Il Parlamento è sovrano, o almeno dovrebbe esserlo.
Parliament is sovereign, or at least it should be.
Da tempo è invece un luogo dove non vi sono rappresentanti del popolo, ma nominati dai partiti, e le leggi, sotto forma di decreti, sono emesse al suo posto dal Governo, e in seguito convertite sotto il ricatto del voto di fiducia.
Instead, for some time now, it has been a place where there are no representatives of the people, just people appointed by the parties, and the laws, in the form of decrees, are issued instead by the Government, and subsequently converted under the threat of a confidence vote.
In Parlamento vi è un esercito di soldatini di piombo senza voce, con l’eccezione dei parlamentari a 5 Stelle.
In Parliament there’s an army of voiceless tin soldiers, apart from the parliamentarians of the 5 Star MoVement.
C’è stato un sovvertimento silenzioso delle Istituzioni contro lo stesso spirito della Costituzione:
There’s been a silent subversion of the institutions against the very spirit of the Constitution:

Se l’Italia è senza governo (in realtà è in carica il governo Monti) ha però un Parlamento che può già operare per cambiare il Paese.
If Italy is without a government (in reality the Monti government is in office) it still has a Parliament that can already operate to change the country.
Non è necessario un governo per una nuova legge elettorale o per avviare misure urgenti per le pmi o per i tagli delle Province.
It’s not necessary to have a government for a new electoral law or to get moving with the urgent measures for the Small and Medium Enterprises (SMEs) or to cut the Provinces.
Il Parlamento le può discutere e approvare se solo volesse sin da domani.
Parliament can discuss and approve things, starting from tomorrow if it really wants to.
Si fa passare l’idea che senza Governo il Paese è immobile, congelato, in balia dello spread, delle agenzie, ma si tace sul fatto che le leggi per le riforme possono essere discusse e approvate senza la necessità di un governo in carica.
People are conveying the idea that without a Government the country is immobile, frozen, at the mercy of the spread, of the agencies, but there’s silence in relation to the fact that laws for reform can be discussed and approved without the need for a government in office.
Anzi, si rallenta qualunque processo decisionale e operativo spostando sine die la istituzione delle Commissioni senza alcun motivo se non quello di attribuire in seguito i posti di presidenza ai trombati da cariche governative.
In fact, quite the opposite, any decision-making process and any actions are slowed down by shifting “sine die” the setting up of the Committees for no reason, unless it’s so that the the top jobs in the Committees can be assigned to those who failed to get a government position.
Si sottolinea in questi giorni che un mancato accordo con il pdmenoelle, il miglior amico di Berlusconi, impedirebbe la rimozione di quest’ultimo dalla scena politica.
It can be highlighted that in recent days the failure to reach an agreement with the PDminusL, the best friend of Berlusconi, would prevent the removal of Berlusconi from the political scene.
Se così è invito la cosiddetta opposizione a votare in aula l’ineleggibilità di Berlusconi, l’approvazione di una legge sul conflitto di interessi della cui assenza si gloriò Violante alla Camera, l’abolizione della legge Gasparri, la rinegoziazione delle frequenze nazionali generosamente concesse a Berlusconi da D’Alema nel 1999.
If that’s the case, I’m inviting the so-called Opposition to hold a vote in the House on Berlusconi’s ineligibility, the approval of a law on the conflict of interests whose absence so animated Violante in the Lower House, the abolition of the Gasparri law, the renegotiation of the national frequencies that were so generously conceded to Berlusconi by D’Alema in 1999.

Il Parlamento deve riprendere la sua centralità nella vita della Repubblica.
