would say between March and June – is the determination to go to the heart of the matter.
Ciò che è cambiato negli ultimi mesi – direi tra marzo e giugno – è la determinazione ad andare al cuore del problema.

All eurozone leaders are now putting every issue on the table, without taboos.
Tutti i leader della zona euro mettono ora ogni questione sul tavolo, senza tabù.

It is urgent work, yet we must do it properly.
Agire è urgente, ma dobbiamo farlo in modo adeguato.

Quick fixes won’t do.
I rimedi frettolosi non servono.

All leaders also recognise that we cannot solve our short-term problems without addressing the longer-term challenges.
Tutti i leader riconoscono inoltre che non possiamo risolvere i nostri problemi a breve termine senza affrontare le sfide a più lungo termine.

Indeed, if we want investors to buy 10-year government bonds, we need to show them where we want the eurozone to be in 10 years time… And if we want our citizens to support decisions which for many entail a period of sacrifices, hardship and costs, we must convince them that these efforts are worthwhile, that things are going to get better.
In effetti, se vogliamo che gli investitori acquistino titoli di Stato a scadenza decennale dobbiamo dir loro come immaginiamo la zona euro tra 10 anni, e se vogliamo che i nostri cittadini sostengano decisioni che per molti di essi comportano un periodo di sacrifici, privazioni e costi , dobbiamo convincerli che questi sforzi sono utili e che la situazione migliorerà.

We will be judged on our results.
Saremo giudicati in base ai nostri risultati.

So we have a chance to finish a house half built. It is our historic duty to seize it.
Si presenta dunque l’opportunità di completare un edificio costruito a metà e abbiamo il dovere storico di coglierla.

That is why eurozone leaders asked me to steer an in-depth reflection.
E’ per questo motivo che i leader della zona euro mi hanno chiesto di guidare una riflessione approfondita.

I have already given my first thoughts in an initial report in June, in close collaboration with the Presidents of the Commission, the Eurogroup and the Central Bank, and we are now in the next phase of this reflection.
Ho già espresso le mie prime idee in una relazione iniziale elaborata in giugno in stretta collaborazione con i presidenti della Commissione, dell’Eurogruppo e della Banca centrale e siamo passati ora alla fase successiva della riflessione.

I will say more about this in a moment.
Tornerò più avanti su questo punto.

Let me first come to the second reason why I am confident we will overcome the crisis:
Permettetemi prima di illustrare il secondo motivo che mi induce a confidare nel superamento della crisi:

the Member States are carrying out ambitious economic reforms, that are producing results.
gli Stati membri stanno realizzando riforme economiche ambiziose che stanno dando risultati.

It is not only a matter of making up for the excesses of the past, but also of adapting to an ever more competitive world.
Non si tratta solo di rimediare agli eccessi del passato, ma anche di adattarsi ad un mondo sempre più competitivo.

In a way: a test of responsibility.
In un certo senso si tratta di una prova di responsabilità.

These structural reforms are key for the economic future of our countries, to secure growth and create jobs.
Queste riforme strutturali sono essenziali per il futuro economico dei nostri paesi, per garantire la crescita e creare posti di lavoro.

And the work has to be done: euro or no euro, EU or no EU.
E’ un lavoro che va fatto: euro o non euro, UE o non UE.

We see real progress.
Vediamo progressi reali.

Eurozone economies under pressure are regaining competitiveness and we are reducing harmful imbalances in the euro area.
Le economie della zona euro sotto pressione stanno riguadagnando competitività e stiamo riducendo gli squilibri dannosi della zona euro.

Take trade.
Prendiamo il commercio.

Spain’s large current account deficit of 10 percent before the crisis has been largely closed – the country is even a net exporter to the eurozone now!
L’elevato disavanzo delle partite correnti, pari al 10%, che si registrava in Spagna prima della crisi è stato notevolmente ridotto – attualmente tale paese è persino un esportatore netto vero la zona euro!

Portugal has reduced its current account deficit by two thirds, and Greek exports are growing faster than anywhere else in the Union.
Il Portogallo ha ridotto il suo disavanzo delle partite correnti di due terzi e le esportazioni della Grecia crescono più rapidamente che in qualsiasi altro paese dell’Unione.

Progress in structural reforms is also substantial.
Anche i progressi nelle riforme strutturali sono notevoli.

Spain and Portugal have made their labour markets more efficient and this is already showing in lower labour costs, and over time, it will contribute to job creation.
La Spagna e il Portogallo hanno reso i loro mercati del lavoro più efficienti e questo si sta già traducendo in un minore costo del lavoro e contribuirà, con il passare del tempo, alla creazione di posti di lavoro.

Ireland is making such good progress on all fronts that since July Dublin is back to the international bond markets, attracting considerable investment from the US.
I progressi dell’Irlanda su tutti i fronti sono talmente buoni che da luglio Dublino è tornata sui mercati obbligazionari internazionali e attrae notevoli investimenti dagli Stati Uniti.

The world’s eyes are on Italy too, and on the impressive reforms carried out by the government of Prime Minister Monti, to bring Italy back where it belongs:
Gli occhi del mondo sono puntati anche sull’Italia e sulle impressionanti riforme realizzate dal governo del presidente del Consiglio Monti per riportare l’Italia al posto che le appartiene:

among Europe’s foremost economies – and also, as President Napolitano stressed, at the core of European integration, where it has been ever since our founding Treaty of Rome.
Ossia tra le principali economie europee nonché, come sottolineato dal presidente Napolitano, al centro dell’integrazione europea, dove è stata sin dalla firma del nostro trattato costitutivo di Roma.

Italy is turning its economy around: breaking monopolies, cutting red tape, fighting against vested interests and working hard to create jobs.
L’Italia sta imprimendo una svolta alla sua economia: infrange i monopoli, riduce gli oneri burocratici, lotta contro gli interessi costituiti e si impegna a fondo per creare occupazione.

It is also continuing the fiscal consolidation started earlier.
Sta altresì proseguendo il risanamento di bilancio iniziato in precedenza.

It’s a long-term and collective effort, one that involves the government, businesses, the Italian people.
Si tratta di uno sforzo collettivo e di lungo termine che coinvolge il governo, le imprese e il popolo italiano.

That’s why it is taking place in fairness.
Per questo è improntato all’equità.

Looking at what has already been achieved, looking at the determination to attack each problem, one by one, looking at the courage with which Italians are taking up these efforts, I am confident these efforts, which must be pursued relentlessly, giorno dopo giorno, will be met with success.
Guardando a quanto già realizzato, alla determinazione ad affrontare ogni problema uno ad uno e al coraggio con cui gli italiani intraprendono i necessari sforzi, che vanno proseguiti senza interruzione, giorno dopo giorno, confido che tali sforzi saranno coronati da successo.

Reforms do pay off, many examples show it.
Le riforme pagano, come dimostrano numerosi esempi.

But reforms need time to be decided and time to yield results.
Tuttavia, le riforme richiedono tempo per essere decise e tempo per dare risultati.

They take time to show up in indicators, let alone to have an impact on the real economy.
Richiedono tempo per essere rilevate dagli indicatori e tanto più per avere un impatto sull’economia reale.

I mentioned first signs of results, and more will come.
Ho menzionato primi segni di risultati e altri seguiranno.

Which brings me to my third point, a third reason to have confidence we will get there:
Questo mi porta al terzo motivo per confidare nel raggiungimento del nostro obiettivo:

whilst these reforms are underway, Europe stands ready to help when help is needed.
mentre sono in corso tali riforme, l’Europa è pronta a fornire aiuto quando occorre.

The high risk premia for some countries are not always justified and can be disconnected from economic fundamentals and reform efforts – and I speak mildly when I speak in those terms.
Per alcuni paesi gli elevati premi di rischio non sempre sono giustificati e possono essere disconnessi dai fondamentali dell’economia e dagli sforzi di riforma – e non esagero quando mi esprimo in questi termini.

Even the historically low interest rates in some countries are too low…!
Anche i tassi d’interesse storicamente bassi in alcuni paesi sono troppo bassi!

And high risk premia can have negative repercussions for the stability of the eurozone as a whole.
Premi di rischio elevati possono avere ripercussioni negative sulla stabilità della zona euro nel suo insieme.

For such cases, we have tools and a clear political commitment to do more.
Per tali eventualità abbiamo gli strumenti e un preciso impegno politico per fare di più.

In June, eurozone leaders affirmed that they were ready to use existing instruments in a flexible and efficient manner.
In giugno i leader della zona euro hanno affermato di essere pronti ad utilizzare gli strumenti esistenti in modo flessibile ed efficace.

At the same meeting, we also realised a breakthrough towards a banking union. And two days ago, the European Central Bank presented a framework under which substantial action can be taken provided member states carry on their adjustment efforts.
Nella stessa riunione abbiamo anche compiuto una svolta verso l’unione bancaria e due giorni fa la Banca centrale europea ha presentato un quadro che consente di procedere ad interventi sostanziali a condizione che gli Stati membri proseguano i loro sforzi di aggiustamento.

So we have a triptych:
Disponiamo dunque di un trittico:

short-term actions to safeguard financial stability, a long-term vision for the Economic and Monetary Union, and deep reforms in each and every country, and this triptych makes the euro irreversible.
azioni a breve termine per salvaguardare la stabilità finanziaria, una visione a lungo termine per l’Unione economica e monetaria e profonde riforme in ogni singolo paese; questo trittico rende l’euro irreversibile.

And all European leaders and institutions share a commitment to its integrity too.
Tutte le istituzioni e i leader europei condividono anche un impegno a favore della sua integrità.

So long as Greece is committed to the euro, its partners will continue to fully support its efforts.
Finché la Grecia manterrà il suo impegno nei confronti dell’euro, i suoi partner continueranno a sostenerne pienamente gli sforzi.

I already mentioned the systemic reflection currently underway on the future the Economic and Monetary Union.
Ho già citato la riflessione sistemica attualmente in corso sul futuro dell’Unione economica e monetaria.

The report that I submitted in June laid out a vision for a genuine economic and monetary union, a vision to bring it to its strong and stable end-state.
La relazione che ho presentato in giugno delineava la visione di un’autentica unione economica e monetaria, tale da portare quest’ultima ad uno status finale forte e stabile.

Based on this report, I have received from the eurozone leaders a mandate to work on a precise and time-bound roadmap on how to get there.
Sulla scorta di tale relazione, ho ricevuto dai leader della zona euro il mandato di elaborare una tabella di marcia con scadenze precise per raggiungere tale obiettivo.

I am working on it with the Presidents of the Commission, the Central Bank and the Eurogroup, and we will submit it to the European Council before the end of the year.
La sto elaborando in collaborazione con i presidenti della Commissione, della Banca centrale e dell’Eurogruppo e la presenteremo al Consiglio europeo entro la fine dell’anno.

This work focuses on four building blocks:
I lavori sono incentrati su quattro elementi costituitivi.

First: a banking union – to avoid tax payers systematically picking up the bills for bank failures;
Primo: un’unione bancaria – per evitare che i contribuenti debbano sistematicamente fare le spese dei fallimenti bancari.

Second: a fiscal union – to avoid unsustainable deficits, including through more central enforcement and more solidarity mechanisms;
Secondo: un’unione di bilancio – per evitare i disavanzi insostenibili, anche tramite maggiori meccanismi di esecuzione e di solidarietà a livello centrale.

Third: an economic union – to jointly improve competitiveness of the euro area as a whole, internally and externally,;
Terzo: un’unione economica – per migliorare congiuntamente la competitività della zona euro nel suo insieme, internamente ed esternamente.

And fourth and final: a deeper political union – to ensure that these measures are underpinned by strengthened democratic legitimacy and accountability.
Quarto ed ultimo: un’unione politica più profonda – per garantire che queste misure siano sostenute da una legittimità e responsabilità democratiche rafforzate.

These four building blocks are inextricably linked.
Questi quattro elementi costitutivi sono indissolubilmente collegati.

They are mutually reinforcing, and all four are necessary for the Economic and Monetary Union to become fully solid and secure.
Essi si rafforzano reciprocamente e tutti e quattro sono necessari affinché l’Unione economica e monetaria diventi pienamente solida e sicura.

Achieving this vision will take time and will necessarily be a gradual process.
La realizzazione di questa visione richiederà tempo e sarà necessariamente un processo graduale.

But to ensure that we reach our goal, we must embark on this path now.
Tuttavia, per garantire che raggiungeremo il nostro obiettivo dobbiamo imboccare sin d’ora questa strada.

Some commentators pretend we are faced with the stark choice between either breaking-up or turning instantly into a federation.
Secondo alcuni commentatori ci troveremmo di fronte alla difficile scelta tra la disgregazione e la trasformazione istantanea in una federazione.

They are wrong.
Si sbagliano.

Europe does not work like that.
L’Europa non funziona in questo modo.

We will overcome the crisis not through revolution, but through reform and evolution.
Supereremo la crisi non attraverso la rivoluzione, ma attraverso le riforme e l’evoluzione.

We are not a state, we are a Union – and we must become a stronger Union.
Non siamo uno Stato, siamo un’Unione e dobbiamo diventare un’Unione più forte.

The work ahead is to define the content and sequencing of all the steps.
Ci attende il compito di definire il contenuto e la sequenza di tutte le fasi.

First, we need to get the substance right, and then we can talk about the process, about the legal and institutional means.
Dobbiamo prima definire esattamente la sostanza e dopo potremo discutere di procedure e strumenti giuridici e istituzionali.

At this stage, let me insist on one element in particular: the banking union.
In questa fase, permettetemi di insistere su un elemento in particolare: l’unione bancaria.

Banks and national supervisors have proved unable to deal with systemic risks in an integrated financial market.
Le banche e le autorità nazionali di vigilanza si sono dimostrate incapaci di affrontare i rischi sistemici in un mercato finanziario integrato.

The pressure on public finances this created in some countries has threatened the financial stability of the eurozone as a whole.
La pressione sulle finanze pubbliche che ciò ha causato in alcuni paesi ha minacciato la stabilità finanziaria della zona euro nel suo insieme.

To break the vicious circle between the crisis in the banking sector and that affecting public debt in the eurozone, we need better prevention.
Per infrangere il circolo vizioso tra la crisi nel settore bancario e quella che colpisce il debito pubblico nella zona euro, abbiamo bisogno di una migliore prevenzione.

Here I want to clear any misunderstanding – what we are calling for is in no way a union for banks, but one which would allow us to better manage the risks associated with a fragile, yet powerful sector prone to moral hazard.
Su questo punto vorrei eliminare ogni dubbio: in nessun caso chiediamo un’unione tra banche, bensì un’unione che ci permetta di gestire meglio i rischi connessi con un settore fragile benché potente, incline all’azzardo morale.

This would mean the creation of a euro area banking supervision system covering all banks, as well as the creation of a euro area-wide guarantee for customer deposits, and a supranational framework to restructure and resolve failing financial institutions, with a common backstop but at minimal cost to citizens.
Ciò implicherebbe la creazione di un sistema di vigilanza bancaria della zona euro esteso a tutte le banche nonché la creazione di una garanzia per i depositi dei clienti valida nell’intera zona euro e di un quadro sovranazionale per ristrutturare e risolvere i problemi degli istituti finanziari in fallimento, con uno scudo comune ma a costi minimi per i cittadini.

These two elements, common supervision and common resolution, cannot go without one another.
Questi due elementi, vigilanza comune e risoluzione comune, sono inscindibili.

For example, how can the risks associated to bank failures remain with national authorities, when they have handed over supervisory control and are no longer in charge?
Per esempio, come possono i rischi associati ai fallimenti delle banche rimanere di pertinenza delle autorità nazionali se queste hanno ceduto il controllo di vigilanza e non sono più responsabili?

So we need to act rapidly on bank supervision but we need also a clear timeline with the appropriate sequencing to establish the common resolution and deposit guarantee.
Dobbiamo dunque agire rapidamente sulla vigilanza bancaria, ma abbiamo anche bisogno di un calendario preciso con la giusta sequenza temporale per stabilire la risoluzione comune e la garanzia dei depositi.

The European Commission is about to make proposals on the creation of a single European banking supervisor, and this will mark a first but not the last important step in this direction.
La Commissione europea è sul punto di presentare proposte relative alla creazione di un’unica autorità europea di vigilanza bancaria, il che segnerà il primo, ma non l’ultimo, importante passo in questa direzione.

This is how we are working hard on a long-term plan, while also dealing with the immediate effects of the crisis every single day.

Al di là degli acronimi e dei termini gergali – EFSF, potere di mercato significativo, OMT e così via – si discute di equità, di responsabilità, di solidarietà, di essere – sì o no – parte di una più ampia comunità europea che si estende oltre le nostre frontiere nazionali.

The leaders have to stand up and make the case.

On employment for instance, the biggest concern of voters: Europe is not a threat to jobs, no Europe is a source of jobs!
