Relocation and Resettlement: Increased efforts on resettlement and relocation must be sustained
Ricollocazione e reinsediamento: Serve un maggiore e prolungato impegno in termini di ricollocazione e reinsediamento

Today, the Commission adopted its latest progress report on the EU’s emergency relocation and resettlement schemes, assessing actions taken over the past month.

Oggi la Commissione ha adottato l’ultima relazione sui progressi compiuti per quanto riguarda i meccanismi di ricollocazione e di reinsediamento d’emergenza, valutando le azioni intraprese nell’ultimo mese.

Since the last report, Member States have significantly increased their efforts on resettlement as part of the implementation of the EU-Turkey Statement.
Dopo l’ultima relazione, gli Stati membri hanno notevolmente intensificato l’impegno per il reinsediamento nell’ambito dell’attuazione della dichiarazione UE-Turchia.

The number of relocations has increased to 2,280, with the rate having almost doubled since the Commission’s third report on 18 May.
Il numero delle ricollocazioni è salito a 2 280, con un ritmo quasi raddoppiato dal 18 maggio, quando è stata presentata la terza relazione della Commissione.

Despite these positive signs, progress is still too slow.

Our progress in genuinely breaking the smugglers’ business model will only be sustainable if a safe and legal channel is really open for asylum seekers.”

Resettlement
Reinsediamento

The number of resettlements from Turkey under the EU-Turkey Statement has continued to increase and is expected to be even further strengthened in the coming months as Member States finalise their assessments of files referred to them by Turkey, via the UNHCR.
Il numero di reinsediamenti dalla Turchia in base alla dichiarazione UE-Turchia è in costante aumento e dovrebbe registrare un’ulteriore crescita nei prossimi mesi, man mano che gli Stati membri completeranno le valutazioni dei casi ad essi attribuiti dalla Turchia attraverso l’UNHCR.

Since 4 April 2016, 511 Syrians have been resettled from Turkey to the EU, including 330 since the last report, and the number of Member States actively participating in the scheme has increased.
Dal 4 aprile 2016 sono stati reinsediati dalla Turchia nell’UE 511 siriani, di cui 330 dopo l’ultima relazione, e il numero degli Stati membri che partecipano attivamente al programma è aumentato.

Since the last progress report, in addition to Finland, Germany, Lithuania, the Netherlands and Sweden, resettlements have now also taken place to Italy, Luxembourg and Portugal.
Dopo l’ultima relazione sui progressi compiuti, oltre a Finlandia, Germania, Lituania, Paesi Bassi e Svezia sono stati effettuati reinsediamenti anche in Italia, Lussemburgo e Portogallo.

Based on the information received from the participating States, 7,272 persons had been resettled by 10 June 2016 under the resettlement scheme of 20 July 2015, mainly from Turkey, Lebanon and Jordan.
In base alle informazioni ricevute dagli Stati partecipanti sono state reinsediate entro il 10 giugno 2016, nel quadro del programma di reinsediamento del 20 luglio 2015, 7 272 persone provenienti prevalentemente da Turchia, Libano e Giordania.

These people were received by 19 resettling States (Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Iceland, Ireland, Italy, Liechtenstein, Lithuania, Luxembourg, the Netherlands, Norway, Portugal, Sweden, Switzerland and the United Kingdom).
Queste persone sono state accolte da 19 Stati di reinsediamento (Austria, Belgio, Repubblica ceca, Danimarca, Finlandia, Francia, Germania, Islanda, Irlanda, Italia, Liechtenstein, Lituania, Lussemburgo, Paesi Bassi, Norvegia, Portogallo, Svezia, Svizzera e Regno Unito).

Relocation
Ricollocazione

During the reporting period, 13 May to 14 June, the number of relocations increased and 780 additional persons were relocated, almost double the rate compared to the previous period.
Durante il periodo oggetto della relazione, cioè dal 13 maggio al 14 giugno, il numero di reinsediamenti è aumentato e sono state ricollocate altre 780 persone, quasi il doppio rispetto al periodo precedente.

This brings the total number of persons relocated by 14 June to 2,280 (1,503 from Greece and 777 from Italy).
Il numero di persone ricollocate entro il 14 giugno sale quindi a 2 280 (1 503 dalla Grecia e 777 dall’Italia).

Although this constitutes progress, it still falls far short of the Commission’s proposed target of relocating 6,000 people per month.
Nonostante questo dato positivo, si è ancora molto lontani dall’obiettivo fissato dalla Commissione di ricollocare 6 000 persone al mese.

Member States are far from complying with their commitment under the Council Decisions on relocation.
Gli Stati membri sono ben lungi dal rispettare i propri impegni a norma delle decisioni del Consiglio sulla ricollocazione.

The current monthly average of relocations from Greece is around 260-300 people.
Attualmente, la media mensile di ricollocazioni dalla Grecia è di 260-300 persone.

Moreover, the increase in relocations is largely due to greater efforts on the part of the Member States which were already the most active in the relocation scheme.
Inoltre, l’aumento delle ricollocazioni è dovuto in gran parte ai maggiori sforzi profusi dagli Stati membri che erano già i più attivi nell’ambito del programma di ricollocazione.

The number of relocation transfers and pledges in Italy remains particularly low in view of the increasing number of potential applicants for relocation arriving in Italy.
In Italia, il numero di trasferimenti di ricollocazione e di impegni rimane particolarmente basso a causa del sempre maggior afflusso di potenziali candidati alla ricollocazione nel paese.

In Greece, around 49,000 asylum seekers and migrants are present in official temporary reception facilities on the mainland, waiting for registration and processing.
In Grecia, circa 49 000 richiedenti asilo e migranti attendono, nelle strutture ufficiali di accoglienza temporanea sul continente, di essere registrati e che il loro caso sia esaminato.

With the financial support of the Commission and support on the ground from the European Asylum Support Office (EASO) and the United Nations High Commissioner for Refugees (UNHCR), the Greek asylum service launched a major pre-registration exercise on 8 June with the aim to pre-register 1,400 persons per day to accelerate the identification and full processing of relocation applicants.
L’8 giugno il servizio greco per l’asilo ha avviato, con il sostegno finanziario della Commissione e il supporto in loco dell’Ufficio europeo di sostegno per l’asilo (EASO) e dell’Alto Commissariato delle Nazioni Unite per i rifugiati (UNHCR), un’operazione di pre-registrazione di vasta portata che interesserà 1 400 persone al giorno, in modo da accelerare l’identificazione dei candidati alla ricollocazione e il trattamento completo del loro dossier.

A significant number of additional asylum seekers will be ready for relocation within the following months – it is expected that between 60 and 65% of people pre-registered belong to one of the nationalities eligible for relocation.

In today’s report, the Commission acknowledges the efforts made by some Member States and urges all to put in place effective planning to increase pledges and relocation transfers in the coming six months.

Reducing the response time on relocation requests is also a key element to successfully implement the relocation scheme.
Anche ridurre i tempi di risposta alle richieste di ricollocazione è un elemento essenziale per attuare con successo il programma di ricollocazione.

The security checks continue to lead to a significant slowdown of the response time, sometimes going beyond the two-month time-limit set out in the Council decision.
I controlli di sicurezza continuano ad allungare notevolmente i tempi di risposta, che a volte superano il termine di due mesi fissato nella decisione del Consiglio.

The Commission also calls for all actors to step up the relocation of vulnerable persons, in particular unaccompanied minors.
La Commissione invita inoltre tutti i soggetti interessati a intensificare la ricollocazione delle persone vulnerabili, in particolare i minori non accompagnati.

Background
Contesto

The temporary emergency relocation scheme was established in two Council Decisions in September 2015 in which Member States committed to relocate 160,000 people from Italy and Greece (and if relevant from other Member States) by September 2017.
Con il meccanismo temporaneo di ricollocazione di emergenza, istituito da due decisioni del Consiglio del settembre 2015, gli Stati membri si sono impegnati a ricollocare 160 000 persone dall’Italia e dalla Grecia (ed eventualmente da altri Stati membri) entro settembre 2017.

On 8 June 2015, the Commission adopted a proposal on a European Resettlement Scheme, which was followed by an agreement among the Member States on 20 July 2015 to resettle 22,504 persons in clear need of international protection, in line with the figures put forward by the United Nations High Commissioner for Refugees (UNHCR).
L’8 giugno 2015 la Commissione ha adottato una proposta su un programma europeo di reinsediamento, in seguito alla quale gli Stati membri hanno convenuto il 20 luglio 2015 di reinsediare 22 504 persone con un evidente bisogno di protezione internazionale, in linea con le cifre presentate dall’Alto Commissariato delle Nazioni Unite per i rifugiati (UNHCR).

Following the EU Leaders’ Summit with Turkey on 29 November 2015, the EU-Turkey Action Plan was adopted.
A seguito del vertice dei leader dell’UE con la Turchia del 29 novembre 2015, è stato adottato il piano d’azione UE-Turchia.

The voluntary admission scheme proposed by the Commission on 15 December 2015 is a key element of the Plan, aimed at supporting Turkey in managing refugees and offering a safe and legal channel for persons in need of protection.
Il programma volontario di ammissione proposto dalla Commissione il 15 dicembre 2015 è un elemento fondamentale del piano, volto ad aiutare la Turchia a gestire i rifugiati e a offrire un canale sicuro e legale alle persone bisognose di protezione.

The European Council on 7 March called for an acceleration of the implementation of relocation, in order to alleviate the humanitarian situation in Greece.
Il Consiglio europeo del 7 marzo ha sollecitato un’accelerazione nell’attuazione della ricollocazione per alleviare la situazione umanitaria in Grecia.

Today’s report responds to the Council’s Conclusions, and to the Commission’s commitment under the “Back to Schengen” Roadmap.

The EU Turkey Statement of 18 March 2016 provides that for every Syrian being returned from Turkey from the Greek islands, another Syrian will be resettled from Turkey to the EU.

This principle applies as of 4 April 2016.

Priority is given to migrants who have not previously entered or tried to enter the EU irregularly.

Following the EU-Turkey Statement, the Commission on 21 March, adopted a proposal to make 54,000 places not yet allocated out of the of the 160,000 places foreseen for relocations available for the purpose of resettling Syrians from Turkey to the EU.
In seguito alla dichiarazione UE-Turchia, il 21 marzo la Commissione ha adottato una proposta il cui scopo è mettere a disposizione 54 000 posti non ancora assegnati sui 160 000 previsti per le ricollocazioni ai fini del reinsediamento nell’UE dei siriani provenienti dalla Turchia.

The Commission adopted on 16 March the First Report on Relocation and Resettlement.
Il 16 marzo la Commissione ha adottato la prima relazione su ricollocazione e reinsediamento.

The Second and Third Report were adopted respectively on 12 April and 18 May.
