Vision 2020: Recommendations to help car industry reach new heights
Prospettive 2020: Raccomandazione per aiutare l’industria automobilista a riprendere quota
On the occasion of the presentation of the CARS 21 report, the European Commission announced today concrete actions to be taken in reaction to the current economic situation.
In occasione della presentazione della relazione CARS 21 la Commissione europea ha annunciato oggi azioni concrete per reagire all’attuale situazione economica.
Recognising the strategic importance of the automotive industry for prosperity in Europe (12 million jobs, € 92 bn trade balance, € 30 bn investment in R&D) an Action Plan will list measures to help the sector.
Prendendo atto dell’importanza strategica dell’industria automobilistica per la prosperità dell’Europa (12 milioni di posti di lavoro, una bilancia commerciale pari a 92 miliardi di EUR, investimenti in R&S per 30 miliardi di EUR) un piano d’azione elencherà una serie di misure volte ad aiutare il settore.
Planned actions concern:
Tra le azioni previste vi sono:
1) providing EU financing for research, in particular to help the sector adapt to the technologies of tomorrow, and reinforcing EIB lending to industr
1) erogazione di finanziamenti UE per la ricerca, in particolare per aiutare il settore ad adattarsi alle tecnologie di domani, e rafforzamento dei prestiti BEI all’industria;
2) managing the sector’s costs by applying the principles of smart regulation an
2) contenimento dei costi del settore applicando i principi di una regolamentazione intelligente e
3) supporting the internationalisation of EU industry by improving market access through trade negotiations and work on regulatory and procedural convergence with the ultimate aim of achieving a worldwide car type approval.
3) sostegno alla internazionalizzazione dell’industria dell’UE migliorando l’accesso al mercato attraverso i negoziati commerciali e adoperandosi per la convergenza sul piano regolamentare e procedurale con il fine ultimo di pervenire ad un’omologazione mondiale degli autoveicoli.

Ciò significherebbe che ogni automobile prodotta al mondo potrebbe essere commercializzata in qualsiasi paese del mondo.
Moreover, the Cars 21 report sets out a complete vision for the automotive industry in 2020 providing recommendations for rapid progress on important subjects such as electro-mobility, road safety, market access strategy and a review of the CO2 emissions from cars and vans.
La relazione CARS 21 delinea inoltre una prospettiva integrale per l’industria automobilistica nel 2020 fornendo raccomandazioni per compiere rapidi progressi su tematiche importanti come l’elettromobilità, la sicurezza stradale, la strategia di accesso al mercato e il riesame delle emissioni di CO2 di automobili e furgoni.
European Commission Vice-President Antonio Tajani, responsible for Industry and Entrepreneurship, said:

“The CARS 21 report provides useful input for the important strategic vision for the automotive industry in 2020 which we will present after the summer.

But the automotive industry needs to be in good shape first in order to realise this vision.

We therefore need to act now and decisively in order to counter current economic difficulties by mobilising financing for research, carefully evaluating any new regulation and supporting the expansion on third markets”.
Dobbiamo perciò agire ora in modo deciso per sormontare le attuali difficoltà economiche mobilitando finanziamenti per la ricerca, valutando attentamente ogni nuova regolamentazione e incoraggiando l’espansione sui mercati terzi”.

The proposed measures will form the Commission’s Action Plan supporting the automotive industry, which will be adopted as a Communication on the outcome of CARS 21 in the autumn this year.
Le misure proposte costituiranno il piano d’azione della Commissione a sostegno dell’industria automobilistica che sarà adottato nell’autunno di quest’anno nella forma di una comunicazione sui risultati di CARS 21.
The communication will also establish an annually meeting of the CARS 2020 Group meeting in order to monitor the progress achieved in the implementation.

The CARS 21 Group has delivered, but this is not the end of the process.

The Commission will continue the dialogue with the industry and monitor the economic situation in order to translate the CARS 21 recommendations in concrete actions over the next months.

The recommendations contained in the December 2011 Interim Report of the CARS 21 Group (MEMO/11/862) were reaffirmed today.
