Commission calls on Leaders to pave the way for an agreement on a modern, balanced and fair EU budget for the future
Il bilancio dell’UE per il futuro: la Commissione chiede ai leader dell’UE di spianare la strada a un accordo su un bilancio moderno, equilibrato ed equo

Ahead of the European Council meeting on 13 and 14 December 2018, the Commission is taking stock of the encouraging progress made so far in the negotiations of the EU’s next long-term budget and urging Leaders to keep up the momentum.
In vista del Consiglio europeo del 13 e 14 dicembre 2018, la Commissione fa il punto sui progressi incoraggianti compiuti finora nei negoziati per il prossimo bilancio a lungo termine dell’UE e invita i capi di Stato o di governo a mantenere lo slancio.

The European Council meeting on 13-14 December is a crucial moment to consolidate the good progress already made and to provide direction on the key features of the future framework.
Il Consiglio europeo del 13 e 14 dicembre costituirà un momento fondamentale per consolidare i progressi già compiuti e impartire una direzione in merito alle caratteristiche essenziali del futuro quadro finanziario.

The purpose of today’s Communication is to facilitate the discussions among Leaders.
Lo scopo della comunicazione odierna è agevolare le discussioni tra i leader dell’UE.

On 2 May, the Commission put forward a proposal for a modern, balanced and fair budget to deliver on Europe’s priorities as set out by Leaders in Bratislava in 2016 and in Rome in 2017.
Il 2 maggio la Commissione ha presentato una proposta per un bilancio moderno, equilibrato ed equo per realizzare le priorità dell’Europa, come annunciato dai leader dell’UE a Bratislava nel 2016 e a Roma nel 2017.

That proposal was immediately followed by legislative proposals for the 37 sectoral programmes forming part of the future long-term budget.
Alla proposta hanno fatto immediatamente seguito le proposte legislative per i 37 programmi settoriali che costituiscono il futuro bilancio a lungo termine.

On that solid basis, the negotiations among Member States have been advancing at high speed under both the Bulgarian and the Austrian Presidencies of the Council.
Su queste solide basi, i negoziati tra gli Stati membri hanno potuto procedere a ritmo sostenuto sotto gli auspici delle presidenze bulgara e austriaca del Consiglio.

European Commission President Jean-Claude Juncker said:

“Leaders have agreed together on the Union‘s priorities.
“I capi di Stato o di governo hanno raggiunto un accordo sulle priorità dell’Unione.

We need to ensure that those priorities are adequately funded in the next long-term budget so that they become reality.
Dobbiamo garantire a queste priorità un finanziamento adeguato nel prossimo bilancio a lungo termine, per fare in modo che si concretizzino.

I am encouraged by the amount of progress reached so far.
Sono incoraggiato dall’entità dei progressi compiuti fino ad ora.

>>> Based on this progress, it is now the moment for Leaders to provide the necessary political guidance which paves the way for rapid agreement on the next long-term budget.”
Sulla base di tali progressi, è giunto il momento che i leader dell’UE forniscano gli orientamenti politici necessari per raggiungere in tempi brevi un accordo sul prossimo bilancio a lungo termine.”

Commissioner in charge of Budget and Human Resources, Günther H. Oettinger said:

“Thanks to the excellent work of the Bulgarian and Austrian Presidencies, unprecedented progress has already been made in negotiating the EU’s next long-term budget.
“Grazie all’eccellente lavoro svolto dalle presidenze bulgara e austriaca sono stati già compiuti progressi senza precedenti nei negoziati per il prossimo bilancio a lungo termine dell’UE.

In parallel, work in the European Parliament has also moved forward.
In parallelo sono progrediti anche i lavori in seno al Parlamento europeo.

Let’s keep this momentum and make further progress based on the political steer that the European Council will provide later this month.”
Dobbiamo mantenere questo slancio e compiere ulteriori passi in avanti seguendo la guida politica che emergerà dal Consiglio europeo nel corso di questo mese.”

Leaders should now provide political guidance with regard to the key features of the future long-term budget:
I capi di Stato o di governo dovrebbero ora fornire orientamenti politici in merito alle caratteristiche essenziali del futuro bilancio a lungo temine.

– What Europe needs is a modern and balanced budget which is tightly geared to the Union’s priorities and offers tangible answers to the challenges of today and tomorrow.
– L’Europa ha bisogno di un bilancio moderno ed equilibrato, rigorosamente orientato verso le priorità dell’Unione e in grado di offrire risposte concrete alle sfide di oggi e di domani.

Therefore, the Commission proposes to modernise the budget by boosting funding in key areas including innovation, the digital economy, climate action and the environment, migration and border management and security, defence and external action.
La Commissione propone pertanto di modernizzare il bilancio rafforzando i finanziamenti in settori chiave quali l’innovazione, l’economia digitale, l’azione per il clima e l’ambiente, la migrazione e la gestione e la sicurezza delle frontiere, la difesa e l’azione esterna.

At the same time, Cohesion Policy and the Common Agricultural Policy will continue to play a vital role for Europe’s future.
Al contempo la politica di coesione e la politica agricola comune continueranno a rivestire un ruolo fondamentale per il futuro dell’Europa.

This proposal strikes the right balance between three broad areas of spending –
La proposta riesce a trovare il giusto equilibrio tra tre grandi settori di spesa:

agriculture and maritime policies, cohesion policy and other programmes vital for Europe’s future.
l’agricoltura e le politiche marittime, la politica di coesione e altri programmi essenziali per il futuro dell’Europa.

– The next long-term budget should also be simpler and more transparent so stakeholders can make the most out of it.
– Il prossimo bilancio a lungo termine dovrebbe anche essere più semplice e più trasparente per consentire alle parti interessate di trarne il massimo vantaggio.

The European Parliament and the Council as well as beneficiaries, large and small, have asked for this –
Sono stati il Parlamento europeo, il Consiglio e i piccoli e grandi beneficiari a chiederlo:

and the Commission has been listening and proposed a radically simplified budget.
la Commissione ha ascoltato le loro richieste e proposto un bilancio radicalmente semplificato.

– Another essential feature of Europe’s next budget should be flexibility.
– Un’altra caratteristica essenziale del prossimo bilancio dell’UE dovrebbe essere la flessibilità.

For Europe to be able to react quickly, decisively and efficiently in a fast-changing world, we need a budget that is even more flexible than the one we have today.
Per consentire all’Europa di reagire in modo rapido, determinato ed efficiente in un mondo che evolve velocemente, abbiamo bisogno di un bilancio ancora più flessibile di quello attuale.

This is why flexibility is at the heart of the Commission’s proposals on the next long-term budget.
Per questo la flessibilità è al centro delle proposte della Commissione per il prossimo bilancio a lungo termine.

– Finally, the post-2020 budget should also be a fair budget that can deliver, not only on the spending side but also in terms of how it is financed.
– Il bilancio post-2020 dovrebbe infine essere un bilancio equo in grado di produrre risultati, dal punto di vista non solo della spesa ma anche delle modalità di finanziamento.

With a size of around 1,11% of the gross national income of the future Union of 27, the Commission has put forward a budget that is both ambitious and realistic.
La Commissione ha presentato un bilancio che, rappresentando circa l’1,11% del reddito nazionale lordo della futura Unione a 27, riesce a essere contemporaneamente ambizioso e realistico.

A budget in which the same rules apply for everybody, and which is funded increasingly by sources directly linked to strategic European policies.
Si tratta di un bilancio che assicura che si applichino a tutti le stesse regole ed è finanziato in misura sempre maggiore da fonti direttamente collegate a politiche europee strategiche.

Achieving maximum progress on the future long-term budget by the time of the Sibiu Summit on 9 May 2019 would allow for a full and comprehensive agreement, including figures, in the European Council by October 2019 at the latest, in close collaboration with the European Parliament.
Il raggiungimento del massimo progresso possibile sul futuro bilancio a lungo termine prima del vertice di Sibiu del 9 maggio 2019 consentirebbe di pervenire a un accordo globale e completo, comprensivo di cifre, in seno al Consiglio europeo al più tardi nell’ottobre 2019, in stretta collaborazione con il Parlamento europeo.

Adopting the next Multiannual Financial Framework by the end of 2019 will ensure that the new programmes will be up and running by 1 January 2021.
L’adozione del prossimo quadro finanziario pluriennale entro la fine del 2019 garantirà che i nuovi programmi siano operativi entro il 1° gennaio 2021.

This would create tens of thousands of research jobs already in 2021 and many more in the wider economy, it would make sure that over 100,000 Cohesion Policy projects start on time, enable 1,000,000 young people to benefit from an Erasmus exchange and allow 40,000 young people to engage in solidarity action across Europe in 2021.
Ciò permetterà di creare già nel 2021 decine di migliaia di posti di lavoro nel settore della ricerca, e molti altri nell’economia in generale, garantirà che oltre 100 000 progetti della politica di coesione siano avviati nei tempi previsti, consentirà a più di 1 000 000 di giovani di partecipare a uno scambio Erasmus e offrirà a 40 000 giovani l’opportunità di impegnarsi in azioni di solidarietà in tutta Europa nel 2021.

It would support start-ups and small and medium-sized companies to realise their investments, would significantly step up defence investments and capabilities and would help protecting the Union’s borders against trafficking, smuggling and fraud.
Sosterrà inoltre le start-up e le piccole e medie imprese nella realizzazione dei loro investimenti, incrementerà in misura significativa gli investimenti e le capacità nel campo della difesa e contribuirà a proteggere le frontiere dell’Unione dalla tratta di esseri umani, dal contrabbando e dalle frodi.
