Letter from the M5S to Minister Orlando calling for an Anti-Corruption Law
“Egr. Ministro della Giustizia Andrea Orlando,
Dear Minister of Justice, Andrea Orlando,
i gravissimi fatti emersi in queste settimane dimostrano l’esistenza di un sistema di corruzione radicato e consolidato nella politica italiana.
The really serious situations that have come to light in the last few weeks demonstrate the existence of a system of corruption that is rooted and consolidated in Italian politics.
Un sistema che si alimenta soprattutto degli appalti relativi alle grandi opere ma anche di tutti gli appalti in deroga alle normali procedure:
A system that is mainly financed via the contracts for the big public works projects that bypass the normal competition procedures:
un sistema che coinvolge personaggi che spesso ricoprono ruoli-chiave nelle istituzioni italiane.
a system that involves people holding key positions in the Italian establishment.
>>> La corruzione è purtroppo connaturata al sistema politico ed imprenditoriale italiano.
Unfortunately, corruption is ingrained in the political and entrepreneurial systems in Italy.
Non servono rimedi straordinari bensì un intervento organico e studiato appositamente.
We don’t need extraordinary remedies, but we do need a coherent and carefully designed intervention.
C’è una vera e propria voragine di corruzione che risucchia i soldi degli italiani:
There’s a real abyss of corruption that sucks up the money from the people of Italy.
la corruzione costa al nostro Paese circa 60 miliardi di euro l’anno, come sottolineato dal presidente della Corte di conti, Luigi Giampaolino, nel 2012.
Corruption costs our country about 60 billion euro a year, as was pointed out by the president of the Court of Accounts, Luigi Giampaolino, in 2012.
I cittadini italiani hanno bisogno di sapere che i fondi pubblici non vadano a finire nelle tasche di ladri e faccendieri.
Italian citizens need to know that public money is not ending up in the pockets of thieves and wheeler-dealers.
Il MoVimento 5 Stelle ha già depositato in Parlamento un pacchetto anticorruzione sin da Giugno 2013 ed è anche riuscito ad ottenere una accelerazione della discussione al Senato.
The 5 Star MoVement has already presented an anti-corruption package to Parliament. This was done in June 2013 and it has even succeeded in getting an acceleration of the discussion in the Senate.
Purtroppo, l’annuncio del disegno di legge del Governo, così come prospettato dal ministro Boschi, ha bloccato la discussione al Senato e rischia di compromettere il raggiungimento immediato di un risultato ottenibile subito e non più rinviabile.
Unfortunately, the announcement of a government draft law, as mentioned by Ministro Boschi, has blocked the discussion in the Senate and is putting at risk the chance of getting an immediate result that is needed now and this is something that cannot be put off to a later date.
Abbiamo ora la possibilità di trasformare le parole in fatti con una controffensiva senza precedenti all’illegalità.
We now have the possibility of turning words into actions with an unprecedented attack on law breaking.
Noi siamo pronti a farlo.
We are ready to do this.
Le nostre proposte sono già depositate e quindi chiediamo un confronto sui contenuti e, nel giro di due settimane, il Parlamento deve dare una risposta di legalità ai cittadini.
Our proposals have already been presented and we are thus asking for a comparison of the content and within two weeks, Parliament must give a response to the citizens on the topic of the rule of law.
In questo senso, Le chiediamo ufficialmente un incontro pubblico nella giornata di domani.
We are thus making an official request for a public meeting some time tomorrow.
Il Movimento 5 Stelle vuole portare all’attenzione del Governo un pacchetto anticorruzione fatto di norme chiare, dure ed efficaci su cui è fondamentale confrontarci.
The 5 Star MoVement wants to draw the attention of the Government to an anti-corruption package made up of clear regulations, that are strict and effective, and it is vital that we have a discussion on this package.
Si tratta di norme che riguardano elementi imprescindibili:
We are talking about regulations that relate to essential elements:
1) Falso in bilancio;
1) Fraudulent corporate accounting practices;
2) Autoriciclaggio e riciclaggio;
2) Money laundering by the protagonist or by using third parties;
3) Inasprimento pene per reati contro la p.a.;
3) Increasing the severity of the punishment for offences against the public administration;
4) Prescrizione;
4) Statute of Limitations;
5) Inasprimento pene per reati finanziari e societari;
5) Increasing the severity of the punishment for financial and corporate offences;
6) Conflitto di interessi

La lotta alla corruzione, che vuol dire lotta per l’onestà, la legalità, la trasparenza, è la migliore occasione per dimostrarlo.
The battle against corruption, that translates into a battle for honesty, for the rule of law, and for transparency, is the best opportunity to demonstrate this.
Occorre ridare al Parlamento la possibilità di affrontare velocemente l’emergenza corruzione.
Parliament needs to be given back the opportunity to swiftly tackle the emergency we are facing in dealing with corruption.
