A week ago the Leaders of the Euro area met in Brussels.
La settimana scorsa i responsabili della zona euro si sono incontrati a Bruxelles.

We had two aims in mind:
Avevamo in mente due obiettivi:

to ensure the financing of the Greek program and improve the sustainability of the Greek debt, and to restore market confidence in sovereign Euro debt.
assicurare il finanziamento del programma greco migliorando la sostenibilità del debito del paese e ripristinare la fiducia dei mercati nel debito sovrano in euro.

We took important decisions for the future of Greece and for the euro area as a whole.
Abbiamo preso decisioni importanti per il futuro della Grecia e per tutta la zona euro;

Probably for the first time we covered all the sides and angles of the debt crisis in the euro area.
è forse la prima volta che della crisi del debito nella zona euro abbiamo esaminato tutti gli aspetti e i risvolti.

However a number of misunderstandings have arisen over the past few days.
Tuttavia, negli ultimi giorni sono sorti alcuni malintesi:

Some are due to the complexities involved, some to the requirements of parliaments in certain Member States, and some may even stem from positions taken in the markets.
alcuni dovuti alle complessità intrinseche, altri alle esigenze parlamentari in determinati Stati membri, altri ancora derivanti forse da posizioni assunte sui mercati.

>>> As a consequence I think it is useful to clear up a number of issues under discussion.
Ritengo pertanto utile precisare una serie di punti in esame.

We wanted to address the concerns related the sustainability of Greece’s debt.
Volevamo affrontare i problemi connessi alla sostenibilità del debito greco.

Although the last review by the IMF, the ECB, and the European Commission had concluded that this debt is sustainable, we decided to alleviate this burden.
Nonostante dall’ultimo riesame a cura dell’FMI, della BCE e della Commissione europea il debito sia risultato sostenibile, abbiamo deciso di alleggerirne l’onere.

Our decisions were threefold:
Le nostre decisioni si articolano su tre fronti:

– first, we will provide additional funding to support the Greek program up to 2014;
– in primo luogo, forniremo ulteriori finanziamenti a sostegno del programma greco fino al 2014;

– second, we lowered the interest rate on the public funds we are lending to Greece to close to our cost of funding (i.e. between 3.5 % and 4%), and we extended their maturity from the current ,5 years to a minimum of 15 years and up to 30 years with a grace period of 10 years- This will reduce the Greek debt by 25 billion euro between 2011 and 2020, which will diminish the debt-to-GDP by 10%.
– in secondo luogo, abbiamo abbassato il tasso d’interesse dei finanziamenti pubblici che accordiamo alla Grecia avvicinandolo al nostro costo (ossia tra il 3,5% e 4%), e ne abbiamo prorogato la scadenza, che passa dai 5 anni attuali ad un minimo di 15 anni e fino a 30 anni con un periodo di grazia di 10 anni, nell’intento di ridurre di 25 miliardi di euro il debito greco tra il 2011 e il 2020, con conseguente riduzione del 10% del rapporto debito/PIL.

– Third, we agreed upon and supported the voluntary involvement of private bondholders, with a menu of options (roll-over; exchange; buy-back) covering payments due up to 2020 .
– in terzo luogo, abbiamo convenuto e sostenuto il coinvolgimento volontario degli investitori privati, con una gamma di opzioni (rinnovo, scambio, riacquisto di titoli) per i pagamenti in scadenza fino al 2020.

The voluntary participation of private creditors – of which we previously aware that this would be considered as “selective default”, and therefore cannot be considered as a surprise – is unique, unprecedented and restricted to Greece.
La partecipazione volontaria dei creditori privati – ai quali avevamo segnalato per tempo che questa sarebbe considerata “un’insolvenza selettiva” e non può quindi essere considerata un evento inatteso – è un caso unico, senza precedenti e limitato alla Grecia.

PSI and debt buy back entail an estimated debt reduction estimated around 26 billions Euros or 12% of GDP
Il coinvolgimento del settore privato e il riacquisto del debito ci autorizzano a stimare una riduzione del debito che si attesta attorno a 26 miliardi di euro equivalenti al 12% del PIL.

Arguably, Greek debt remains at high level, but much less exceptional if you compare it to the debt level for example in Japan which stands at over 225%.
Certo, il debito greco resta alto, ma risulta molto meno grave se lo si raffronta con il livello di indebitamento ad esempio del Giappone, che si attesta oltre il 225%.

However, all together, these decisions will dramatically reduce the financial needs for Greece up to 2020, giving to the country the time needed to restore growth and recover market access.
Insieme le decisioni che abbiamo preso ridurranno in misura drastica il fabbisogno finanziario della Grecia fino al 2020, lasciando al paese il tempo necessario per rilanciare la crescita e ripristinare l’accesso ai mercati.

It will give the time needed to implement the deep reforms which are needed, starting with the savings and tax-collection measures the Greek Parliament voted a month ago.
La Grecia avrà inoltre il tempo necessario per attuare le profonde riforme di cui abbisogna, a cominciare dalle misure inerenti al risparmio e al gettito che il parlamento nazionale ha votato un mese fa.

To this end, we also decided to extend huge administrative and technical help to Greece to ensure implementation.
Al tal fine abbiamo altresì deciso di estendere la consistente assistenza tecnica ed amministrativa alla Grecia per garantire l’attuazione delle riforme.

In addition, the Commission together with the EIB is front-loading and focussing our assistance on making the Greek economy more growth oriented.
La Commissione, insieme con la BEI, accelera e orienta la nostra assistenza per far sì che l’economia greca sia maggiormente improntata alla crescita.

At the last European Council in June the Latvian Prime Minister distributed his book on how Latvia had undergone successfully major economic challenges and managed to stabilise the situation, with the support of the EU and the IMF.
All’ultimo Consiglio europeo di giugno il primo ministro lettone ha distribuito una pubblicazione che illustra come il suo paese ha superato sfide economiche importanti ed è riuscito a stabilizzare la situazione, con il sostegno dell’UE e dell’FMI.

In Belgium, my successors and I reduced my country’s debt-burden from over 130% in 1992 to around 85%¨in 2007.
In Belgio, i miei successori ed io abbiamo ridotto il tasso di indebitamento da oltre il 130% nel 1992 all’85% nel 2007.

So it can be done.
Riuscire in quest’impresa è quindi possibile.

There are however two conditions:
Devono però essere soddisfatte due condizioni:

waste in the economy has to be eliminated, and growth has to be unshackled.
gli sprechi vanno banditi dall’economia e la crescita deve essere libera da intralci.

If the laws adopted recently by the Greek parliament are implemented, and if our technical and investment assistance yields the expected results I think there is more than a fair chance for Greece to come through.
Se le leggi adottate di recente dal parlamento greco saranno attuate e la nostra assistenza sotto il profilo tecnico e degli investimenti darà i risultati sperati credo vi siano buone probabilità di riuscita per la Grecia.

We wanted to put an end to speculation about the debt elsewhere in the Euro area.We did two things to that effect:
Per porre fine alle speculazioni sul debito altrove nella zona euro abbiamo agito in due direzioni:

– First, we made it crystal clear that Private Sector Involvement (PSI) is a once-for-all.
– innanzi tutto abbiamo chiarito senza ombra di dubbio che il coinvolgimento del settore privato è una misura una tantum.

We understand that markets always fear the unilateral modification of the terms of contract, even if this is voluntary as is the case now with private creditors alleviating some of Greece’s debt burden.
Siamo consapevoli che i mercati temono sempre la modifica unilaterale dei termini contrattuali anche se volontaria, come in questo caso in cui i creditori privati alleviano l’indebitamento della Grecia.

PSI will not be used in other cases.
Non vi saranno altri casi di coinvolgimento del settore privato.

And anyway both Ireland and Portugal look well set on the way to recovery.
Sia l’Irlanda che il Portogallo sono ben avviati nella ripresa.

To help them even further along this road, we decided as well to reduce the rate and extend the maturity of public lending to the same level as Greece is now benefiting from.
Per aiutarli a proseguire in tal senso abbiamo inoltre deciso di ridurre il tasso e di prorogare la scadenza dei finanziamenti pubblici allo stesso livello accordato alla Grecia.

In the case of Ireland this represents nearly a halving of their interest burden to around 4%.
Nel caso dell’Irlanda si tratta quasi del dimezzamento del tasso di interesse che viene portato al 4% circa.

– Second, we decided to refine and strengthen our tool box.
– In secondo luogo, abbiamo deciso di perfezionare e rafforzare la gamma degli strumenti a nostra disposizione.

To prevent healthy euro area economies from being cut off from funding through vagaries in the markets, we decide to allow the EFSF and the ESM to intervene on a precautionary basis, providing the possibility to draw on the resources if need be.
Per evitare che le economie solide della zona euro siano tagliate fuori dai finanziamenti in seguito alle imponderabilità dei mercati, abbiamo deciso di consentire l’intervento del FESF e del MES a titolo precauzionale, prevedendo la possibilità, all’occorrenza, di attingere alle loro risorse.

Moreover we are willing to lend money to these countries as well in case they need to recapitalise their banks if these were to come under pressure.
Siamo inoltre disposti a concedere prestiti anche a tali paesi qualora essi debbano ricapitalizzare le loro banche nel caso queste ultime si trovino sotto pressione.

Finally we decided to allow the EFSF and the ESM to intervene in the secondary markets in exceptional situations to be assessed by the ECB.
Infine, abbiamo deciso di consentire l’intervento del FESF e del MES sui mercati secondari in situazioni eccezionali che saranno valutate dalla BCE.

These new tools have been extensively discussed by public and press.
Tali nuovi strumenti sono stati discussi ampiamente dall’opinione pubblica e dai media.

Contrary to some commentaries, the EFSF has sufficient resources available to use these new tools to their fullest effect.
Contrariamente ad alcune osservazioni, il FESF dispone di risorse sufficienti per utilizzare tali nuovi strumenti con il massimo risultato.

And if ever additional resources were needed, Heads of States or government of the Euro area have reaffirmed that they stand ready to do all it the takes to safeguard the financial stability of the euro area.
Qualora fossero necessarie risorse supplementari i capi di Stato o di governo della zona euro hanno ribadito la disponibilità ad adoperarsi al massimo per salvaguardare la stabilità finanziaria della zona euro.

Decisions taken in the last year has shown that they deliver.
Le decisioni adottate quest’anno hanno portato i loro frutti.

When taking these bold decisions, several countries have gone far beyond their traditional positions and red lines for the simple reason that the Euro and their own economies were at stake.
Nel prendere queste decisioni coraggiose vari paesi si sono spinti ben al di là delle loro posizioni e punti fermi tradizionali per la semplice ragione che la posta in gioco era l’euro e le loro stesse economie.

Of course, one may have wished to take these steps earlier in the year.But these decisions represent deep changes to the euro area policy framework, triggering legitimate debates in a number of countries.
Certo, sarebbe stato auspicabile adottare queste misure all’inizio dell’anno, ma si tratta di decisioni che comportano cambiamenti radicali nel quadro politico della zona euro e che hanno innescato dibattiti legittimi in una serie di paesi.

In addition, what is important is the final outcome.
Inoltre, ciò che più conta è il risultato finale.

Of course decisions for implementation will need to be taken by mutual agreement, but every time we have proven to be willing and able to take such decisions.
È chiaro che le decisioni di attuazione dovranno essere adottate di comune accordo, ma ogni volta abbiamo dimostrato di volerle adottare e di essere in grado di farlo.

I’m very confident that where needed national parliaments will approve of these new instruments rapidly.
Ho piena fiducia nel fatto che ove necessario i parlamenti nazionali approveranno rapidamente i nuovi strumenti.

All will act in their own national self-interest.
Tutti agiranno nei rispettivi interessi nazionali.

Astonishingly, since our Summit the cost of borrowing has increased again for a number of euro area countries.
Sorprendentemente, dal nostro vertice, il costo del denaro è nuovamente aumentato in vari paesi della zona euro.

I say astonishingly, because all macro economic fundamentals point in the opposite direction.
Dico sorprendentemente perché tutti i fondamentali macroeconomici puntano nella direzione opposta.

It cannot be stressed enough that Greece is in a unique situation, not comparable to that of the other Eurozone countries.
Non si sottolineerà mai abbastanza che la situazione della Grecia è unica, e non è paragonabile a quella di altri paesi della zona euro.

Italy will generate a primary surplus in 2011 and, with the additional austerity package just adopted will have a balanced budget in 2014.
L’Italia genererà un avanzo primario nel 2011 e, con l’ulteriore pacchetto di misure di austerità appena adottato, raggiungerà il pareggio di bilancio del 2014.

Spain has a low debt stock around 70%, below the EU and the Euro area average, and has taken courageous measures to reduce its deficit and boost growth.
La Spagna ha una bassa esposizione debitoria intorno al 70%, inferiore alla media dell’UE e della zona euro, e ha adottato misure coraggiose per la riduzione del deficit e il rilancio della crescita.

In all these cases, the current market assessment of risks are totally out of line with the fundamentals and it is ludicrous that CDS-rankings put these countries in the top tier of default risk countries.
In tutti questi casi, l’attuale valutazione dei rischi da parte del mercato non è assolutamente in linea con i fondamentali ed è assurdo che gli indici dei CDS collochino questi paesi ai primi posti tra quelli a rischio di inadempienza.

Finally, it is imperative to bear in mind that this is not a crisis about the euro.
Infine, è indispensabile tener presente che questa non è una crisi dell’euro.

In the aftermath of the financial crisis of 2008, all developed countries are faced with increased public debt.
All’indomani della crisi finanziaria del 2008 tutti i paesi sviluppati si trovano di fronte a un incremento del debito pubblico.

Given the interdependence of these economies, as we have clearly seen first hand in the European Union, it is in everyone’s interest that each country should find a solution to this burden, tailored to their own needs, which will have a direct effect on jobs and growth in the coming years.
Data l’interdipendenza di queste economie, come abbiamo chiaramente potuto toccare con mano nell’Unione europea, è nell’interesse di tutti che ciascun paese trovi una soluzione a tale onere, adattata alle proprie specifiche necessità, che avrà un effetto diretto sull’occupazione e sulla crescita negli anni a venire.

In light of this we are confident that the US will find a solution to their current stalemate for their own sake and for that of the stability of the financial market-at-large.
Alla luce di queste considerazioni, confidiamo che gli Stati Uniti trovino una soluzione per uscire dall’attuale situazione di stallo, nell’interesse loro e della stabilità del mercato finanziario in generale.

Economic growth has picked up in Europe and is on average 2.5% in Western European States.
La crescita economica è in ripresa in Europa e si attesta mediamente sul 2,5% negli Stati dell’Europa occidentale.

Those countries currently in loan programmes will see a return to growth in 2012.
I paesi a favore dei quali sono in corso programmi di prestito riprenderanno a crescere nel 2012.

As soon as consumers and businesses see that debt levels and deficits are going down, this will have an extra positive effect of boosting consumer confidence and corporate investments.
Non appena i consumatori e le imprese vedranno una diminuzione dei livelli di indebitamento e dei disavanzi, si creerà un effetto positivo supplementare di rafforzamento della fiducia dei consumatori e di rilancio degli investimenti delle imprese.

A win-win situation.
Una situazione di cui tutti saranno beneficiari.
