A well-connected EU energy market where energy flows freely across borders and no Member State remains isolated from the EU energy networks is a pre-condition for creating a resilient Energy Union with a forward-looking climate policy.
Un mercato UE dell’energia ben collegato, in cui i flussi di energia possano scorrere liberamente attraverso le frontiere e in cui nessuno Stato membro rimanga isolato dalle reti energetiche dell’UE, è un prerequisito per la creazione di un’Unione dell’energia resiliente con politiche lungimiranti in materia di clima.

This will ensure secure, affordable and sustainable energy for all EU citizens and businesses.
In tal modo sarà possibile assicurare energia sicura, sostenibile e a prezzi accessibili a tutti i cittadini e a tutte le imprese dell’UE.

15 EU and Energy Community countries in the Central Eastern Europe and South East European regions have agreed to work together to accelerate the building of missing gas infrastructure links and to tackle the remaining technical and regulatory issues which hamper security of supply and the development of a fully integrated and competitive energy market in the region.
15 paesi dell’UE e della Comunità dell’energia dell’Europa centro-orientale e sud-orientale hanno deciso di collaborare per accelerare la costruzione dei collegamenti infrastrutturali mancanti nel settore del gas e per affrontare le restanti questioni tecniche e regolamentari che minacciano la sicurezza dell’approvvigionamento e ostacolano lo sviluppo di un mercato dell’energia pienamente integrato e concorrenziale nella regione.

The Memorandum of Understanding that formally launches this initiative was signed today in Dubrovnik.
Il memorandum di intesa, che dà formalmente avvio all’iniziativa, è stato firmato oggi a Dubrovnik.

By creating a stable regulatory and market framework, it will help improve the investment climate in the involved EU and Energy Community countries and territories.
La creazione di un quadro normativo e di mercato stabile contribuirà a migliorare il clima per gli investimenti nei paesi e nei territori partecipanti dell’UE e della Comunità dell’energia.

EU Commission Vice-President for Energy Union Maroš Šefcovic said:

“This region is very important for Europe, in particular when we look at security of energy supply.

The improvement of infrastructure through realistic and feasible projects is crucial to diversify energy resources and strengthen the region’s resilience to supply shocks.

Cooperation among the countries of the region is key in this regard.

I myself and the entire Commission support this process, notably in the framework of the European Energy Union Strategy.”

“Regional cooperation is a cornerstone of our work on closer integration of energy markets.

Therefore effective cooperation between the countries in Central Eastern and South-East Europe is key to ensuringsecure energy supplies and affordable prices for consumers in the region.
La cooperazione efficace tra i paesi dell’Europa centro-orientale e sud-orientale è pertanto fondamentale per assicurare un approvvigionamento energetico sicuro e prezzi accessibili per i consumatori della regione.

Whilst every country has to face its specific energy issues, addressing them together can offer cheaper and more effective solutions.”
Sebbene ogni paese debba far fronte a proprie specifiche questioni energetiche, affrontandole insieme è possibile trovare soluzioni più economiche e più efficaci.”

The joint work under the European Commission initiative on Central Eastern and South-Eastern European Gas Connectivity (CESEC) will not only focus on building new gas pipelines, but also on making the best use of existing infrastructure for example by allowing reverse flow.
Il lavoro congiunto nell’ambito dell’iniziativa della Commissione europea sull’interconnessione del gas in Europa centrale e sud-orientale (CESEC) sarà incentrato non solo sulla costruzione di nuovi gasdotti, ma anche sull’uso ottimale delle infrastrutture esistenti, ad esempio consentendo il flusso inverso.

A number of infrastructure projects, such as the Trans-Adriatic Pipeline (TAP), LNG terminal in Croatia and evacuation system, system reinforcement in Bulgaria and Romania, interconnectors between Greece and Bulgaria and between Serbia and Bulgaria, have been identified as top priorities in the Action Plan annexed to the Memorandum (see full project list).
Una serie di progetti infrastrutturali (quali il gasdotto transadriatico, il terminale GNL in Croazia e il sistema di evacuazione, il rafforzamento del sistema in Bulgaria e Romania, l’interconnettore tra la Grecia e la Bulgaria e tra la Serbia e la Bulgaria) sono indicati come priorità assolute nel piano di azione allegato al memorandum (vedasi l’elenco completo dei progetti).

They will help to diversify supply sources;
Essi contribuiranno a diversificare le fonti di approvvigionamento.

ultimately, each Member State in the region should have access to at least three different sources of gas.
Alla fine ciascuno Stato membro della regione dovrà avere accesso ad almeno tre fonti di gas diverse.

These priority projects will be closely monitored to ensure their timely and resource-efficient implementation.
Questi progetti prioritari saranno attentamente monitorati per assicurarne la realizzazione tempestiva ed efficiente sotto il profilo delle risorse.

It is also important that EU rules that foster fair competition between all market players are fully implemented in the region.
È anche importante che nella regione siano pienamente attuate le norme dell’UE miranti a promuovere pari condizioni di concorrenza tra tutti gli operatori di mercato.

In general, infrastructure projects should be financed by the market participants, but where necessary for their timely completion, the involvement of the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) will be considered by the CESEC countries.
Di norma, i progetti infrastrutturali dovrebbero essere finanziati dagli operatori di mercato, ma, se necessario per assicurarne il tempestivo completamento, i paesi CESEC potranno prendere in considerazione la partecipazione della Banca europea per gli investimenti (BEI) e della Banca europea per la ricostruzione e lo sviluppo (BERS).

Project promoters are also encouraged in particular to make use of the opportunities offered by the new European Fund for Strategic Investment (EFSI).
I promotori dei progetti sono inoltre incoraggiati, in particolare, a sfruttare le possibilità offerte dal nuovo Fondo europeo per gli investimenti strategici (FEIS).

The Memorandum of Understanding and its Action Plan were signed by EU Commission Vice-President Maroš Šefcovic and EU Commissioner Miguel Arias Cañete and by the Energy Ministers and their representatives from Austria, Bulgaria, Croatia, Greece, Hungary, Italy, Romania, Slovakia, Slovenia, Albania, Former Yugoslav Republic of Macedonia, Serbia and Ukraine (Bosnia and Herzegovina and Republic of Moldova will sign at a later stage).
Il memorandum di intesa e il relativo piano di azione sono stati firmati dal Vicepresidente della Commissione europea Maroš Šefcovic, dal Commissario europeo Miguel Arias Cañete e dai ministri dell’energia e rispettivi rappresentanti di Austria, Bulgaria, Croazia, Grecia, Ungheria, Italia, Romania, Slovacchia, Slovenia, Albania, ex Repubblica iugoslava di Macedonia, Serbia e Ucraina (Bosnia-Erzegovina e Moldova firmeranno in una fase successiva)

The signing took place in the context of the CESEC High Level Group, set up in February 2015 to boost natural gas diversification and market integration in the region.
La firma è avvenuta in sede di gruppo ad alto livello della CESEC, istituito nel febbraio 2015 per promuovere la diversificazione e l’integrazione dei mercati del gas naturale nella regione.

Timely implementation of infrastructure projects is particularly important in view of the vulnerable situation of Central and South-Eastern Europe, as demonstrated most recently by the European Energy Security Strategy and Stress Tests, conducted in 2014.

La realizzazione tempestiva dei progetti infrastrutturali assume particolare importanza, data la situazione di vulnerabilità dell’Europa centrale e sud-orientale, come dimostrato da ultimo dalla strategia europea in materia di sicurezza energetica e dalle relative prove di stress, condotte nel 2014.

Most countries in the Central and South-Eastern European region do not have access to a diversified gas supply.
La maggior parte dei paesi dell’Europa centrale e sud-orientale non hanno accesso a fonti diversificate di approvvigionamento di gas.

This is mainly due to missing infrastructure links to alternative gas sources or long-term supply contracts to a single supplier Other problems are the lack of competition in the region’s energy markets and the inefficient use of interconnections.
Questa situazione è dovuta principalmente alla mancanza di collegamenti infrastrutturali a fonti alternative di gas o alla conclusione di contratti di fornitura a lungo termine con un unico fornitore. Tra gli altri problemi del settore si possono citare l’assenza di concorrenza sui mercati locali dell’energia e l’uso inefficiente delle interconnessioni.
