Increase of the support to the vegetables sector after the E-Coli crisis
Maggior sostegno al settore ortofrutticolo dopo la crisi di E. coli
Brussels, 28 July 2011 – Member States agreed to a Commission proposal to increase the EU support under the emergency plan for vegetable producers affected by the E-Coli crisis from € 210 million to € 227 million.
Bruxelles, 28 luglio 2011 – Gi Stati membri hanno approvato la proposta della Commissione di aumentare da 210 milioni di euro a 227 milioni di euro il sostegno finanziario dell’UE nel quadro del piano d’emergenza a favore dei produttori di ortaggi colpiti dalla crisi dell’E.coli.
This will allow the Commission to pay 100% of the demands for compensation from the different Member States.
In questo modo la Commissione potrà soddisfare al 100% le domande di risarcimento inoltrate da vari Stati membri.
On the basis of the notifications from all Member States on the EU support requested for all the exceptional measures, i.e.withdrawals, green and non harvesting , it appears that the financial impact of the measures taken in the context of this E-coli crisis has been slightly bigger than expected.
In base alle notifiche trasmesse dagli Stati membri in merito a domande di sostegno da parte dell’UE per tutte le misure eccezionali previste, ossia i ritiri, la raccolta prima della maturazione o la mancata raccolta dei prodotti, risulta che l’impatto finanziario delle misure adottate nel contesto di questa crisi sia stato lievemente maggiore del previsto.
Given the significant disturbance of the fruit and vegetables market and the harm caused to the fruit and vegetables sector, the Commission considers it therefore appropriate to increase the budget up to € 227 million.
Viste le notevoli ripercussioni negative sul mercato degli ortofrutticoli e il danno causato all’intero settore, la Commissione ha ritenuto opportuno aumentare la dotazione finanziaria dello strumento di crisi fino a 227 milioni di euro.

Several Member States supplied complementary information on their demand for compensation last week.
Alcuni Stati membri hanno trasmesso informazioni supplementari sulle loro richieste di indennizzo la scorsa settimana.
Today, we have a clear picture of the total demand for compensation.
Oggi abbiamo un quadro completo dell’importo complessivo delle richieste avanzate.
To be able to pay the totality of the demands, I propose to increase the available budget.
Per poter soddisfare tutte le domande, propongo di aumentare la dotazione di bilancio inizialmente prevista.
This will ensure that we properly support our vegetable producers in these difficult economic times for the sector and allow the reimbursement of all Member State demands for the period from May 26 to June 30.
In questo modo potremo sostenere adeguatamente i nostri produttori di ortaggi in un frangente difficile per l’economia di questo settore e pagare tutti i rimborsi richiesti dagli Stati membri per il periodo compreso tra il 26 maggio e il 30 giugno.
From the start of the crisis I said I was very keen to show Europe can react quickly when it needs to.
Sin dall’inizio della crisi ho detto di voler assolutamente dimostrare che l’Europa è in grado di reagire rapidamente quando occorre.
I will now propose to the College to endorse this budget increase in the shortest time possible to make it possible for Member States to pay this EU support to the entitled producers soon”.
Ora intendo proporre al collegio dei commissari di approvare al più presto questo aumento degli stanziamenti di bilancio per consentire agli Stati membri di corrispondere velocemente il sostegno finanziario dell’UE ai produttori che ne hanno il diritto”.

An emergency aid package for fresh vegetable growers worth €210 million was agreed by the Commission on 17 June.
Il 17 giugno la Commissione aveva approvato un pacchetto di misure d’emergenza a sostegno dei produttori di ortaggi freschi per un totale di 210 milioni di euro.
This scheme allowed for the EU to pay producers for cucumbers, tomatoes, lettuce, courgettes, and sweet peppers that have been withdrawn from the market between May 26 and the end of June as a result of the E-coli outbreak.
Con queste misure l’UE ha potuto risarcire i produttori di cetrioli, pomodori, lattuga, zucchine e peperoni dolci, che erano stati ritirati dal mercato tra il 26 maggio e la fine di giugno a causa dell’epidemia di E. coli.
The decision foresees paying a maximum rate of 50% (70% for members of Producers Organisations) of the usual producer price of the different products in June.
La decisione della Commissione prevede che sia corrisposto fino ad un massimo del 50% (o del 70% nel caso dei soci delle organizzazioni di produttori) del normale prezzo alla produzione dei vari prodotti secondo le quotazioni di giugno.
Member States had to notify their final demands for compensation by 18 July.
Gli Stati membri dovevano presentare le domande di indennizzo entro il 18 luglio.
However, complementary information was needed and sought from some Member States in respect of their notifications.
Tuttavia è stato necessario chiedere ad alcuni Stati membri ulteriori informazioni relative a tali domande.
The Commission received and analysed these complementary information’s, and in some cases updated notifications, from the Member States concerned.
La Commissione ha analizzato tali informazioni, che in alcuni casi erano nuove notifiche aggiornate, trasmesse dagli Stati membri.
It has now a clear picture of the total demands.
Oggi dispone quindi di un quadro completo di tutte le richieste.
