 Remarks by Herman Van Rompuy, President of the European Council following the first session of the European Council
Osservazioni di Herman Van Rompuy, in seguito alla prima sessione del Consiglio europeo

Let me brief you on the main outcomes of our first working session of this European Council.
Desidero informarvi sui risultati principali della prima sessione di lavoro di questo Consiglio europeo.

For the short term, we agreed on immediate action to overcome the current difficulties.
Per quanto riguarda il breve termine, abbiamo convenuto interventi immediati per superare le attuali difficoltà.

For the longer term, we agreed on a new fiscal compact for the eurozone.
Quanto al lungo termine, abbiamo concordato un nuovo patto di bilancio per la zona euro.

As regards the short term, we are increasing our financial resources to address the crisis we face.
Riguardo al breve termine, stiamo aumentando le nostre risorse finanziarie per affrontare la crisi in cui versiamo.

Euro area and other Member States will aim to make available additional resources of up to 200 bln euro to the International Monetary Fund (IMF).
Gli Stati membri della zona euro e altri Stati membri mireranno a mettere a disposizione del Fondo monetario internazionale (FMI) risorse supplementari per un importo fino a 200 miliardi di euro.

The European Financial Stability Facility (EFSF) leverage will be rapidly deployed.
Il potenziamento del fondo europeo di stabilità finanziaria (FESF) sarà attivato in tempi rapidi.

We also agreed on the acceleration of the entry into force of the European Stability Mechanism (ESM) rescue fund. It should enter into force in July 2012.
Abbiamo inoltre convenuto di accelerare l’entrata in vigore del fondo di salvataggio del meccanismo europeo di stabilità, che dovrebbe intervenire nel luglio 2012.

>>> As regards the Private Sector Involvement (PSI), we have made a major change to our doctrine: from now on we will strictly adhere to the IMF principles and practices.
Per quanto riguarda la partecipazione del settore privato, abbiamo modificato in maniera sostanziale la nostra dottrina: d’ora innanzi ci atterremo rigorosamente ai principi e alle prassi dell’FMI.

Or to put it more bluntly: our first approach to PSI, which had a very negative effect on the debt markets, is now officially over.
O, in parole povere: il nostro primo approccio alla partecipazione del settore privato, che aveva avuto effetti molto negativi sui mercati del debito, è ormai ufficialmente un capitolo chiuso.

So far for the immediate action in the short term.
Questo per quanto riguarda gli interventi immediati nel breve periodo.

But it is also essential to give a medium and longer-term perspective.
Ma è anche essenziale indicare una prospettiva per il medio e lungo termine.

We therefore agreed on a new fiscal compact.
Ecco perché abbiamo concordato un nuovo patto di bilancio.

It means: we all commit to a new European strong fiscal rule.
In pratica, ci impegniamo tutti per una regola di bilancio europea nuova e rigorosa.

It means: Member States will transpose it into their constitution or equivalent.
Vale a dire: gli Stati membri la recepiranno nelle rispettive costituzioni o atti equivalenti.

It means: reinforcing our rules on excessive deficit procedure by making them more automatic.
Ciò significa rafforzare le nostre norme in materia di procedura per i disavanzi eccessivi rendendole più automatiche.

It also means that Member States will have to submit their draft budgetary plans to the Commission.
Ciò significa anche che gli Stati membri dovranno presentare i loro documenti programmatici di bilancio alla Commissione.

There was a broad agreement on the substance.
Sul merito, l’accordo registrato è stato ampio.

As regards the form, everybody wants to make this new commitment solemnly binding.
Quanto alla forma, tutti vogliono rendere questo nuovo impegno solennemente vincolante.

Of course, in the EU – built on treaties, protocols, laws – talking about the legal means is never easy.
Certamente, nell’Unione europea, che si fonda su trattati, protocolli e leggi, parlare dei mezzi giuridici non è mai facile.

We started this debate at the end of the first session.The conclusion is that the 17 eurozone members + 6 others will conclude an intergovernmental treaty.
Abbiamo avviato questo dibattito alla fine della prima sessione e siamo giunti alla conclusione che i 17 membri della zona euro più altri sei Stati concluderanno un trattato intergovernativo.

Two other countries have not yet a mandate to participate.
Altri due Stati non hanno ancora un mandato per parteciparvi.

The Euro summit of last October gives me a mandate to examine how we can strengthen the economic union, a mandate in close cooperation with the President of the Commission and the President of the Eurogroup.
Il vertice euro dello scorso ottobre mi ha incaricato di esaminare in che modo possiamo rafforzare l’unione economica, mandato che condivido con il presidente della Commissione e il presidente dell’Eurogruppo, con i quali collaboro strettamente.

The Fiscal Compact we decided today is an important first result.
Il patto di bilancio che abbiamo concordato oggi è un primo risultato importante.

Two other themes were identified in the mandate: strengthening economic convergence and deepening the economic union.
Nel mandato sono state individuate altre due tematiche: il rafforzamento della convergenza economica e l’approfondimento dell’unione economica.

As you know, I prepared an Interim Report and it was decided tonight that, with my two colleagues, I will prepare a further report in June, on deepening fiscal integration.
Come sapete, ho preparato una relazione interinale e, nella notte, si è deciso che preparerò, insieme ai miei due colleghi, un’ulteriore relazione a giugno su una maggiore integrazione di bilancio.

To finish, a word about tomorrow.
Per concludere, qualche parola sulla sessione di domani.

In the morning we will sign the Accession Treaty with Croatia.
In mattinata firmeremo il trattato di adesione con la Croazia.

In the European Council itself, we will not only continue the discussion of tonight, but also look at our economic policies, energy, enlargement, and external relations.
In sede di Consiglio europeo, non solo proseguiremo il dibattito di stanotte, ma esamineremo anche le nostre politiche economiche e affronteremo i temi dell’energia, dell’allargamento e delle relazioni esterne.
