The sacrifices of public concessionaires

I sacrifici. Questa è la parola d’ordine dell’estate 2011.
Sacrifices. This is the buzzword for Summer 2011.

Tutti sono d’accordo sul fatto che, per non fallire, i sacrifici sono necessari.
Everyone agrees that, so as not to collapse, sacrifices are needed.

Nessuno dei dichiaranti però è disposto a farli.
However, none of those making this declaration is prepared to make sacrifices.

Preferisce che siano gli altri a dare il buon esempio.
They prefer it to be the others giving a good example.

I cittadini non abbienti, diciamo pure quasi indigenti, hanno già capito che il cerino rimarrà in mano a loro.
The citizens without means, let’s even say the ones who are almost destitute, have already understood that the touch paper will stay in their hands.

Sono abituati da tempo alle vessazioni di questo Stato post feudale.
For some time they are used to the torments of this post-feudal state.

Hanno le tasse più alte d’Europa, gli stipendi più bassi, tagli decennali ai servizi sociali, a iniziare dalla salute e dalla scuola, e la cancellazione di fatto della pensione.
They have the highest taxes in Europe, the lowest salaries, cuts to social services every ten years, starting with health and education and the de facto cancelation of the pension.

Lo Stato è diventato un pozzo senza fondo che non ti restituisce più neppure l’eco.
The State has become a bottomless pit that doesn’t even give you back an echo.

>>> Ora si parla di privatizzazioni, di mettere all’asta i beni pubblici, le aziende dello Stato, dall’ENI all’Enel, per fare cassa.
Now there’s talk of privatisation, of putting public goods up for auction, the State companies, from ENI to Enel, to make money.

E’ una spoliazione fatta senza il consenso dei cittadini che ne sono i legittimi proprietari.
It’s a spoliation done without the agreement of the citizens who are the legitimate owners.

Nessun bene dello Stato va venduto, è anzi vero il contrario per avere una possibilità di sviluppo.
No State property has to be sold, in fact the contrary is true to have the possibility of development.

Cedere sovranità su aziende chiave per il Paese vuol dire abdicare a qualunque ruolo internazionale, come è avvenuto per la sciagurata cessione a debito di Telecom Italia, che era allora il motore dell’innovazione del Paese, da parte di D’Alema, il merchant banker di Gallipoli.
To hand over sovereignty on key companies, for the country means abdicating any international role, as has happened for the wretched hand over of Telecom Italia in exchange for debts, the company that was at that time the country’s driver of innovation, led by D’Alema, the merchant banker of Gallipoli.

I sacrifici?
Sacrifices?

Partiamo dai concessionari, da coloro che usano beni pubblici in concessione per farci una montagna di soldi.
Let’s start with the concessionaires, with the ones that use public goods in concession to make a mountain of money for us.

Per brevità ne cito soltanto due, ma sono molti di più:
To be brief, I’m just citing two, but there are many more:

Benetton e Berlusconi.
Benetton and Berlusconi.

Benetton ha la concessione di alcuni rami delle autostrade italiane attraverso Atlantia Spa, società quotata in borsa.
Benetton has the concession of certain branches of the Italian motorways by means of Atlantia Spa, a company quoted on the Stock Exchange.

Nel 2010 ha realizzato 3,750 miliardi di euro di ricavi con 701 milioni di euro di utili di esercizio.
In 2010 it had an income of 3,750 billion euro with a profit of 701 million euro.

Chiunque paghi il biglietto autostradale sa di quanto siano aumentati i pedaggi negli ultimi anni.
Anyone who pays motorway tolls knows how much the tolls have increased in recent years.

Atlantia non è la sola ad avere in concessione autostrade già strapagate dalle nostre tasse, da quelle dei nostri padri e nonni.
Atlantia is not the only one that has as a concession the motorways that have already been more than paid for through our taxes, through the taxes of our fathers and grandfathers.

La domanda da porsi è semplice:
The question we need to ask is simple:

“Perché delle società private devono beneficiare di beni dello Stato?”.
“Why should private companies benefit from State property?

In alcuni Paesi europei le autostrade sono gratuite, in quanto il loro costo è già stato pagato dai cittadini.
In certain European countries, motorways are free, in that their costs have already been paid by the citizens.

Si vuole delegare Atlantia come gestore?
They want to delegate Atlantia to be an administrator?

Lo si faccia per i soli costi di manutenzione con gare d’appalto.
Let them do that for just the costs of maintenance with a tendering process.

Lo Stato vuole incassare i proventi autostradali per ridurre il debito?
Does the State want to rake in the gains to reduce the debt?

Lo faccia!
Let it do so!

Vuole rendere gratuito il pedaggio, come sarebbe corretto, per diminuire i costi di trasporto che ricadono su imprese e cittadini?
Does it want to make them toll free, as would be right, to reduce the costs of transport, costs that fall to the companies and the citizens?

Lo faccia.
Let it do so!

Ma quello che non può fare è arricchire dei privati con beni pubblici.
But what it cannot do is make private companies rich with public goods.

Veniamo a Berlusconi, l’imprenditùr.
Let’s consider Berlusconi, l’imprenditùr.

Il tizio che oggi chiede “sacrifici” al Paese paga solo l’uno per cento del fatturato della sua azienda per la concessione governativa di tre frequenze nazionali.
The guy who today is asking the country for “sacrifices” just pays one per cent of the turnover of his company for the government concession of three national frequencies.

La gratifica ad vitam la deve al sempiterno D’Alema, che come primo ministro fece approvare la legge 488 del 1999,(pagina 32, articolo 27, comma 9).
The “ad vitam” bonus he gets thanks to the sempiternal D’Alema, who when he was Prime Minister passed the 1999 law number 488 approved (page 32, article 27, comma 9).

Credo che sia corretto, in tempi di sacrifici, rivedere la legge e portare l’un per cento del concessionario Berlusconi almeno al 30% (e mi tengo basso) oppure mettere all’asta le frequenze.
I believe that it is right, in a time of sacrifices, to review the law and to shift the one per cent of the concessionaire Berlusconi to at least 30% (and I’m keeping that low) or to put the frequencies up for auction.

Cari concessionari, la festa è finita.
Dear concessionaires, the party is over.

Prima di chiedere a un qualunque cittadino un solo euro in più, lo Stato deve riprendersi e farsi remunerare ciò che è suo.
Before asking any citizen for a single extra euro, the State has to collect itself together and get remunerated for what it owns.

Loro non si arrenderanno mai (ma gli conviene?).
They will never give up (but is it in their interests?).

Noi neppure.
Neither will we.
