EU budget 2021-2027: Time to decide
Bilancio dell’UE 2021-2027: il momento di decidere
Ahead of the European Council meeting on 17 and 18 October, the European Commission calls on EU Heads of State or Government to provide political guidance and new impetus to the negotiations in order to reach an agreement on a fair, balanced and modern long-term EU budget for the period 2021-2027 before the end of this year.
In vista della riunione del Consiglio europeo del 17 e 18 ottobre la Commissione europea esorta i capi di Stato o di governo dell’UE a indicare la direzione politica e imprimere nuovo slancio ai negoziati, così da permettere il raggiungimento entro l’anno di un accordo su un bilancio a lungo termine dell’UE equo, equilibrato e moderno per il periodo 2021-2027.
The next multiannual financial framework (MFF) should be fit for the challenges of today and tomorrow so it can enable the EU delivering on the expectations of citizens.
Con un prossimo quadro finanziario pluriennale (QFP) consono alle sfide di oggi e di domani l’UE sarà in grado di rispondere alle aspettative dei cittadini.
In a Communication published today, the European Commission outlines the main points that need consideration and a clear steer by EU Leaders in order to reach a swift agreement.
Nella comunicazione odierna la Commissione europea rileva i principali punti che, se si vuole giungere a un accordo in tempi brevi, implicano un intervento dei leader dell’UE sotto forma di esame e indicazione chiara della direzione da seguire.
These include:

– the overall level of funding to match the Union’s shared priorities;
– l’entità delle risorse finanziarie complessive necessarie per concretare le priorità comuni dell’Unione;
– a modern budget with the right balance between policies and a strong focus on EU added value;
– un bilancio moderno che ponga nel giusto equilibrio le politiche e s’imperni saldamente sul valore aggiunto europeo;
– a more transparent approach to financing the EU budget and the introduction of new sources of revenue to support priorities and reduce the burden on national contributions; and
– un approccio più trasparente al finanziamento del bilancio dell’UE, con l’introduzione di nuove fonti di entrate per sostenere le priorità e alleviare l’onere che grava sui contributi nazionali;
– a greater policy coherence, through a closer link between funding and policy priorities and through stronger tools for protecting the EU budget from rule of law deficiencies
– una maggiore coerenza politica grazie a un legame più saldo tra finanziamenti e priorità politiche e al potenziamento degli strumenti di tutela del bilancio dell’UE dalle carenze nello Stato di diritto.
Strategic decisions on these elements should help advance the ongoing negotiations on the EU’s next long-term budget in view of an agreement by the end of the year – as agreed by EU leaders in June.
Una decisione strategica su questi elementi dovrebbe dare impulso ai negoziati in corso sul prossimo bilancio a lungo termine dell’UE ai fini del raggiungimento di un accordo entro l’anno, come concordato dai leader dell’UE a giugno.

In May and June 2018, the Commission put forward a proposal for a new and modern long-term budget, tightly geared to the Union’s priorities, including the legislative proposals for the 37 sectoral programmes.
A maggio e giugno del 2018 la Commissione ha presentato una proposta di bilancio a lungo termine nuovo e moderno, rigorosamente orientato alle priorità dell’Unione, corredandola delle proposte legislative per i 37 programmi settoriali.
On that basis, a lot of work has already been done in both the European Parliament and the Council.

Today the Union of 27 invests 1.16% of EU 27 GNI, including the European Development Fund.

The proposed budget is therefore already smaller compared to the current one.

If the EU budget is reduced further, this would make it difficult for the Union to deliver on its priorities and to provide the much needed support to its farmers, students, researchers, and hundreds of thousands of other beneficiaries of the EU budget.

Today, some of the EU’s richest Member States get reductions from their contributions to the EU budget – also known as rebates – and as a result pay least compared to their gross national income per capita (see Annex).
Attualmente alcuni degli Stati membri più ricchi dell’UE ottengono sconti sui contributi che sarebbero tenuti a versare al bilancio dell’UE (le famose “correzioni a favore”) e pagano quindi meno in rapporto al reddito nazionale lordo pro capite (cfr. allegato).
The departure of the United Kingdom – because of which the system of rebates was introduced back in 1984 – gives an opportunity to reform the revenue side of the EU budget and address a system that has become opaque and distorted.

This is also a moment to look at new sources of revenue to the EU budget, that are more closely linked to the EU policy priorities.

Possible sources include revenue from the Emissions Trading System or contributions based on non-recycled plastic.

In its proposal for the EU’s long-term budget, the Commission has proposed a new balance between the policy areas funded by the EU budget.

While cohesion policy and the Common Agricultural Policy continue to play a vital role in shaping Europe’s future, they are being modernised in line with the new priorities.

At the same time, more money goes to key policy areas such as:

On 2 May 2018, the Commission put forward a proposal for a fair, balanced and modern budget to deliver on Europe’s priorities as set out by Leaders in Bratislava in 2016 and in Rome in 2017.
Il 2 maggio 2018 la Commissione ha presentato una proposta di bilancio equo, equilibrato e moderno per realizzare le priorità dell’Europa indicate dai leader dell’UE a Bratislava nel 2016 e a Roma nel 2017.
That proposal was immediately followed by legislative proposals for the 37 sectoral programmes forming part of the future long-term budget.
Alla proposta hanno fatto immediatamente seguito le proposte legislative dei 37 programmi settoriali che rientrano nel futuro bilancio a lungo termine.
Since then, the Commission has worked hand in hand with the rotating Presidencies of the Council, and in close collaboration with the European Parliament, to take the negotiations forward.
Da allora la Commissione si è adoperata per far avanzare i negoziati, lavorando insieme alle diverse presidenze di turno del Consiglio e in stretta collaborazione con il Parlamento europeo.
In line with the conclusions from the European Council meeting of 20 and 21 June 2019, an agreement should be reached before the end of the year.

The Commission shares the firm believe that sticking to this timeline is essential, for the hundreds of thousands of students, farmers and researchers across Europe, as well as everybody else who benefits from the EU budget.
