Commission re-launches CARS 21 high level group for a competitive and sustainable automotive industry
La Commissione rilancia il Gruppo di alto livello CARS 21 per un’industria automobilistica competitiva e sostenibile
Today, the re-launched CARS 21 High Level Group meets for the first time in its new form and with a new mission.
Oggi si riunisce per la prima volta il nuovo Gruppo di alto livello CARS 21 con una nuova versione ed una nuova missione.
The European Commission has asked the group to develop a common action plan and a vision for “a competitive EU automotive industry and sustainable mobility and growth in 2020 and beyond.”
La Commissione europea ha chiesto al gruppo di sviluppare un piano d’azione comune ed una visione per “una industria automobilistica europea competitiva ed una crescita ed una mobilità sostenibile fino al 2020 e oltre”.
This will contribute to the EU strategy for smart, sustainable and inclusive growth, Europe 2020, to the flagship initiatives on resource efficiency and industrial policy and to the EU strategy for clean and energy efficient vehicles .
Ciò contribuirà alla strategia dell’Unione europea per una crescita intelligente, sostenibile e inclusiva, denominata Europa 2020, alle iniziative faro sulla efficienza energetica e sulla politica industriale e alla strategia dell’Unione europea per veicoli puliti e ad alta efficienza energetica.
To reach the objectives set out by the EU, the group has been enlarged to represent the various stakeholders whose involvement is crucial for the accomplishment of its mission.
Per raggiungere gli obiettivi fissati dall’Unione europea il gruppo è stato ampliato per rappresentare le varie parti in causa la cui partecipazione è fondamentale per il raggiungimento della sua missione.
A report published by the Commission today shows that the industry is on track as regards the reduction of CO2 emissions from new cars.
Da una relazione pubblicata oggi dalla Commission si evince che l’industria e’ sulla buona strada in termini di riduzione delle CO2 emissioni nei veicoli nuovi.
European Commission Vice-President Antonio Tajani, Commissioner for Industry and Entrepreneurship and chairman of the group stressed the importance of the initiative:

The focus of the group will be to advise the Commission in the development of an effective European industrial policy for the automotive sector and in the implementation of the EU’s strategy for clean and energy efficient vehicles.
Lo scopo del gruppo sarà quello di consigliare la Commissione nella elaborazione di una politica industriale europea efficiente per il settore automobilistico e nella messa in opera di una strategia europea per veicoli puliti e ad alta efficienza energetica.
Notably, CARS 21 will develop policy recommendations in questions related to the competitiveness and sustainable growth of the automotive industry, and proposals to further the development and take up of clean and energy efficient vehicles in Europe and beyond.
In particolare, CARS 21 svilupperà raccomandazioni politiche in questioni collegate alla competitività e alla crescita sostenibile dell’industria automobilistica, e proposte per sviluppare ulteriormente veicoli puliti e ad alta efficienza energetica in Europa e al di là di essa.
The group in its new form consists of prominent representatives of the automotive industry, trade unions, non-governmental organisations, users, EU Member States, the Commission and other EU institutions.
Il gruppo, nella sua nuova versione, è formato da rappresentanti di rilievo dell’industria automobilistica, dei sindacati, delle organizzazioni non governative, dei consumatori, degli Stati membri dell’Unione europea, della Commissione e delle altre istituzioni dell’Unione europea.
It is chaired by Commission Vice-President Antonio Tajani.
Il presidente è Antonio Tajani, vicepresidente della Commissione.
Other stakeholders, technical experts and a wider audience will be involved through working groups and a public consultation.
Altre parti in causa, esperti tecnici e un pubblico più vasto parteciperanno tramite gruppi di lavoro ed una consultazione pubblica.
The CARS 21 process will be managed through a three-level structure:

– the high level group (CEOs, Presidents of associations, Ministers, etc.)
– il gruppo di alto livello (presidenti e direttori generali, presidenti di associazioni, ministri, ecc.)
– the “sherpa” group responsible for preparing the input to the high level group
– il gruppo “sherpa” responsabile della consulenza al gruppo di alto livello
– the working groups, working on specific topics to be tackled by technical experts.

The group is expected to issue a report in spring 2012.

The “Competitive Automotive Regulatory System for the 21st century” (CARS 21) played an active but informal role in advising on European legislation for the automotive sector in the years following its creation in 2005.
Il “Quadro normativo competitivo nel settore automobilistico per il 21° secolo” (CARS 21) ha svolto un ruolo attivo ma informale contribuendo alla normativa europea per il settore automobilistico negli anni che hanno seguito la sua creazione nel 2005.
The new group is formally established by a Commission Decision of 14 October 2010.
