Euro e eurobond
The Euro and Eurobonds

Il termine Eurobond è utilizzato per ipotetiche obbligazioni del debito pubblico dei Paesi dell’eurozona, emesse dalla UE, la cui solvibilità sia garantita da tutti i Paesi.
The term Eurobonds refers to suggested government bonds issued jointly by the eurozone nations. They would finance public debt and would be issued by the EU. Their value would be guaranteed by all the countries.

Il titolo pubblico in tal caso non sarebbe più nazionale, ma comunitario e il suo valore corrisponderebbe alla media dei valori delle economie della UE.
In that case, the bond would not relate to a particular nation, but to the whole eurozone community, and the value of the Eurobonds would correspond to the average value of the EU economies.

In sostanza si metterebbe in comune il debito oltre alla moneta.
Basically, not only would there be a common currency, there’d also be a common debt.

Euro + eurobond.
Euro + Eurobonds.

L’Eurobond sta stretto ai Paesi con le economie più forti, come la Germania e l’Olanda, ma aiuterebbe i Paesi in difficoltà, come i Piigs.
Eurobonds would be uncomfortable for the countries with the strongest economies, like Germany and the Netherlands, but it would help the countries in difficulty, like the PIIGS.

>>> Qualcuno perderebbe, altri guadagnerebbero, la UE nel suo complesso si rafforzerebbe.
Some would lose and some would gain. Overall the EU would be strengthened.

In passato, quando ogni Paese europeo aveva la sua moneta, la svalutazione di quest’ultima si rifletteva immediatamente sul valore dei suoi titoli.
In the past, when each European country had its own currency, the devaluation of the currency was immediately reflected in the value of its bonds.

Il titolo pubblico seguiva il corso dell’economia.
The value of the public bonds went up and down in parallel with the economy.

Chi avesse acquistato dei titoli italiani con il capitale rimborsato in lire, se la lira scendeva del 15%, il valore del suoi titoli diminuiva dello stesso valore.
Anyone who bought Italian bonds with the capital paid back in lire, found the value of their bonds went down by 15% if the value of the lira went down by 15%.

L’euro senza eurobond è una camicia di forza, euro e titoli vanno equiparati e l’emissione di eurobond è la soluzione.
The Euro without Eurobonds is like a straitjacket. The Euro and the bonds need to be comparable and the issuing of Eurobonds is the solution.

Dell’Europa si parla spesso in termini di Comunità, il nome evoca una grande famiglia seduta a tavola mentre discute la sera della giornata trascorsa.
People often talk about Europe as a The word evokes a great big family sitting round a table in the evening while talking about what’s happened during the day that’s just gone by.

In una Comunità ci si aiuta a vicenda, se uno Stato è in difficoltà non lo si abbandona al suo destino, come è successo per la Grecia.
In a community, everyone helps each other. If one State is in difficulty, it’s not abandoned, as has happened with Greece.

Ognuno si prende la sua parte di obblighi e di responsabilità.
Everybody has to accept their obligations and responsibilities.

L’eurobond è però visto come il diavolo da chi pensa di rimanere nella UE, goderne dei benefici, ma non assumersi degli obblighi.
However, Eurobonds are seen as diabolical by those who are thinking of staying in the EU, taking advantage of the benefits, but not accepting the responsibilities.

Il valore di un titolo pubblico corrisponde grosso modo al valore dell’economia del Paese nel momento in cui lo emette.
The value of public bonds has a rough correspondence with the value of that country’s economy when the bonds are issued.

L’economia può cambiare.
The economy can change.

Il Paese può entrare in crisi, il titolo scendere di valore reale.
The country can experience a crisis and the real value of the bonds can go down.

Con l’euro, senza la possibilità di svalutazione, senza sovranità monetaria, questo non avviene.
With the Euro, without the possibility of devaluation, without monetary sovereignty, this cannot happen.

Il titolo emesso mantiene il suo valore iniziale anche se l’economia del Paese tracolla.
Any bond that’s issued, keeps its initial value even if the economy of the country collapses.

Chi dovesse vendere oggi titoli pubblici italiani comprati qualche anno fa ne ricaverebbe dal cosiddetto mercato secondario non più dell’80% del capitale iniziale.
Today, someone who purchased Italian public bonds a few years ago, if they wanted to sell them on the so-called secondary market today, they wouldn’t get more than 80% of their initial capital investment.

I titoli pubblici, prima dell’euro, erano equiparabili ai titoli azionari.
Before the existence of the Euro, public bonds were comparable to shares.

Se qualche sventurato avesse comprato 5/10 anni fa titoli Telecom o Seat si metterebbe in lutto, ma non potrebbe pretendere di essere rimborsato del valore iniziale.
If, 5 or 10 years ago, some unfortunate person bought shares in Telecom or Seat, they would dress in sackcloth and ashes, but they wouldn’t insist on getting back the initial sum invested.

L’eurobond è la soluzione per non uscire dall’euro.
Eurobonds are the solution for not leaving the Euro.

La Germania non li vuole?
Germany doesn’t want them?

Esca lei dall’euro.
Let Germany leave the Euro.
