Statement by Mr Herman Van Rompuy, President of the European Council, at the press conference following the G20 summit

Economic growth and employment continue to be the G20’s main aim, its core business, especially in a period of economic stagnation such as that which the industrialised world, the European Union and the euro area in particular are now going through.
L’obiettivo principale del G20, la sua attività fondamentale, restano la crescita economica e l’occupazione. Certamente in un periodo di stagnazione economica come quello registrato nel mondo industrializzato e nell’Unione europea e nell’Eurozona, ciò risulta particolarmente vero.

All world players have a responsibility here.
E tutti gli attori mondiali hanno la loro responsabilità.

Of course the EU and the euro area are at the forefront because we have to restore financial stability in our region, our area.
Mi riferisco ovviamente in primo luogo all’UE e all’Eurozona, perché è nella nostra regione, nella nostra zona, che dobbiamo ripristinare la stabilità finanziaria.

This is our main responsibility and our main contribution to global stability.
É la nostra più grande responsabilità ed il nostro più grande contributo alla stabilità mondiale.

But others have duties as well.
Tuttavia anche gli altri hanno dei doveri.

The United States must conduct a medium-term budgetary consolidation policy, and the emerging countries must stimulate domestic demand; some of them must make their exchange rates more flexible.
Gli Stati Uniti devono condurre una politica di consolidamento finanziario a medio termine, i paesi emergenti devono stimolare la loro domanda interna ed alcuni di essi devono rendere più flessibile il loro tasso di scambio.

Everyone must put their own house in order.
Ognuno deve mettere ordine in casa propria.

From a financial viewpoint, we must cooperate on financial regulation.

Much progress has been made but much remains to be done, as in other spheres, such as world trade or global governance in general.
Sono stati realizzati considerevoli progressi, ma resta ancora molto da fare anche in altri settori, il commercio mondiale, la governance mondiale in generale.

There is a horizontal facet to our cooperation, but each of the major players has particular responsibilities, in particular the euro area, as I have emphasised.
La nostra collaborazione ha una dimensione orizzontale, ma a livello dei grandi attori ciascuno ha responsabilità particolari, e, come ho già sottolineato, per la zona euro.

In more general terms, the countries in which public finances are more or less in order must undertake to allow automatic stabilisers to operate and take measures to stimulate domestic demand.
In termini molto più generali, i paesi le cui finanze pubbliche sono più o meno in ordine devono impegnarsi a far intervenire il cosiddetto “stabilizzatore automatico” e a prendere misure per stimolare la domanda interna.

Countries running current account surpluses will have to take measures to support domestic demand and make their exchange rates more flexible.
Ed i paesi con un’eccedenza nelle partite correnti dovranno adottare misure a sostegno della domanda interna ed impegnarsi ad assicurare una maggiore flessibilità del tasso di scambio.

I repeat that this is a global effort.
È, lo ripeto, uno sforzo da compiere a livello globale.

But each of the players also has a special task.
Ma ognuno degli attori ha anche un compito specifico.

Our G20 partners fully support the plan of action adopted by the euro area on 26 and 27 October.
I nostri partner del G20 sostengono pienamente il piano d’azione adottato il 26 e 27 ottobre dalla zona euro.

The euro area must also work on two levels:
La zona euro deve inoltre lavorare su due piani:

that of member states, especially those under market pressure, and that of the Union and the euro area.
a livello degli Stati membri, soprattutto quelli che sono sotto la pressione dei mercati, e a livello dell’Unione e dell’Eurozona.

At the level of member states, Greece must approve the new plan adopted on 26 and 27 October as a precondition for any financial aid.
A livello degli Stati membri la Grecia deve approvare il nuovo piano, anch’esso concordato il 26 e 27 ottobre, condizione questa necessaria per qualsiasi aiuto finanziario.

I take advantage of this opportunity to say that Greece has already made very great efforts.
Colgo l’occasione per affermare che la Grecia ha già compiuto sforzi considerevoli.

If everything that has been done over the last two years is added up, the total is approximately 12 GDP points, a gigantic effort. However, the new plan adopted at the euro area summit must also be approved by the Greek Parliament if we are to continue to show our solidarity through financial aid.
Sommando tutte le misure adottate negli ultimi due anni, si ottiene uno sforzo pari a circa 12 punti del PIL, uno sforzo gigantesco, ma, per continuare a mostrare la nostra solidarietà con gli aiuti finanziari, è necessario che anche il nuovo piano concordato al vertice dell’Eurozona sia approvato dal Parlamento.

Greece must rapidly recreate a climate of political stability after the events of the last few days and clarify its next internal steps as soon as possible.
Dopo gli eventi degli ultimi giorni la Grecia deve ripristinare rapidamente un clima di stabilità politica e precisare quanto prima le prossime tappe a livello nazionale.

We call on all political forces to contribute to a national consensus because the challenges for Greece are fundamental, vital, and I think that things are moving in the right direction.
Esortiamo tutte le forze politiche a dare il loro contributo affinché si giunga ad un consenso nazionale, poiché la posta in gioco è fondamentale e vitale per la Grecia e credo che ci si stia muovendo nella giusta direzione.

Italy has reaffirmed its commitment to budgetary consolidation and structural reforms.
L’Italia ha ribadito gli impegni assunti riguardo al consolidamento di bilancio e alle riforme strutturali.

To supplement the monitoring to be carried out by the Commission as decided on 26 and 27 October, Italy has invited the IMF, in cooperation with Minister for Finance Mr Tremonti, to carry out a quarterly assessment of the implementation of the plan in the context of its monitoring mission.
Per completare il monitoraggio che, come concordato il 26 e 27 ottobre, deve essere effettuato dalla Commissione, l’Italia ha invitato l’FMI a valutare trimestralmente, di concerto con il ministro delle finanze Tremonti, l’attuazione di tale piano nel quadro della sua missione di vigilanza.

But on 26 and 27 October the European Commission in particular was also given the task of making a detailed assessment of the measures and ensuring that they are implemented.
Tuttavia, sempre il 26 e 27 ottobre, è soprattutto alla Commissione europea che è stata affidata la missione di valutare approfonditamente le misure e di assicurarne l’esecuzione.

All this is extremely important to reinforce the credibility of the measures announced.
Tutto ciò è estremamente importante per rafforzare la credibilità delle misure annunciate.

At the level of the Union and the euro area, we are tackling the accelerated implementation of the decisions taken by the euro area summit at the end of October, which have been welcomed by the G20 leaders.
A livello dell’Unione e dell’Eurozona, ci siamo impegnati ad accelerare l’attuazione delle decisioni che il vertice dell’Eurozona ha adottato alla fine di ottobre e che sono state accolte positivamente dai leader del G20.

Ministers for finance are working on the operational implementation of mechanisms for maximising the capacity of the EFSF.
I ministri delle finanze lavorano all’applicazione operativa dei meccanismi intesi a ottimizzare le capacità del FESF.

The G20 is also prepared to provide the IMF with additional resources and to mobilise them rapidly if necessary.
Il G20 è inoltre pronto ad accordare risorse supplementari all’FMI e a metterle tempestivamente in atto, ove necessario.

The ministers for finance must define specific options before their next meeting. They include bilateral contributions to the IMF as in the case of the financial crisis in 2009, SDRs (special drawing rights) and voluntary contributions to a special structure created within the IMF.
Da qui alla prossima riunione, i ministri delle finanze devono definire opzioni concrete, fra cui contributi bilaterali per l’FMI come già fatto in occasione della crisi finanziaria nel 2009, diritti speciali di prelievo (DSP) e contributi volontari ad un’entità specifica creata in seno all’FMI.

During the discussions, a number of countries expressed their willingness to contribute to the increase in the IMF’s resources.
Nel corso delle discussioni, un certo numero di paesi si è del resto detto disponibile a contribuire a tale aumento.

In general, the EU is still playing an essential role on the international agenda (although we have often had the impression of acting on the defensive):
In generale, anche se spesso abbiamo avuto l’impressione di giocare sulla difensiva, l’UE svolge sempre un ruolo essenziale nell’agenda internazionale:

– we support the Doha process and were behind many compromises to save that process.
– sosteniamo il processo di Doha e siamo all’origine di numerosi compromessi intesi a salvarlo.

We contributed substantially to enabling Russia to become a member of the WTO;
Abbiamo fornito un contributo sostanziale per rendere possibile l’accesso della Russia all’OMC;

– we commit ourselves to fast-track financing of policies to combat climate change in the least developed and poorest countries;
– ci impegniamo per la procedura rapida di finanziamento delle politiche di lotta contro i cambiamenti climatici nei paesi meno avanzati e più poveri;

– we are the first to transpose the “Basel III” agreements on capital requirements for banks and in the EU we have anticipated certain aspects of their implementation through the decisions taken on 26 and 27 October on the recapitalisation of European banks;
– siamo stati i primi a recepire gli accordi di Basilea III sul capitale delle banche e addirittura ne anticipiamo sotto certi aspetti l’attuazione in Europa con le decisioni, adottate sempre il 26 e 27 ottobre, relative alla ricapitalizzazione delle banche europee;

– we are in the lead as regards financial regulation and we continue to play a driving role with regard to development aid in the context of the Millennium Development Goals.
– abbiamo un ruolo guida per quanto concerne la regolamentazione finanziaria e continuiamo a svolgere un ruolo trainante in materia di aiuti allo sviluppo, nel quadro degli “obiettivi di sviluppo del Millennio”.

We are still the world’s largest donor, contributing 50 % of development aid.
Restiamo i più grandi donatori al mondo, con il 50% di aiuti allo sviluppo.

We continue to play an essential role on the international agenda but of course a very large proportion of our time and energy has been devoted to restoring financial stability in our own area, the euro area.
Continuiamo a svolgere un ruolo essenziale nell’agenda internazionale ma, naturalmente, gran parte del nostro tempo e della nostra energia è consacrata al ripristino della stabilità finanziaria nella nostra zona, l’Eurozona.
