EESC calls for cities to break the stranglehold of the car
Il CESE invita le città a ridurre la dipendenza dall’automobile
“Move it!”, the public event on urban mobility organised by the European Economic and Social Committee (EESC) drives home a well-known message:
Move it!, la manifestazione pubblica sulla mobilità urbana organizzata dal Comitato economico e sociale europeo (CESE), si fa portavoce di un ben noto messaggio:
private car use is excessive in many European cities, making it more urgent to find new ways of getting about in increasingly congested cities.
in molti paesi europei si fa un uso eccessivo delle auto private ed è quindi urgente trovare nuove alternative per spostarsi nelle città sempre più congestionate.
The event was launched today by President of the EESC Various Interests’ Group, Staffan Nilsson, the Vice-Presidents of the European Parliament, Isabelle Durand, and the European Commission, Siim Kallas, and the Mayor of Ixelles, Willy Decourty. The event, offering a wide range of activities built around an exhibition by a visionary Belgian architect, Luc Schuiten, aims to shake up our mobility habits.
L’evento, inaugurato oggi dal presidente del gruppo Attività diverse del CESE Staffan Nilsson, dai vicepresidenti del Parlamento europeo Isabelle Durant e della Commissione europea Siim Kallas, e dal sindaco di Ixelles Willy Decourty, propone un’ampia serie di attività che ruotano attorno a una mostra dell’architetto visionario belga Luc Schuiten e mira a scuotere le nostre abitudini in materia di mobilità.

Nel discorso di apertura, Staffan Nilsson ha richiamato l’attenzione sul ruolo del CESE, promotore di politiche lungimiranti e fonte di ispirazione per il futuro.
Irini Pari, EESC Vice-President said that the overwhelming dominance of the car in cities was clear evidence that we had failed to promote credible and efficient alternatives adequately.
Per Irini Pari, vicepresidente del CESE, il dominio incontrastato dell’automobile nelle città dimostra chiaramente che non siamo riusciti a promuovere in maniera adeguata alternative credibili ed efficienti.
“The paradigm, whereby the car is our first means of transport, must be reversed”, added János Tóth, President of the EESC Section for Transport, Energy, Infrastructure and the Information Society. He added that “the car must only be our mode of transport when public transport or “soft” means, such as walking or cycling, cannot meet our specific needs, and not the other way round”.
“Occorre rovesciare il paradigma secondo il quale l’automobile è il nostro primo mezzo di trasporto” – ha aggiunto János Tóth, presidente della sezione specializzata del CESE Trasporti, energia, infrastrutture, società dell’informazione – “dobbiamo ricorrere all’automobile solo quando i trasporti pubblici o la mobilità soft (spostamenti a piedi, in bicicletta, ecc.) non sono in grado di soddisfare le nostre esigenze specifiche e non viceversa”.
Echoing their views, Ms Isablle Durand, Vice-President of the European Parliament insisted on the need to continue actions aimed at making people realize that alternatives are within arm’s reach.
Isabelle Durant, vicepresidente del Parlamento europeo, facendo eco alle posizioni degli altri oratori, ha insistito sulla necessità di proseguire le azioni di sensibilizzazione per far capire alla gente che le alternative sono a portata di mano.
“People know that changes are necessary.
“Tutti sanno che i cambiamenti sono necessari.
Now they have to realize that they are possible”, she said.
Ora però devono anche rendersi conto che sono possibili”, ha spiegato.
Turning to the future, she warned that “new modes of mobility can only be effective if civil society, citizens and stakeholders have a role to play in designing them”.
E a proposito del futuro, ha avvertito che le “nuove forme di mobilità risulteranno efficaci solo se la società civile, i cittadini e le parti interessate parteciperanno alla loro progettazione”.
Siim Kallas warned against measures to discourage or reduce car use in cities without simultaneously providing adequate alternative means of transport.
Siim Kallas ha messo in guardia contro l’adozione di misure volte a scoraggiare o a ridurre l’utilizzo delle auto nelle città, senza che vengano contemporaneamente garantiti adeguati mezzi di trasporto alternativi.
“Any tools we come up with must not lose sight of the goal that they ultimately serve: better mobility”, said the Commissioner.
“Qualunque siano gli strumenti che metteremo a punto, non dovremo mai perdere di vista il loro obiettivo finale: una mobilità migliore” ha ricordato il commissario.
Referring to a paper on mobility that the European Commission is currently drafting, he said that the introduction of easily verifiable targets in terms of urban mobility must be borne in mind.
Facendo poi riferimento a un documento sulla mobilità che sta elaborando la Commissione europea, si è soffermato sull’opportunità di adottare obiettivi facilmente verificabili in termini di mobilità urbana.
In the same vein, Steffan Buffeteaut, President of the EESC’s Sustainable Development Observatory said that for people not to use their comfortable cars, an equally comfortable alternative must be at their disposal. “This alternative solution needs to be competitive, simple, comfortable and reliable”.
Nella stessa ottica, Stéphane Buffetaut, presidente dell’Osservatorio dello sviluppo sostenibile del CESE, ha osservato che per convincere le persone a rinunciare alla comodità delle proprie auto, dovranno essere messi a loro disposizione mezzi alternativi che garantiscano la stessa comodità e che siano anche “competitivi, semplici da utilizzare e affidabili”.

Move it!, che durerà quattro giorni, si svolge nel cuore di Bruxelles, la place Flagey, ed è un vero e proprio festival all’aperto dedicato a chiunque sia interessato alle tematiche della mobilità.
Until Wednesday you can take part in eco-driving simulations, visit an exhibition on the future of the cities by Luc Shuiten, a renowned Belgian architect, take a spin on an innovative electric bike and see what “driverless cars” look like.
Fino a mercoledì sarà possibile partecipare a simulazioni di guida ecologica, visitare la mostra sul futuro delle città del noto architetto belga Luc Schuiten, guidare una bicicletta elettrica innovativa e vedere come funziona un'”automobile senza conducente” (driverless car).
The event takes place just when the Brussels government has released its new Regional Mobility Plan, known as IRIS 2.
L’evento ha luogo in concomitanza con la presentazione da parte del governo della Regione Bruxelles capitale del suo nuovo piano di mobilità regionale IRIS 2.
Brussels, like many other big cities, is aiming to provide greener transport, reduce dependence on cars and turn the region into a healthier place to live.
Bruxelles, come molte altre grandi città, mira a fornire trasporti più verdi, ridurre la dipendenza dalle automobili e trasformare la regione in un posto più sano per vivere.
