Perché si esita a smantellare Equitalia, un sistema di riscossione coattiva che dal 2010 al 2012 ha cumulato perdite per 40 milioni mentre foraggia 8mila dipendenti che si dividono 500 milioni di euro soltanto in stipendi.
Why is there any hesitation in dismantling Equitalia, a system of enforced tax collection that accumulated losses of 40 million between 2010 and 2012 while footing a wage bill of 500 million euro to its 8 thousand employees.
La recente vicenda giudiziaria che coinvolge il commercialista Paolo Oliverio, il fiscalista dei potenti che pilotava i controlli di Equitalia, è l’ultimo, gravissimo, caso che apre uno squarcio sul verminaio di corruzione, rapporti illeciti e trame segrete che coinvolgono anche l’agenzia delle cartelle esattoriali.
The recent judicial happenings involving the accountant Paolo Oliverio, the tax consultant of the powerful who was giving directions about what checks were carried out by Equitalia, is the latest really serious case that is opening up a crack in the hell-hole of corruption, of illicit relationships and secret plots that even involved the tax collecting agency.
Insabbiare o pilotare le verifiche fiscali su imprenditori e grandi società effettuate dalla Fiamme Gialle e influire sull’attività degli ispettori di Equitalia dovrebbe far imbestialire i cittadini onesti che non dormono la notte (qualcuno arriva anche a gesti estremi) quando ricevono cartelle che non lasciano scampo.
To provide false evidence or to direct the investigations about the taxes paid by business people and large companies and carried out by the Fiamme Gialle finance police and influencing the activities of Equitalia’s tax inspectors should be considered outrageous by honest citizens who cannot sleep at night (and there are even those who find they are taking extreme measures) when they receive tax demands that leave them with no way out.

Inoltre, nella vicenda Oliverio, colpisce la facilità delle infiltrazioni mafiose nel sistema della riscossione (in questo caso si parla di ‘ndrangheta).
Furthermore, in relation to the Oliverio case, what is striking, is the ease with which the mafiosi have infiltrated the tax collection system (in this case it’s said to be the ‘ndrangheta).
Non sempre la magistratura è apparsa pronta quando si è trattato di mettere le mani nella melma delle iscrizioni a ruolo.
The magistracy has not always seemed ready to act when it’s a matter of handling the slime around those named on lists of official debtors.
Tempo fa fu subito archiviato un filone romano dell’indagine Mokbel/Phuncard su soggetti privi di incarichi in Equitalia o in società controllate che svolgevano attività di mediatori illegali con la complicità di alcuni dipendenti.
Some time ago, the Rome connection of the Mokbel/Phuncard investigation was shelved immediately and it was concerned with individuals who had no job within Equitalia or in any subsidiary company These people were carrying out illegal activities as mediators with the complicity of a few employees.
Nel 2010 notizie di stampa riferirono di vip del mondo dello spettacolo e dello sport che avrebbero ricevuto un trattamento di riguardo dall’agenzia della riscossione.
In 2010, news appearing in the press talked about VIPs in the world of show-business and of sport who were said to have received favourable treatment from the tax collection agency.
Ma anche stavolta la magistratura non batté ciglio.
But even then, the magistracy took no notice.
Alessio Villarosa, portavoce M5S Camera, chiese in un question time, a settembre scorso, al ministro Cancellieri “Se esistano i presupposti per l’esercizio dell’azione disciplinare, a fronte di quella che appare agli interroganti una scarsa efficienza della procura della Repubblica di Roma nell’indagare sul fenomeno gravissimo della sospensione illegale di cartelle esattoriali, cosa che comporta, tra l’altro, che le inchieste recenti su questa piaga sembrano procedere come monadi in moto browniano, senza la consapevolezza della presumibile estensione e gravità del fenomeno corruttivo di specie”.
Last September, at “question time” in the Lower House, M5S spokesperson, Alessio Villarosa, asked Minister Cancellieri “whether there are the necessary pre-conditions for taking disciplinary action in relation to what appears to the questioners to be a scarcity of efficiency by the State Prosecutor in Rome in investigating the really serious fact of tax demands being illegally suspended, as this is something that, among other things, the recent investigations into this disgrace seem to be going ahead at a snail’s pace without the awareness of the presumable extension and seriousness of the corruption phenomenon under discussion
La risposta di Cancellieri fu serafica: per lei non c’era stato assolutamente niente di anomalo.
Cancellieri’s response was sublime. For her, there was absolutely nothing anomalous.
Adesso, con il caso Oliviero, la misura è colma.
