Commission wants your views on priority objectives for the environment
Priorità ambientali: la Commissione chiede il parere dei cittadini
Brussels, 30 March 2012 – The Commission has launched a public consultation to gather views on the 7th EU Environmental Action Programme (7th EAP), which will set out priority objectives to be pursued up until 2020.
Bruxelles, 30 marzo 2012 – La Commissione ha lanciato una consultazione pubblica sul settimo programma d’azione per l’ambiente (PAA), che fisserà gli obiettivi prioritari da perseguire fino al 2020.
The consultation remains open until 1 June.
La consultazione si chiude il 1° giugno.

The EU is home to some of the most ambitious environmental rules to be found anywhere in the world. These rules are doing a lot to protect our environment and people.

But their strength depends on their implementation on the ground and we need to make them fit for new challenges.

We would like to hear from citizens what we can do, together with our Member States and all other stakeholders, to better protect our environment and sustain our prosperity within the planet’s limits.
Invitiamo i cittadini, gli Stati membri e tutti gli altri interessati a esprimersi su come tutelare l’ambiente e sostenere la prosperità delle nostre società nel modo migliore, rispettando i limiti del pianeta.

In recent months, the Commission has adopted a number of strategic initiatives on environment policy : the Resource Efficiency Roadmap, the 2020 Biodiversity Strategy and a Communication on improving the implementation of EU law.
Negli ultimi mesi la Commissione ha adottato una serie di iniziative strategiche in materia ambientale: la Tabella di marcia verso un’Europa efficiente nell’impiego delle risorse, la Strategia dell’UE sulla biodiversità fino al 2020 e la comunicazione “Trarre il massimo beneficio dalle misure ambientali dell’UE”.
They aim at improving Europe’s competitiveness and enhancing its ecological resilience and are an integral part of the Europe 2020 Strategy for smart, sustainable and inclusive growth.
Queste misure, mirate a migliorare la competitività e a aumentare la resilienza ecologica dell’Europa, sono parte integrante della strategia Europa 2020 per una crescita intelligente, sostenibile e inclusiva.
The 7th EAP should provide an overarching, coherent framework for these strategic initiatives, setting out priority objectives and showing clearly how environment policy can contribute to green growth and deliver better health and well-being.
Il settimo PAA dovrà definire un quadro globale e coerente in cui si inscrivono queste iniziative strategiche fissando gli obiettivi prioritari e illustrando chiaramente come la politica ambientale può favorire la crescita verde e migliorare salute e benessere.
It should secure the commitment of all actors concerned – EU institutions, Member States, regional and local administrations, businesses and private sector stakeholders, NGOs and civil society – to a common agenda. In particular, the 7th EAP should secure commitment to:
Il PAA dovrà accogliere un impegno comune di tutte le parti interessate – istituzioni UE, Stati membri, amministrazioni regionali e locali, imprese, settore privato, ONG e società civile – che miri soprattutto:
– improving the implementation and enforcement of EU environmental rules in order to deliver better environmental outcomes
– a conseguire migliori risultati ambientali grazie a un’attuazione e un’applicazione migliori della normativa ambientale dell’Unione;
– making sure that other EU policies also deliver on climate and environment objectives
– a garantire che gli obiettivi climatici e ambientali siano perseguiti anche dalle altre politiche UE;
– having access to sound evidence and the latest scientific knowledge as a basis for environmental policy-making and implementation
– a basare l’elaborazione e la realizzazione delle politiche ambientali su prove solide e sulle più recenti conoscenze scientifiche;
– filling significant policy gaps, where justified by the latest scientific information and in line with the precautionary approach.

Prossime tappe
The results of the public consultation, together with the views of the Council of the European Union, the European Parliament, the Committee of the Regions and the European Economic and Social Committee, will inform the further development of the Commission’s proposal for the 7th EAP, which it plans to present before the end of this year.
I risultati della consultazione pubblica e il parere del Consiglio dell’Unione europea, del Parlamento europeo, del Comitato delle regioni e del Comitato economico e sociale europeo guideranno la Commissione nel processo di elaborazione della proposta del settimo programma d’azione per l’ambiente, che sarà presentata entro fine anno.

Contesto
Environment Action Programmes have guided the development of EU environment policy since the early seventies.
I programmi di azione per l’ambiente indirizzano lo sviluppo della politica ambientale dell’UE fin dai primi anni ’70.
In addition to the results of this consultation, in preparing its proposal for a 7th Environment Action Programme, the Commission will be guided by the challenges highlighted in the European Environment Agency’s 2010 State of the Environment Report and the conclusions of the 6th EAP Final Assessment, as well as input from other EU institutions on the results of the 6th EAP.
La proposta di settimo programma d’azione per l’ambiente si baserà sui risultati della consultazione e terrà presenti le sfide evidenziate dalla relazione dell’Agenzia europea dell’ambiente “Stato e prospettive nel 2010”, le conclusioni della valutazione definitiva del Sesto programma di azione in materia di ambiente e i contributi delle altre istituzioni dell’Unione sugli esiti del sesto PAA.
