There are three interpretation services in the EU:
Nell’UE esistono tre servizi d’interpretazione:
the European Commission’s DG Interpretation, the European Parliament’s DG Interpretation(both in Brussels) and the Interpretation service of the Court of Justice in Luxembourg.
DG Interpretazione della Commissione europea, DG Interpretazione del Parlamento europeo, entrambe con sede a Bruxelles e Servizio interpretazione della Corte di giustizia con sede a Lussemburgo.
Apart from meetings of the European Commission, the Commission’s DG Interpretation supplies interpreters for meetings of the European Council, of the Council of the European Union, of the Committee of Regions(along with the European Parliament’s DG Interpretation), of the European Economic and Social Committee, of the European Investment Bank and of the agencies and offices located in the member states. It also organises conferences for the Commission(about 40 events a year).
Oltre alle riunioni della Commissione europea, la DG Interpretazione della Commissione fornisce gli interpreti per le riunioni del Consiglio europeo, del Consiglio dell’Unione europea, del Comitato delle Regioni congiuntamente alla DG Interpretazione del Parlamento europeo, del Comitato economico e sociale europeo, della Banca europea per gli investimenti e delle agenzie e uffici presenti negli Stati membri e fornisce un servizio di organizzazione di conferenze alla Commissione (circa 40 eventi all’anno).
The European Parliament’s DG Interpretation provides an interpretation service for meetings of the Parliament, the Committee of the Regions(along with the Commission’s DG Interpretation),the Court of Auditors and the Commission departments located in Luxembourg.
La DG Interpretazione del Parlamento europeo fornisce un servizio d’interpretazione per le riunioni del Parlamento, del Comitato delle Regioni congiuntamente alla DG Interpretazione della Commissione, della Corte dei Conti e dei servizi della Commissione con sede a Lussemburgo.
The Interpretation Directorate of the EU Court of Justice provides all three courts – the Court of Justice, the General Court and the EU Civil Service Tribunal – with an interpretation service at hearings, conferences and all other public events organized by the institution.
La Direzione dell’interpretazione della Corte di giustizia dell’UE mette a disposizione delle tre giurisdizioni – Corte di giustizia, Tribunale e Tribunale della funzione pubblica – un servizio d’interpretazione in occasione delle udienze, delle conferenze e di ogni altro evento pubblico organizzati in seno all’istituzione.
Why are all these languages important?
Perché sono importanti tutte queste lingue?

Today interpreters from all 27 member states enable all participants at various meetings to communicate in all 23 official languages of the EU.

Such multilingualism is unique in the world: enabling everyone to speak his own language around the same table is a fundamental component of democratic legitimacy in the decision-making process of the European Union.

There should be no obstacles to understanding and expressing ideas.

What is conference interpreting?
Che cos’è l’interpretazione di conferenza?
Conference interpreting is purely oral: it is about conveying a message from one language to another, naturally and fluently, adopting the tone of the speaker and speaking on his behalf in the first person.
L’interpretazione di conferenza si situa esclusivamente nell’ambito della comunicazione orale e consiste nel trasporre un messaggio da una lingua ad un’altra, con naturalezza e fluidità, adottando il tono dell’oratore, a nome del quale ci si esprime in prima persona.
Interpreting should not be confused with translating, which has to do with written texts.
L’interpretazione non va confusa con la traduzione, che riguarda i testi scritti.
International conferences are attended by people of different horizons and cultures who speak different languages.
Il pubblico delle conferenze internazionali è formato da persone provenienti da orizzonti e culture differenti, che si esprimono in lingue diverse.
The interpreter’s task is to enable them to communicate, not by translating every word but by conveying the ideas expressed.
Il lavoro dell’interprete consiste nel permetter loro di comunicare, non traducendo ogni singola parola, bensì trasmettendo le idee espresse.
What interpreting techniques are there?
Quali sono le tecniche di interpretazione?
There are two main techniques.
Vi sono due tecniche principali.
In consecutive interpreting, the interpreter notes the content of the speech and then renders it in another language as soon as the speaker has finished.
Nell’interpretazione consecutiva, l’interprete prende nota del contenuto del discorso di un oratore e lo rende poi in un’altra lingua, non appena l’oratore ha concluso il proprio intervento.
In simultaneous interpreting, which takes up more than 90% of an interpreter’s time, the interpreter listens to the speaker and simultaneously renders the speech in another language ,following the rhythm of the speaker.
Nell’interpretazione simultanea, che costituisce oltre il 90% dell’attività degli interpreti, l’interprete ascolta l’oratore e contemporaneamente traspone il discorso in un’altra lingua, seguendo il ritmo dell’oratore.
Here meeting rooms need to be equipped with sound-proofed booths and equipment for sound amplification, transmission and recording.
Questa modalità di interpretazione rende necessario il ricorso a sale di riunione dotate di cabine isolate acusticamente per consentire il lavoro degli interpreti, nonché di un’apparecchiatura per l’amplificazione, la trasmissione e la registrazione del suono.
How is interpreting organized?
Com’è organizzato il lavoro di interpretazione?
Every day the institutions’ interpretation services provide interpreters for about 80-100 meetings organized at headquarters(Brussels, Luxembourg and Strasbourg) and on external assignments.
Ogni giorno i servizi d’interpretazione delle Istituzioni mettono a disposizione interpreti per le circa 80 – 100 riunioni organizzate nelle sedi di lavoro (Bruxelles, Lussemburgo, Strasburgo) e in missioni fuori sede.
Language arrangements vary considerably, ranging from consecutive interpreting between 2 languages( for which only one interpreter is required) to simultaneous interpreting from and into 23 languages (for which at least 69 interpreters are required)
L’organizzazione linguistica di queste riunioni varia in modo considerevole: dall’interpretazione consecutiva tra due lingue, per la quale è richiesto un solo interprete, all’interpretazione simultanea da e verso 23 lingue o più , che richiede almeno 69 interpreti.
Every day the interpretation services employ more than 1000 interpreters:

about half are on the staff;

The institutions have very different needs.

The Court of Justice has a language regime which is unique for a court since any of the 23 languages may be the language of the court proceedings.

The number of languages requested may vary according to the language in which the case is heard, the interpretation requirements of the judges, the language of the member state taking part in the oral proceedings as well as the possible presence of visitors.

It is worth noting too that French is the language traditionally used by all three courts in their deliberations and in the wording of the rulings. All interpreters working for the Court therefore need to have French in their language combination.
Va ricordato inoltre che, per tradizione, il francese è la lingua usata dalle tre giurisdizioni nelle loro deliberazioni e nella stesura delle sentenze ed è essenziale che compaia nella combinazione linguistica di ogni interprete che lavori per l’istituzione.
Who are conference interpreters?
Chi sono gli interpreti di conferenza?
Interpretation services employ two categories of interpreters: staff interpreters and freelances.
I servizi d’interpretazione impiegano due categorie d’interpreti: interpreti di ruolo e interpreti freelance.
The former are recruited permanently by one of the three interpretation services after passing a competition.
Gli interpreti di ruolo sono assunti in modo permanente dopo aver superato un concorso da uno dei tre servizi d’interpretazione.
Freelances are self-employed and are recruited according to need.
Gli interpreti freelance sono liberi professionisti e sono ingaggiati in funzione delle necessità.
They need to pass an accreditation test to be able to work for the institutions.

It is often thought that to become an interpreter you need to speak 6 or 7 languages fluently.

But this is a myth: most conference interpreters work exclusively into their native language out of various working languages, of which they need to have an excellent understanding.
