Wind of Change at the European Economic and Social Committee
Vento di cambiamento al Comitato economico e sociale europeo

Europe must be more efficient, concrete and closer to its citizens.
L’Europa dev’essere più efficiente, concreta e vicina ai cittadini.

The President of the European Economic and Social Committee, Henri Malosse, turned his vision into action just three months after his election:
A soli tre mesi dalla sua elezione, il Presidente del Comitato economico e sociale europeo (CESE) Henri Malosse ha già tradotto in pratica la sua visione:

it transforms the EESC and presents a concrete action plan to the Commission.
trasformare il CESE e presentare un piano d’azione concreto alla Commissione.

>>> The Committee relies on the new powers conferred to it by the Lisbon Treaty, aimed at strengthening participatory democracy and civil dialogue.
Il CESE intende basarsi sui nuovi poteri conferitigli dal Trattato di Lisbona allo scopo di rafforzare la democrazia partecipativa e il dialogo civile.

Its Bureau met on Tuesday, July 9, and decided on a plan of major structural reforms.
L’Ufficio di presidenza del CESE, riunitosi lo scorso martedì 9 luglio, ha adottato un piano di riforma strutturale di ampia portata.

This reform of the working methods will have a major impact on the upstream decision making process. This will allow the Committee to adopt a mechanism of anticipation and identification of priorities in order to focus its work on real concerns in the field.
La riforma dei suoi metodi di lavoro, che avrà un forte impatto sulle fasi a monte del processo decisionale, consentirà al CESE di adottare un meccanismo di anticipazione e di individuazione delle priorità, concentrando così le sue attività sulle questioni che contano davvero.

But the EESC also wants to play a follow up role, in the context of the evaluation of the Community legislation.
Il CESE, però, vuole anche svolgere una funzione di follow-up, nel contesto della valutazione a posteriori della legislazione dell’Unione europea.

This is why the Observatories of the Committee will now concentrate their resources on the production of impact assessments and the EESC will soon be launching a study on the economic and social impact of the Services Directive.
Ed è per questo che gli osservatori del CESE concentreranno le loro risorse sull’elaborazione di valutazioni d’impatto, e il CESE avvierà tra breve uno studio sull’impatto economico e sociale della direttiva sui servizi.

The Committee will also be able to implement the concrete ideas it proposes; notably, a project is to be launched against food waste in the European Union.
Il CESE sarà anche in grado di dare attuazione alle idee concrete che esso propone, lanciando in particolare un progetto contro gli sprechi alimentari nell’Unione.

It is in this new context that the EESC adopted its contribution to the 2014 work program of the European Commission.
In questo nuovo contesto il CESE ha adottato il proprio contributo al programma di lavoro 2014 della Commissione europea.

Among the measures adopted, the Committee is requesting to develop projects related to citizens’ expectations:
Tra le misure proposte, il CESE chiede di realizzare progetti che corrispondano alle aspettative dei cittadini, più precisamente:

– a European action plan for learning based on existing good practice,
– un piano d’azione europeo per favorire l’apprendistato sulla base delle buone pratiche già in uso nell’UE,

– the creation of Social Eurobonds to finance enterprises or social projects,
– l’introduzione di eurobbligazioni sociali, che permetteranno di finanziare imprese o progetti con un orientamento sociale,

– a feasibility study of a European anti-poverty fund,
– uno studio per valutare la fattibilità di un fondo europeo contro la povertà,

– strengthening of the Small Business Act with innovative financial instruments for SMEs such as microfinance, crowdfunding or mezzanine financing.
– il rafforzamento dello Small Business Act grazie a nuovi strumenti finanziari a favore delle PMI come il microcredito, il finanziamento collettivo (crowdfunding) o il finanziamento mezzanino.
