The European Commission today gave a boost to transparency by committing to publishing information about who meets its political leaders and senior officials and to providing greater access to documents relating to the negotiations for a Transatlantic Trade and Investment Partnership (TTIP) with the United States.
La Commissione europea ha impresso oggi un forte impulso alla trasparenza impegnandosi a pubblicare i nomi delle persone incontrate dai suoi leader politici e alti funzionari e fornendo un accesso più ampio ai documenti relativi ai negoziati per il partenariato transatlantico su commercio e investimenti (TTIP) con gli Stati Uniti.

In its very first weeks in office, the Juncker Commission is making good on the President’s promise of a more open and transparent Commission, signalling a new approach for the next five years.
Nelle primissime settimane del suo mandato la Commissione europea sta adempiendo alla promessa del presidente Juncker di rendere la Commissione più aperta e trasparente, segnalando l’adozione di un nuovo approccio per i prossimi cinque anni.

European Commission President Jean-Claude Juncker said:

“We could do the best possible work but it will be worth nothing if we do not earn the support and trust of the citizens we are working for.
“Il nostro lavoro al servizio dei cittadini, anche se svolto in modo ottimale, non servirà a nulla se non conquistiamo il loro sostegno e la loro fiducia.

So let us be more transparent, because in fact we have nothing to hide.
Miglioriamo quindi la trasparenza, anche perché non abbiamo nulla da nascondere.

Transparency of meetings
La trasparenza delle riunioni

The Commission agreed on a common set of rules that will apply to Commissioners, their Cabinets, and the Directors-General of the Commission services.
La Commissione ha concordato una serie di norme comuni che si applicheranno ai Commissari, ai loro gabinetti e ai direttori generali dei servizi della Commissione.

From 1 December, the Commission will, within two weeks of each meeting, publish on its website the dates, locations, names of the organisations and self-employed individuals met and the topics of discussion of its bilateral meetings.
A decorrere dal 1º dicembre la Commissione pubblicherà sul suo sito web, entro due settimane da ogni riunione, le date, i luoghi e i nomi delle organizzazioni e dei liberi professionisti incontrati nonché gli argomenti discussi in sede di riunioni bilaterali.

European Commission First Vice-President Frans Timmermans said:

“For people to regain trust in Europe, we have to open the windows wide and be more transparent about the way we work.

It is just as important to enable citizens to know who we meet and why, as it is for the Commission to maintain an open and regular dialogue with stakeholders.
Consentire ai cittadini di sapere chi incontriamo e perché è tanto importante quanto lo è per la Commissione mantenere un dialogo aperto e costante con gli stakeholder.

The Commission intends to lead by example on transparency matters.”

The new rules adopted today are set out in two Commission Decisions, one covering the Commissioners and their Cabinet Members and a second covering Directors-General.
Le nuove norme adottate oggi sono contenute in due decisioni della Commissione, la prima riguardante i Commissari e i membri del loro gabinetto e la seconda i direttori generali.

Both will take effect as of 1 December 2014.
Entrambe avranno effetto a decorrere dal 1° dicembre 2014.

Today’s move will be followed, in 2015, by a Commission proposal for an interinstitutional agreement with the European Parliament and the Council to create a mandatory register for lobbyists covering all three institutions.
L’iniziativa odierna sarà seguita, nel 2015, da una proposta della Commissione su un accordo interistituzionale con il Parlamento europeo e il Consiglio volto a creare un registro obbligatorio dei lobbisti per le istituzioni.

Enhanced transparency in TTIP

The Commission also adopted a Communication from Commissioner Malmström outlining how more transparency will be injected into the negotiations on a Transatlantic Trade and Investment Partnership (TTIP).
La Commissione ha inoltre adottato una comunicazione della Commissaria Malmström, che delinea in che modo i negoziati per il partenariato transatlantico su commercio e investimenti (TTIP) saranno resi più trasparenti.

The Commission considers it vital to ensure that the general public has accurate and full information of the EU’s intentions in the negotiations, to address the concerns and to evacuate misperceptions.
La Commissione ritiene fondamentale garantire che il grande pubblico disponga di informazioni complete ed accurate sulle intenzioni dell’UE nell’ambito dei negoziati, al fine di rispondere alle preoccupazioni espresse e di fugare le percezioni errate.

We want to consult even more extensively on TTIP,” said Trade Commissioner Cecilia Malmström, “and be even more transparent, so we can show clearly what the negotiations are about and de-mystify them.
“Per quanto concerne il TTIP auspichiamo consultazioni ancora più ampie”, ha dichiarato Cecilia Malmström, Commissaria responsabile per il Commercio, “e una maggiore trasparenza per illustrare più chiaramente l’oggetto dei negoziati e demistificarli.

Actions put forth by the Commission to enhance transparency in the TTIP negotiations include:
Tra le azioni presentate dalla Commissione per accrescere la trasparenza nei negoziati TTIP figurano le seguenti:

– making public more EU negotiating texts that the Commission already shares with Member States and Parliament;
– rendere pubblico un maggior numero di testi negoziali dell’UE che la Commissione già condivide con gli Stati membri e il Parlamento;

– providing access to TTIP texts to all Members of the European Parliament (MEPs), not just a select few, by extending the use of a ‘reading room’ to those MEPs who had no access to restricted documents so far;
– fornire l’accesso ai testi del TTIP a tutti i membri del Parlamento europeo e non solo a un numero limitato di deputati, estendendo l’uso di una “sala di lettura” a coloro che finora non avevano accesso ai documenti riservati;

– classifying less TTIP negotiating documents as “EU restricted”, making them more easily accessible to MEPs outside the reading room;
– classificare meno documenti negoziali come “EU restricted”, rendendoli più facilmente accessibili ai deputati al di fuori della sala di lettura;

– publishing and updating on a regular basis a public list of TTIP documents shared with the European Parliament and the Council.

Background
Contesto

On 15 July 2014, President Juncker presented his Political Guidelines to the European Parliament and pledged enhanced transparency when it comes to contacts with stakeholders and lobbyists, saying:
Il 15 luglio 2014 il Presidente Juncker ha presentato i suoi orientamenti politici al Parlamento europeo e si è impegnato a favore di una maggiore trasparenza nei contatti con gli stakeholder e i lobbisti, affermando:

“I would like ordinary people in Europe to know who has been to see who, and who has spoken to whom, and I would like the other institutions to follow suit.”
“Vorrei che i cittadini europei sapessero chi ha ricevuto chi e chi ha parlato con chi e vorrei che le altre istituzioni seguissero il nostro esempio.”

In his speech before the European Parliament on 15 July, President Juncker also committed to operating transparently in the TTIP negotiations, saying:
Nel discorso tenuto il 15 luglio di fronte al Parlamento europeo il Presidente Juncker si è altresì impegnato ad agire in modo trasparente nell’ambito dei negoziati TTIP, dichiarando:

“Let us not give the impression that we are not being upfront, let us operate transparently and make the documents public.
“Non diamo l’impressione di nascondere qualcosa, lavoriamo nella trasparenza e rendiamo pubblici i documenti.”

This commitment to transparency was also underlined in the Mission letters President Juncker sent to the 27 Commissioners, and has been included in a Communication from the President to all Commission officials on the Working Methods of the new European Commission.
Tale impegno a favore della trasparenza è stato sottolineato anche nelle lettere d’incarico che il Presidente Juncker ha inviato ai 27 Commissari ed è stato incluso in una comunicazione del Presidente a tutti i funzionari della Commissione sui metodi di lavoro della nuova Commissione Europea.

The Communication states that “Commissioners, as a rule, must not meet organisations or self-employed individuals which are not in the Transparency Register.”
Nella comunicazione si afferma che “i Commissari, di norma, non devono incontrare organizzazioni o liberi professionisti che non figurano nel registro per la trasparenza.”
