“The Member States and Commission have not done enough to show that the €100 billion rural development budget is well spent”, say EU Auditors

A report published today by the European Court of Auditors (ECA) has found that the current monitoring and evaluation arrangements have failed to provide the information needed in time to inform decisions on which are the most effective and efficient measures for the preparation of the 2014-2020 rural development policy .
Secondo una relazione pubblicata in data odierna dalla Corte dei conti europea, gli attuali meccanismi di monitoraggio e valutazione non sono stati in grado di fornire tempestivamente i dati necessari per adottare decisioni informate sulle misure più efficaci e più efficienti in vista della preparazione della politica di sviluppo rurale per il periodo 2014 – 2020.

The EU allocated almost €100 billion to achieving rural development objectives in the 2007-2013 financial period.
L’UE ha stanziato quasi 100 miliardi di euro per conseguire gli obiettivi di sviluppo rurale nel periodo finanziario 2007 – 2013.

Member States also committed € 58 billion of national resources to co-finance the rural development programmes (RDPs).

Member States develop RDPs. Once approved by the Commission, these programmes are implemented by the Member States.

“The Member States and EU Commission have focused too much on spending the rural development budget and not enough on efficiently achieving results”, said Jan Kinšt, the ECA Member responsible for the report.

However, the ECA’s audit found that the Member States showed little interest in the results achieved with their RDPs.

The Commission accepted Member States’ RDPs with vague, open-ended objectives that were not specific about what the programmes intended to achieve.

In this audit, the EU Auditors found that weaknesses in monitoring and evaluation by the Member States meant that the information produced was not reliable, consistent and relevant enough to show the results achieved in relation to the objectives set.

And the Commission and Member States have not made good use of the information that is available on results to improve the effectiveness or efficiency of the rural development expenditure.

Improvements to monitoring and evaluation can and should be made for the remainder of the current spending period (up to end of 2015) to ensure that the EU’s budget is spent well.
Per garantire che i fondi dell’UE siano spesi bene, i miglioramenti per quel che riguarda le attività di monitoraggio e valutazione possono e devono essere apportati nella parte restante dell’attuale periodo di spesa (ovvero sino alla fine del 2015).

Moreover, the upcoming 2014-2020 programming period presents an opportunity for the Commission and Member States to put effectiveness and efficiency at the heart of the new spending policy and subsequently when selecting the operations and projects to be financed.
Inoltre, il prossimo periodo di programmazione 2014 – 2020 offre l’opportunità alla Commissione e agli Stati membri di porre l’efficacia e l’efficienza maggiormente al centro della nuova politica di spesa, e in seguito nella fase di selezione delle operazioni e dei progetti da finanziare.

Key to this is setting better objectives and enhancing the monitoring and evaluation of results.

The EU auditors make a number of recommendations in the report with this in mind.

This special report (SR 12/2013) is entitled “Can the Commission and Member States show that the EU budget allocated to the rural development policy is well spent?” The ECA examined whether there are clear statements on what the rural development expenditure is intended to achieve, if there is reliable information showing what the expenditure has achieved and how efficiently it has done so.
Nella relazione speciale n. 12/2013, intitolata “La Commissione e gli Stati membri possono dimostrare che le risorse finanziare dell’UE destinate alla politica di sviluppo rurale sono ben spese?” la Corte ha esaminato se vi siano definizioni chiare di ciò che la spesa per lo sviluppo rurale è destinata a realizzare, se si disponga di informazioni affidabili su quanto sia stato realizzato con la spesa e con quanta efficienza.

A key element for this is a system of monitoring and evaluation, also referred to as the Common Monitoring and Evaluation Framework.
A tal fine, un elemento chiave è costituito dal sistema di monitoraggio e di valutazione, noto anche sotto il nome di Quadro comune per il monitoraggio e la valutazione (QCMV).

The system of monitoring and evaluation should provide information on where spending is, or is not, effective and efficient.
Il sistema di monitoraggio e valutazione dovrebbe fornire informazioni in merito all’eventuale efficacia ed efficienza della spesa.

Such information is needed for accountability: to inform the European Parliament, the Council and the public of what has been achieved with the EU budget and to demonstrate that it has been spent efficiently and effectively in accordance with the principles of sound financial management.
Si tratta di informazioni necessarie per assolvere all’obbligo di render conto, ossia per informare il Parlamento europeo, il Consiglio e i cittadini su quanto è stato ottenuto con il bilancio dell’UE e dimostrare che le risorse sono spese efficientemente ed efficacemente in osservanza dei princìpi della sana gestione finanziaria.

Monitoring and evaluation also allows weaknesses to be identified and changes to be made both within the seven year programming period and when designing future policies, legislation and spending programmes.
Il monitoraggio e la valutazione permettono anche di identificare debolezze e apportare modifiche sia durante i sette anni del periodo di programmazione sia nel concepire politiche, norme e programmi di spesa per il futuro.

The audit concluded that the Commission and Member States have not sufficiently shown what has been achieved in relation to the rural development policy objectives and there is a lack of assurance that the EU’s budget for rural development has been spent well.
L’audit conclude che la Commissione e gli Stati membri non hanno sufficientemente dimostrato quanto sia stato ottenuto in rapporto agli obiettivi della politica di sviluppo rurale e che vi è una mancanza di certezza riguardo al fatto che il bilancio dell’UE sia stato speso bene.

Based on its findings, the ECA recommends that:
Sulla base di tali constatazioni, la Corte raccomanda quanto segue:

– the Commission and the Member States should make use of monitoring and evaluation to increase their focus on achieving results;
– la Commissione e gli Stati membri dovrebbero avvalersi del monitoraggio e della valutazione per concentrasi maggiormente sul conseguimento degli obiettivi;

– the Commission and the Member States should take action now to ensure that good quality, comparable information can be obtained from the ex-post evaluations in 2015 of the 2007-2013 programming period;
– gli Stati membri e la Commissione dovrebbero attivarsi sin d’ora per garantire che si possano ricavare informazioni di buona qualità e comparabili dalle valutazioni ex post del 2015 relative al periodo di programmazione 2007 – 2013;

 –  the Commission should improve the Common Monitoring and Evaluation Framework design to produce more timely, relevant, reliable and comparable information, in particular on the effectiveness and efficiency of each measure in achieving results;
– la Commissione dovrebbe migliorare la progettazione del QCMV onde produrre informazioni più tempestive, pertinenti, affidabili e comparabili, in particolare per quanto riguarda l’efficacia e l’efficienza di ciascuna misura nel raggiungere i risultati;

– Member States and the Commission should ensure that the 2014-2020 Regional Development Programmes provide a better foundation for sound financial management, with specific, measurable objectives and plans for monitoring and evaluation of the programmes’ efficiency and effectiveness;
– gli Stati membri e la Commissione dovrebbero garantire che i programmi di sviluppo regionale (PSR) del periodo 2014 – 2020 costituiscano una base migliore per la sana gestione finanziaria, con obiettivi specifici e misurabili e piani per il monitoraggio e la valutazione dell’efficienza e dell’efficacia dei programmi;

– Member States should design effectiveness and efficiency into the 2014-2020 RDP implementation systems, with the information gathered for the application, selection and payment processes re-used for monitoring and evaluation;
– gli Stati membri dovrebbero integrare l’efficacia e l’efficienza nei propri sistemi di attuazione dei PSR del periodo 2014 – 2020 riutilizzando per il monitoraggio e la valutazione le informazioni raccolte nell’ambito delle procedure di domanda, selezione e pagamento;

– Member States and the Commission should improve their reporting on the results achieved with the EU budget to enhance accountability. This should include a more systematic follow-up of evaluation findings.
– gli Stati membri e la Commissione dovrebbero migliorare la comunicazione dei risultati ottenuti con le risorse finanziare dell’UE per meglio ottemperare all’obbligo di rendere conto, ad esempio dando più sistematicamente seguito ai risultati delle valutazioni.
