Invitation letter by President Van Rompuy to the Informal European Council

It is my pleasure to invite you to an informal meeting of the members of the European Council on 30 January 2012 in Brussels.
Mi pregio d’invitarLa alla riunione informale dei membri del Consiglio europeo che si terrà a Bruxelles il 30 gennaio 2012.
We will first have an exchange of views with the new President of the European Parliament to go over the main points we will later on discuss in the meeting of the members of the EC.
Avremo innanzitutto un scambio di vedute con il nuovo presidente del Parlamento europeo per passare in rassegna i principali punti che discuteremo nella riunione dei membri del CE.
In the present economic situation, we must continue our efforts to ensure financial stability and fiscal consolidation: this is necessary in itself, but it is also a condition needed for returning to structural economic growth.
Nell’attuale situazione economica dobbiamo proseguire gli sforzi volti ad assicurare la stabilità finanziaria e il risanamento di bilancio, cosa necessaria in sé ma anche condizione per il ritorno alla crescita economica strutturale.
At the same time, we need to take active measures to enhance growth and competitiveness and above all create jobs.
Dobbiamo nel contempo prendere misure attive per rafforzare crescita e competitività e soprattutto per creare posti di lavoro.
>>> Whilst our March meeting will provide wider guidance to Member States’ economic and employment policies, I want us this time to focus on immediate action to be taken in the specific areas of youth unemployment, the Single Market and SMEs.
La nostra riunione di marzo fornirà un orientamento generale per le politiche economiche e occupazionali degli Stati membri, nella presente occasione chiedo invece che ci concentriamo sulle misure immediate da adottare nei settori della disoccupazione giovanile, del mercato unico e delle PMI.
To that end I have circulated a draft statement which should help structure our discussion and communicate its outcome.
Ho diffuso a tal fine un progetto di dichiarazione che dovrebbe contribuire a strutturare il dibattito e a comunicarne il risultato.
My idea is to hold an interactive debate allowing us to share experiences of the different paths to promote jobs and growth.
Propongo di tenere un dibattito interattivo che ci consenta di condividere le esperienze dei diversi percorsi per promuovere occupazione e crescita.
Thus, after general introductions by José Manuel Barroso on how the EU can support Member States’ action, in particular as regards youth unemployment and support to SMEs, and by Helle Thorning-Schmidt, on the measures the Council needs to agree on rapidly, I will ask a number of lead speakers to introduce the three strands of our discussion (youth employment; the Single Market; and the financing of SMEs).
Pertanto, dopo le introduzioni generali di José Manuel Barroso su come l’UE può sostenere l’azione degli Stati membri, in particolare riguardo alla disoccupazione giovanile e al sostegno alle PMI, e di Helle Thorning-Schmidt sulle misure che devono essere rapidamente decise dal Consiglio, chiederò ad alcuni relatori principali di introdurre i tre elementi della nostra discussione (occupazione giovanile, mercato unico e finanziamento delle PMI).
We will also use this opportunity to endorse the ESM treaty and to register agreement on the new treaty on stability and convergence within the euro area.
Coglieremo inoltre questa occasione per approvare il trattato MES e per registrare un accordo sul nuovo trattato sulla stabilità e la convergenza nella zona euro.
With the two treaties we will further strengthen the instruments at our disposal to ensure the consolidation and development of the euro area as a whole.
Con i due nuovi trattati rafforzeremo ulteriormente gli strumenti di cui disponiamo per assicurare il consolidamento e lo sviluppo della zona euro nel suo insieme.
