European Labour Authority ready to start working in October as decision is taken on new seat
Al via in ottobre l’attività dell’Autorità europea del lavoro: scelta la sede
Today, just ahead of the meeting of the Council on Employment, Social Policy, Health and Consumers in which Ministers are to formally adopt the Regulation establishing the European Labour Authority, Member States decided that Bratislava will host the seat of the European Labour Authority.
Oggi, alla vigilia del Consiglio “Occupazione, politica sociale, salute e consumatori” in cui i ministri sono chiamati ad adottare formalmente il regolamento che istituisce l’Autorità europea del lavoro, gli Stati membri hanno deciso che la sede sarà a Bratislava.
Commissioner for Employment, Social Affairs, Skills and Labour Mobility, Marianne Thyssen, welcomed the decision:
Marianne Thyssen, Commissaria per l’Occupazione, gli affari sociali, le competenze e la mobilità dei lavoratori, ha espresso soddisfazione per la decisione:
“I congratulate the city of Bratislava and the government of Slovakia for being chosen to host the seat of the European Labour Authority.

From the start of my mandate, I have made fair labour mobility a key priority.

The European Labour Authority is the jewel in the crown of this work.
L’Autorità europea del lavoro è il fiore all’occhiello di questo lavoro.
It will support labour mobility and give EU Member States the tools they need to cooperate more effectively and fight abuse.
Sosterrà la mobilità dei lavoratori e offrirà agli Stati membri dell’UE gli strumenti necessari per cooperare in modo più efficace nella lotta contro gli abusi.

Il regolamento sull’Autorità europea del lavoro è stato adottato in tempi record e sono certa che il trasferimento dell’Autorità europea del lavoro a Bratislava sarà altrettanto agevole e rapido.
The Authority will start operating from Brussels as of October until it moves to its host city.
L’Autorità inizierà a operare a Bruxelles dal mese di ottobre fino al suo trasferimento nella città ospitante.
I look forward to seeing the Authority settle in and starting work from Bratislava as soon as possible.”

Background
Contesto
President Juncker first announced the idea of a European Labour Authority in his State of the Union address in September 2017.
Il presidente Juncker ha annunciato per la prima volta l’idea di un’Autorità europea del lavoro nel suo discorso sullo stato dell’Unione del settembre 2017.
The Commission presented its proposal for establishing a Labour Authority in March 2018, and in February 2019, the European Parliament and the Council reached a provisional agreement.
La Commissione ha presentato la sua proposta relativa all’istituzione di un’Autorità europea del lavoro nel marzo 2018, mentre il Parlamento europeo e il Consiglio hanno raggiunto un accordo provvisorio nel febbraio 2019.
After the European Parliament, today also the Council formally adopted the Regulation establishing the European Labour Authority, which will enter into force in the coming days after its signature and publication.
Dopo il Parlamento europeo, oggi anche il Consiglio ha adottato formalmente il regolamento che istituisce l’Autorità europea del lavoro, che entrerà in vigore nei prossimi giorni dopo la firma e la pubblicazione.
This new Authority will ensure that Union rules on labour mobility are enforced in a fair, simple and effective way.
La nuova Autorità garantirà che tutte le norme dell’UE in materia di mobilità dei lavoratori siano applicate in modo equo, semplice ed efficace.
Following today’s final adoption of the founding Regulation, it will be up and running in 2019 and will operate at full capacity by 2024.
Dopo l’adozione in data odierna del regolamento istitutivo, l’Autorità avvierà le sue attività nel 2019 e diventerà pienamente operativa entro il 2024.
On 16 October 2019, the selection of the Management Board and the work programme of the European Labour Authority will be presented.
La presentazione della composizione del consiglio di amministrazione e del programma di lavoro è prevista per il 16 ottobre 2019.
The selection of the seat of the Authority was made by common accord of the representatives of the governments of the Member States, following a procedure and criteria endorsed by Member States themselves.
La scelta della sede dell’autorità è stata effettuata di comune accordo dai rappresentanti dei governi degli Stati membri in base a una procedura e a criteri approvati dagli stessi Stati membri.
Under this procedure, the interested Member States were required to submit an offer to host the Authority by 6 May 2019, indicating in detail how the criteria are addressed and specifying the offered conditions.
Nel quadro di tale procedura gli Stati membri interessati a ospitare l’Autorità dovevano candidarsi entro il 6 maggio 2019, indicando nel dettaglio come la sede proposta soddisfacesse i criteri richiesti e specificando le condizioni offerte.
