Help the SMEs or die

A Roma si stanno dividendo le ossa e le poltrone della Seconda Repubblica.
In Rome they are sharing out the spoils and the armchairs of the Second Republic.

Nel frattempo l’economia non aspetta.
Meanwhile the economy can’t wait.

Ogni minuto chiude un’impresa.
Every minute, there’s a company closing down.

Questo autunno potremmo raggiungere il punto di non ritorno.
By this Autumn, we could get to the point of no return.

Il MoVimento 5 Stelle ha nel suo programma due punti fondamentali:
The 5 Star MoVement has two fundamental points in its manifesto:

la solidarietà sociale, attraverso il reddito di cittadinanza, e le misure per le PMI.
social solidarity, with the citizen’s income, and the measures in favour of the SMEs.

The whole fabric of the environment for SMEs is disintegrating like a massive spider’s web whose silken threads are breaking one by one until it’s completely destroyed.

Senza questa tela l’Italia è spacciata.
Without this network of businesses, Italy is done for.

La finanza pubblica si regge grazie ad essa.
That’s what supports public finances.

In questi mesi vi sono stati numerosi contatti con piccoli e medi imprenditori e persone del M5S.
In recent months, M5S people have had numerous encounters with small and medium sized enterprises (SMEs).

Ci chiedono di aiutarli a sopravvivere.
They are asking us to help them survive.

Molti sono alla canna del gas e ci guardano come se fossimo la loro ultima possibilità di salvezza.
Many have got to the point of suicide and they are looking to us as their last chance of survival.

La politica finora seguita dal governo è stata l’aumento delle tasse su privati, imprese, consumi.
Up until now, the policies pursued by the government have been to increase taxes for private individuals, for companies and on consumption.

Un’impostazione suicida che sta trasformando il Paese in un deserto e che ha come obiettivo di mantenere inalterati i privilegi, gli sprechi e i costi della politica e di porre al vertice della piramide le banche e la finanza al posto della produzione.
One suicidal position that is transforming the country into a desert and that has the objective of maintaining the current situation regarding privileges, waste and the costs of politics and putting banks and finance at the top of the pyramid instead of giving pride of place to production.

Ho incontrato insieme a Casaleggio molte imprese e associazioni collegate a ConfAPRI, i cui componenti rappresentano circa un milione di imprenditori, una rete fra imprenditori, manager, professionisti e esperti appartenenti o rappresentanti gruppi, associazioni, imprese e persone.
Together with Casaleggio, I have met up with a lot of companies and associations connected to ConfAPRI, whose members are representing about a million entrepreneurs, it’s a network of entrepreneurs, professionals, and experts belonging to or representing groups, associations, companies and individuals.

Confapri condivide la maggior parte dei punti del nostro programma e si è resa disponibile per supportare le proposte di legge presenti nel nostro programma.
ConfAPRI is in agreement with most of the points in our manifesto and has indicated its willingness to support the proposed laws in our programme.

Le prime che saranno presentate in Parlamento, di assoluta urgenza per tenere in vita le imprese sono:
The first ones to be presented to Parliament with extreme urgency to keep the companies alive are:

– Abolizione dell’IRAP.
– Abolition of IRAP.

Un’assurda tassa sull’occupazione.
An absurd tax on employment.

Più un’impresa assume, più si indebita per crescere, più è tassata.
The more a business takes on staff, the more it gets into debt in order to grow, the more it is taxed.

L’IRAP va ridotta gradualmente a partire dal 2013, per essere annullata entro il 2014.
IRAP has to be reduced gradually starting in 2013 and it needs to be eliminated by 2014.

Con l’IRAP le imprese più ricche e senza occupati pagano il 32% circa di tasse, mentre le imprese più povere e indebitate, con numerosi lavoratori, pagano fino all’80% di tasse.
With IRAP, the richer companies employing fewer staff are paying taxes at a rate of about 32%, while the poorer companies with a lot of workers, are paying up to 80% in taxes.

L’IRAP come riportato in uno studio ( I costi della politica in Italia) dell’Istituto Bruno Leoni può essere coperta rapportando i nostri costi della politica a quelli delle Nazioni europee.
As shown in a report (Costs of politics in Italy) by the Istituto Bruno Leoni, the amount raked in by the IRAP tax can be covered if our costs of politics are brought into line with those of European nations.

– Pagamento dell’IVA solo a incasso avvenuto.
– Payment of the IVA sales tax only when the money has been received.

L’IVA va pagata allo Stato quando incassata (questo oltre a sospendere l’incremento dell’IVA prevista dal 1° luglio).
IVA should only be paid to the State after the payment for the goods or services has been received.(As well as this, the increase in the IVA sales tax due 1 July, should be suspended).

Il pagamento dell’IVA quando incassata non produrrà differenze di gettito sostanziali, ma uno spostamento del gettito.
By shifting the moment when the sales tax is paid, this will not make much difference to the amount paid, but it will alter when that is received.

– Sblocco immediato dei circa 120 miliardi di euro dovuti dallo Stato e dagli Enti alle imprese, anche attraverso l’anticipo e lo sconto in pro-soluto presso la Cassa Depositi e Prestiti o presso le banche (gli interessi saranno a carico dell’Ente debitore e non a carico dell’impresa).
– Immediate release of about 120 billion euro that the State and public bodies owe to the private sector. This may even take place by means of payment in advance or pro-soluto {without recourse} discounts with the publicly controlled “Cassa Depositi e Prestiti” or with the banks (with interest to be paid by the debtor and not by the companies).

La misura include anche che i pagamenti, fra Stato, Enti e privati, non dovranno mai superare i 60 giorni, con l’automatico riconoscimento, in caso di ritardo, di interessi dell’8% più tasso BCE o di altri costi documentati causati dal ritardo.
This measure also lays down that payment delays, between the State, public bodies and private sector companies, must never go beyond 60 days. And if there is a delay beyond this period, then interest at a rate of 8% above the ECB rate must be added as well as any documented costs caused by the excess delay.

Queste misure vanno approvate al più presto dal Parlamento dopo la loro presentazione da parte del M5S.
These measures have to be approved by parliament as soon as possible after they have been presented by the M5S.
