Bureaucracy v democracy

In Italia abbiamo un decifit di democrazia e un eccesso di burocrazia.
In Italy we have a deficit of democracy and an excess of bureaucracy.

Non a caso.
And that’s not by chance.

Più prolifera la burocrazia, più diminuisce la democrazia.
The more prolific is bureaucracy, the less room there is for democracy.

Nelle dittature, infatti, la burocrazia è usata per giustificare ogni nefandezza dello Stato.
In fact, in dictatorships, bureaucracy is used to justify every iniquity of the State.

All’aumentare della burocrazia, come chiunque sa dopo aver affrontato quest’Idra dalle mille teste, diminuiscono i diritti dei cittadini.
As anyone who has had to tackle this thousand-headed Hydra knows, with the increase of bureaucracy, there’s the decrease of the rights of the citizens.

Un ministro non può spostare neppure una pianta di ficus nel suo ufficio senza l’assenso della burocrazia, del regolamento.
A Minister cannot even shift a pot plant in his office without the agreement of the bureaucracy in accordance with the regulations.

Si può mettere in discussione un partito e perfino un’Istituzione dello Stato, ma non la burocrazia.
He can call into question a political party or even a State institution, but not the bureaucracy.

Con la sua immensa pletora di codici, codicilli, procedure, paragrafi, commi, eccezioni, metodi e via impazzendo, è invulnerabile.
With its enormous plethora of codes, codicils, procedures, paragraphs, clauses, exceptions, methods and so on and so madly forth, it is invulnerable.

La burocrazia è, nei fatti, immune all’errore.
In its actions, the bureaucracy is immune from committing an error.

Se colta in flagrante nega, rimanda, si appella, gioca sul tempo e sulle sue immense risorse.
If caught red-handed, it denies, postpones, appeals, plays for time and calls on its immense resources.

Il comune cittadino deve dedicare metà della sua vita per avere una possibilità di vincere un ricorso.
The ordinary citizen has to devote half his life to have the possibility of winning if he mounts a challenge.

Meglio quindi espatriare o venire a patti.
So its better to emigrate or come to an arrangement.

Semplificazione, efficienza, informatizzazione, tempi di risposta certi sono i nemici della burocrazia, gli antidoti, che però in Italia la burocrazia ha sconfitto da tempo.
Simplification, efficiency, computerisation, and fixed response times are the enemies of bureaucracy.They are the antidotes, but, in Italy, they have been defeated for some time.

Anzi, come beffa, li usa a suo uso e consumo nei seminari in cui il Grande Funzionario di turno spiega i successi ottenuti nella modernizzazione dello Stato.
In fact, adding insult to injury, the current “Great Civil Servant” uses these for his own purposes while he’s explaining the successes achieved when delivering seminars about the modernisation of the State.

Seminari in cui sono immancabilmente presenti ministri dello Sviluppo e della Semplificazione insieme alle aziende fornitrici di nome interessate agli appalti, ma non ai risultati.
These are seminars that are unfailingly attended by Ministers of Development and of Simplification together with the supply chain companies that are nominally interested in the tendering procedures but not in the results.

La burocrazia è lo scudo spaziale italiano contro la partecipazione del cittadino alla vita pubblica.
Bureaucracy is the Italian space shield against the participation of citizens in public life.

Meno capisce, meno è in grado di far valere i suoi diritti e più diventa suddito.
The less they understand, the lower their ability to get their rights recognised and the more they become subservient.

L’eccesso di burocrazia deprime lo sviluppo, fa fuggire le aziende all’estero, assorbe una quantità enorme del nostro tempo, rende la giustizia meno uguale per tutti.
The excess of bureaucracy holds back development, it makes the companies flee abroad, it absorbs an enormous amount of our time and it makes justice less equal for everyone.

Per i potenti c’è però sempre una scorciatoia, un’interpretazione, un condono, una distrazione.
However, for the powerful people, there’s always a short cut, a way of interpreting things, an amnesty or a distraction.

Il costo della burocrazia italiana è immenso.
The cost of Italian bureaucracy is enormous.

Le società straniere evitano gli investimenti in Italia come la peste per la burocrazia.
Because of the bureaucracy, investment in Italy is avoided like the plague by any foreign companies that might consider it.

Per partecipare alle elezioni politiche il M5S sta combattendo da mesi contro la burocrazia, molto di più che con partiti, mafie, informazione e lobby varie.
In order to participate in the national elections, the M5S has been battling with the bureaucracy for months, and the battles are much fiercer than with the parties, the mafias, the media and the various lobbies.

La burocrazia è come un sudario di cemento, avvolge il Paese con procedure interpretate da funzionari invisibili che non devono mai rispondere a nessuno del loro operato.
Bureaucracy is like a cement shroud. It is wrapped round the country and has procedures interpreted by invisible civil servants that are never accountable to anyone for the work they perform.
