Si sono liberate in anticipo dalle catene di Equitalia.
They liberated themselves from the chains of Equitalia in advance.
Sono diventate libere, umane, efficienti.
They have become free, humane and efficient.
Dal primo gennaio 2013 la legge 201/2011 prevede che i Comuni gestiscano da soli l’attività di riscossione.
From 01 January 2013, the law 201/2011 lays down that the towns must manage the task of gathering in taxes.
Perché aspettare?

Non c’è una sola buona ragione per affidarsi a Equitalia.
There is not a single good reason to entrust the task to Equitalia.
Il comune di Oristano ne è la dimostrazione.
The town of Oristano provides the proof of this.

The direct handling of taxes has brought both a saving on costs amounting to 150,000 euro (the town council that gathers its own taxes does not have to pay the commission to Equitalia), as well as an increase of 650,000 euro in the amount collected.
Meno costi, più ricavi.
Lower costs, higher receipts.
Non solo, anche più liquidità in cassa.
Not just that, they even have more liquidity in their coffers.
“Risorse immediatamente disponibili a differenza di quanto avveniva con la gestione Equitalia quando la liquidazione delle somme avveniva entro i due anni successivi all’emissione del ruolo”, da una nota del Comune di Oristano.
“Resources immediately available, unlike what happened with management by Equitalia when the settlement of the sums due took place within two years from the time the register was issued.”, from a note written by the local authority of Oristano.
Di fronte a questi dati la domanda è allora “A cosa è servita Equitalia in questi anni?
In the light of these figures, the question to ask is “What use has Equitalia been in all these years?
A che è servito un intermediario che si è frapposto tra i cittadini e gli enti?
What has been the use of an intermediary that has placed itself between the citizens and the institutions?
All’aumento dei tassi di interesse?
To increase interest rates?
Al pignoramento delle case?
To grab back the houses?
Alla lentezza amministrativa?”
To provide administrative slowness?
Oristano è un esempio, ma non è il solo, dell’inutilità del ricorso a Equitalia per l’ente che gli affida la riscossione dei tributi.
Oristano is an example, but it’s not the only one, of the uselessness of turning to Equitalia for the body that entrusts them with the task of collecting taxes.
Se cittadini e Comuni non traggono benefici da Equitalia perché continuare e, soprattutto, di chi è stata questa brillante idea di disintermediare i pagamenti a un ente terzo?
If citizens and towns are not getting any benefit from Equitalia why go on? And above all, whose was the brilliant idea to disintermediate the payments to a third party?
A che pro?
What’s the point?
Il Comune non è un ente impersonale, è sul territorio, conosce spesso il contribuente e le sue difficoltà.
The Town authorities are not an impersonal entity, they are in the territory. They often know the person paying taxes and they know the difficulties he has.
Può in caso di necessità di una famiglia indigente posporre, dilazionare, cancellare un pagamento.
If there’s a family that is very poor, they can, if needed, suggest spreading out the payments or even cancelling them.
Si chiama umanità.
That’s called humanity.
I Comuni dovrebbero accelerare l’uscita da Equitalia già nel 2012 e predisporsi per il gennaio 2013.
The towns should speed up the exit from Equitalia now in 2012 and get themselves ready for January 2013.
Equitalia non è responsabile, è un bersaglio.
Equitalia is not responsible, it’s a target.
I responsabili sono coloro che l’hanno istituita.
