Commission proposes a governance framework for the Budgetary Instrument for Convergence and Competitiveness

Building on the vision set out in the Five Presidents’ Report of June 2015, the Commission’s Communication on the Deepening of the Economic and Monetary Union of 12 June 2019 and the guidance by the Euro Summit of 21 June 2019, the European Commission today proposes a governance framework for the Budgetary Instrument for Convergence and Competitiveness.
Sulla base della visione delineata nella relazione dei cinque presidenti del giugno 2015, della comunicazione della Commissione sull’approfondimento dell’Unione economica e monetaria del 12 giugno 2019 e degli orientamenti del Vertice euro del 21 giugno 2019, oggi la Commissione europea propone un quadro di governance per lo strumento di bilancio per la convergenza e la competitività.

The instrument will help euro area Member States and other participating Member States to enhance the resilience of their economies and of the euro area through support to targeted reforms and investment.
Lo strumento aiuterà gli Stati membri della zona euro e gli altri Stati membri partecipanti ad aumentare la resilienza delle loro economie e della zona euro attraverso il sostegno a riforme e investimenti mirati.

The Eurogroup has already defined the main features of the Budgetary Instrument for Convergence and Competitiveness.
L’Eurogruppo ha già definito le caratteristiche principali dello strumento di bilancio per la convergenza e la competitività.

Today, the Commission puts forward a proposal to organise the instrument’s governance:

it sets out a framework for providing strategic orientations for reforms and investment to be supported by the new budgetary instrument in line with the overall economic policy coordination framework of the EU (the European Semester) and other EU policy instruments.
stabilisce un quadro per fornire orientamenti strategici per le riforme e gli investimenti che dovranno essere sostenuti dal nuovo strumento di bilancio in linea con il quadro di riferimento complessivo dell’UE per il coordinamento delle politiche economiche (il semestre europeo) e con altri strumenti politici dell’UE.

Under today’s proposal, the Council, following discussions in the Eurogroup, will each year set strategic orientations on reforms and investment priorities for the euro area as a whole.
La proposta odierna prevede che il Consiglio, a seguito di discussioni in seno all’Eurogruppo, definisca ogni anno orientamenti strategici sulle riforme e le priorità di investimento per l’intera zona euro.

Later on, the Council will also adopt a Recommendation with country-specific guidance addressed to each euro area Member State on reforms and investment to be supported under the instrument.
Successivamente il Consiglio adotterà inoltre una raccomandazione con orientamenti specifici per paese rivolta a ciascuno Stato membro della zona euro per quanto concerne le riforme e gli investimenti da sostenere nell’ambito dello strumento.

Both steps will be fully embedded in, and consistent with, the steps and guidance foreseen under the European Semester.
Entrambe le fasi saranno pienamente integrate e coerenti con le fasi e gli orientamenti previsti nel quadro del semestre europeo.

The implementation of the instrument will be aligned with the timeline of the Semester.
L’attuazione dello strumento sarà allineata con il calendario del semestre.

It will also be consistent with and provide synergies with other policies for investment, such as EU cohesion policy funds, the Connecting Europe Facility and InvestEU.
Questo strumento sarà inoltre coerente e sinergico con altre politiche per gli investimenti, come i fondi della politica di coesione dell’UE, il meccanismo per collegare l’Europa e InvestEU.

Non-euro area Member States participating in the Exchange Rate Mechanism II will be able to participate in the budgetary instrument on a voluntary basis.
Gli Stati membri non appartenenti alla zona euro che partecipano al meccanismo di cambio II potranno partecipare allo strumento di bilancio su base volontaria.

For this, appropriate arrangements should be developed consistent with today’s proposal.

In particular, the new framework will enable euro area Member States to:
In particolare, il nuovo quadro consentirà agli Stati membri della zona euro di:

i. set strategic orientations for reforms and investment priorities in the euro area (as part of the euro area recommendation);
i. fissare orientamenti strategici per le riforme e le priorità di investimento nella zona euro (nell’ambito della raccomandazione per la zona euro);

ii. provide country-specific guidance in relation to reform and investment objectives, to be adopted in parallel with the country-specific recommendations;
ii. fornire orientamenti specifici per paese in relazione alle riforme e agli obiettivi di investimento, da adottare parallelamente alle raccomandazioni specifiche per paese;

iii. receive information from the Commission on how euro area Member States have followed up on previous strategic orientations;

The Budgetary Instrument for Convergence and Competitiveness will be created within the proposal for the Reform Support Programme.
Lo strumento di bilancio per la convergenza e la competitività sarà istituito nell’ambito della proposta relativa al programma di sostegno alle riforme.

The budgetary instrument is planned to be part of the Union’s budget and its size will be determined in the context of the negotiations on EU’s next long-term budget for 2021-2027.
Lo strumento di bilancio dovrebbe far parte del bilancio dell’Unione e la sua entità sarà determinata nel contesto dei negoziati sul prossimo bilancio a lungo termine dell’UE per il periodo 2021-2027.

The Commission’s proposal for a Reform Support Programme of May 2018 has been the basis for discussions on a Budgetary Instrument for Convergence and Competitiveness for the euro area.
La proposta della Commissione relativa a un programma di sostegno alle riforme del maggio 2018 costituisce la base delle discussioni su uno strumento di bilancio per la convergenza e la competitività della zona euro.

Anchored within the EU budget, this instrument will support euro area Member States in their targeted packages of reforms and investment.
Questo strumento, ancorato al bilancio dell’UE, sosterrà gli Stati membri della zona euro nei loro pacchetti mirati di riforme e investimenti.

At the Euro Summit of 14 December 2018, the Heads of State or Government mandated the Eurogroup to work on the design, modalities of implementation and timing of a Budgetary Instrument for Convergence and Competitiveness for the euro area.
In occasione del Vertice euro del 14 dicembre 2018, i capi di Stato o di governo hanno incaricato l’Eurogruppo di lavorare all’elaborazione, alle modalità di esecuzione e alle tempistiche di uno strumento di bilancio per la convergenza e la competitività della zona euro.

The instrument is to be part of the Union budget and set up by amending the Commission legislative proposal for a Reform Support Programme if necessary.
Lo strumento farà parte del bilancio dell’Unione e sarà istituito modificando la proposta legislativa della Commissione relativa a un programma di sostegno alle riforme, se necessario.

The Euro Summit also indicated that the instrument should be subject to criteria and strategic guidance from the euro area Member States.
Il Vertice euro ha inoltre indicato che lo strumento dovrebbe essere assoggettato ai criteri e agli orientamenti strategici forniti dagli Stati membri della zona euro.

Based on the main features agreed in a term sheet by the Eurogroup and endorsed by the June Euro Summit, the objective of the Budgetary Instrument for Convergence and Competitiveness will be to support combined structural reforms and investments in euro area Member States with the aim to strengthen potential growth and to enhance the resilience and adjustment capacity of euro area economies.
Sulla base delle principali caratteristiche che sono state concordate dall’Eurogruppo nelle modalità di funzionamento per lo strumento di bilancio per la convergenza e la competitività e sono state approvate dal Vertice euro di giugno, l’obiettivo dello strumento sarà sostenere insieme riforme strutturali e investimenti negli Stati membri della zona euro allo scopo di rafforzare la crescita potenziale e di aumentare la resilienza e la capacità di aggiustamento delle economie della zona euro.

It will be complementary to existing EU funds.
Lo strumento sarà complementare ai fondi UE esistenti.

As set out in the term sheet, euro area Member States will submit, on a voluntary basis, duly substantiated and coherent proposals for reform and investment packages, which will be assessed by the Commission based on transparent criteria.
Come indicato nelle modalità di funzionamento, gli Stati membri della zona euro presenteranno, su base volontaria, proposte di pacchetti di riforme e investimenti debitamente giustificati e coerenti, che saranno valutati dalla Commissione sulla base di criteri trasparenti.

Financial support would be made available in instalments subject to achieving agreed milestones.
Il sostegno finanziario verrebbe fornito in forma di rate soggette al conseguimento di obiettivi prestabiliti.

The euro area Member States meeting within the Council, the Eurogroup and the Euro Summit would provide strategic orientation and guidance as part of the Council recommendation on the economic policy of the euro area.
Gli Stati membri della zona euro riuniti in sede di Consiglio, di Eurogruppo e di Vertice euro fornirebbero orientamenti strategici in linea con la raccomandazione del Consiglio sulla politica economica della zona euro.
