EVOLVDSO supports DSOs to adapt to new energy reality
EVOLVDSO aiuta i DSO ad adattarsi alla nuova realtà energetica
The EVOLVDSO project will develop new tools for distribution system operators (DSOs) as their role evolves to adapt to a new energy reality.
Il progetto EVOLVDSO svilupperà nuovi strumenti per gli operatori del sistema di distribuzione (DSO) visto che il loro ruolo si evolve per adattarsi a una nuova realtà energetica.
As renewable energy gains a greater share in the energy mix and demand becomes increasingly pro-active, power systems and their mode of operation are under pressure to evolve.
Poiché le energie rinnovabili conquistano una quota maggiore nel mix energetico e la domanda diviene sempre più proattiva, i sistemi di alimentazione e il modo in cui essi funzionano sono spinti ad evolversi.
This new energy reality will force the 3 000 distribution system operators (DSOs) in Europe to take on new or extended roles in the future.
Questa nuova realtà energetica costringerà i 3 000 operatori del sistema di distribuzione (DSO) in Europa ad accettare dei ruoli nuovi o più ampi in futuro.
For the past two years, the EVOLVDSO has been exploring what shape these new roles might take under different future scenarios.
Negli ultimi due anni, il progetto EVOLVDSO ha studiato quale forma questi nuovi ruoli potrebbero assumere nell’ambito di differenti scenari futuri.
Based on this research, the team is developing tools required for the DSOs of the future taking into account factors such as changing distributed renewable energy sources (DRES) penetration levels, degrees of technological progress, and customer acceptance patterns.
Basandosi su questa ricerca, il team sta sviluppando gli strumenti necessari per i DSO del futuro prendendo in considerazione fattori quali i livelli di penetrazione delle variabili fonti energetiche rinnovabili distribuite (DRES), il grado di progresso tecnologico e i modelli di accettazione da parte dei clienti.
>>> According to EVOLVDSO’s findings, the increased management complexity of the future system demands that the DSO evolves from its former ‘fit and forget’ approach towards an ‘Active Distribution System Management’ approach.

Speaking at the EU Sustainable Energy Week conference earlier this month, Helena Gerard from project partner VITO elaborated on the roles that the team has already defined for DSOs:

one new role, four evolving roles and three extended roles.

The new role, Distribution Constraints Market Operator, comprises activities currently carried out by the transmission system operators (TSOs) such as contracting and activating flexibilities.
Il nuovo ruolo, Distribution Constraints Market Operator, comprende attività attualmente svolte dagli operatori del sistema di trasmissione (TSO) come quelle della stipula dei contratti e dell’attivazione di flessibilità.
An example of an evolving role, as defined by EVOLVDSO, is Smart Meter Operator which takes on the roll-out, maintenance and decommissioning of smart grid infrastructure.
Un esempio di un ruolo in evoluzione, come viene definito da EVOLVDSO, è lo Smart Meter Operator che si incarica di lancio, manutenzione e smantellamento dell’infrastruttura delle reti intelligenti.
Gerard noted, ‘The future DSO model will be an interactive one with interplay between the different roles and interaction with the authorities and regulators.’
Gerard ha sottolineato che “Il futuro modello del DSO sarà interattivo, con un’influenza reciproca tra i differenti ruoli e un’interazione con le autorità e gli enti regolatori.”
The new model brings new challenges, and not just for the DSOs:

for example, the current regulatory framework does not allow for DSOs to contract flexibility and there are questions with respect to neutrality to be addressed as well as opening up the potential to assign certain roles to third parties.’
ad esempio, l’attuale quadro normativo non consente ai DSO flessibilità del contratto e ci sono delle questioni da affrontare riguardanti la neutralità, oltre alla possibilità di consentire l’assegnazione di alcuni ruoli a terzi.”
The future scenarios already defined by the team will be used in the initial simulations and a real life demonstration and testing of the selected tools and methods.
I futuri scenari già definiti dal team verranno usati nelle simulazioni iniziali, in una dimostrazione nella vita reale e nel collaudo degli strumenti e metodi selezionati.
This will be followed by impact assessment and proposals for a regulatory framework and market structure.
Questo sarà seguito da una valutazione dell’impatto e da proposte per un quadro normativo e una struttura del mercato.
Finally, ahead of project completion in December 2016, the team will deliver recommendations for mass deployment and wider dissemination solutions.
Infine, prima della conclusione del progetto nel mese di dicembre del 2016, il team fornirà delle raccomandazioni per l’impiego di massa e soluzioni per una più ampia diffusione.
Marco Baron from project coordinator ENEL Distribuzione is confident that the project will deliver high level cost-benefit analysis for consumers and DSOs and facilitate and support energy markets with more distributed and renewable energy sources, empowering consumers to support the system in a cost-effective manner.
