L’Islanda è stato il primo Paese ad accusare la crisi economica per il problema dei mutui subprime americani, ma l’Islanda è anche stato il primo Paese a superare questa crisi, ci è riuscita.
Iceland was the first Country to bear the brunt of the economic crisis due to the problem of the American sub-prime mortgages, but Iceland was also the first Country to overcome this crisis and they managed to get it right.

L’Islanda non ha salvato le proprie banche nel momento in cui sono entrate in crisi di liquidità.
Iceland didn’t try to save their own banks when they suddenly encountered a liquidity crisis.

Il debito non è stato socializzato.
Their debt was not simply converted into public debt.

Non è un dogma il fatto che un debito privato diventi un debito pubblico quando il privato fallisce, e questo è stato dimostrato
There is no rule that says that when a public enterprise fails its debt must be converted into public debt, and this has now been proven.

Operavano su mercati finanziari internazionali e erano paragonabili alla grandezza delle banche internazionali.
They operated on international financial markets and size wise they were equivalent to most of the international banks.

Lo Stato islandese, con una economia relativamente piccola, non era in grado di salvarle, quindi le ha dovute lasciare fallire, ma con il senno di poi si è rivelata una ottima scelta.
Due to that Country’s relatively small economy, the government was in no position to bail them out so they simply had to allow those banks to fail which, with hindsight, has proven to be an excellent choice.

Gli islandesi sono riusciti a fare cadere un governo corrotto che negli anni aveva portato il Paese sull’orlo del baratro.
The people of Iceland managed to bring down a government that was corrupt and had, over the years, brought the Country to the verge of the abyss.

Avevano liberalizzato tutto il sistema finanziario senza le capacità per gestire quello che avevano creato.
They had liberalised the entire financial system with the wherewithal to manage what they had created.

C’era una parte del debito accumulato da queste banche verso l’estero, soprattutto verso Inghilterra e Olanda, pratica che ormai è comune quasi ovunque in tutto il mondo.
Part of the banks’ accumulated debt was foreign debt, mainly towards England and Holland, a practice that has become extremely common all around the world.

Tutti i profitti delle banche erano privati, il debito accumulato nel momento del fallimento si convertì in debito pubblico.
All the banks’ profits go to private investors while all their accumulated debt becomes public debt in the event of bankruptcy.

Questa pratica è stata fermata dagli islandesi che con un movimento di partecipazione e con una petizione sono riusciti a bloccare la legge che convertiva il debito e a non pagare il debito, grazie a un referendum che poi è stato indetto dal Presidente della Repubblica.
A stop was put to this practice by the Icelandic people who, with a participative movement and a petition, managed to block a law that would have converted the banks’ debt and thus to not pay back that debt, thanks to a referendum subsequently called by the State President.

Un elemento importante che ha consentito all’Islanda di uscire in tempi rapidi dalla crisi economica è una moneta sovrana perché, se da una parte la corona si è svalutata all’improvviso, ha causato problemi, chi aveva mutui, debiti si è trovato sommerso da questi debiti e in grossa difficoltà, dall’altro la svalutazione ha ridato competitività all’economia Islandese in tempi molto rapidi.
An important factor that enabled Iceland to get through the economic crisis in a short space of time is that it has a sovereign currency because, while the Icelandic Kroner devalued very suddenly, which caused problems for those who had mortgages and other debts and suddenly found themselves in serious difficulty, on the other hand the devaluation very quickly made Icelandic economy more competitive once again.

C’è stato un momento iniziale di rabbia, che ha portato a una sete di giustizia diffusa e ha avuto come conseguenza il processo di molte persone che in vari modi si erano resi colpevoli della crisi.
Initially there was a lot of anger, which led to a general thirst for justice and led to the putting on trial of many people who were somehow guilty of actions that led to the crisis.

Sono stati resi noti pochi giorni fa i nomi di una ventina di banchieri attualmente sotto processo e che facevano parte del consiglio di amministrazione delle due banche principali islandesi.
Just a few days ago, the names were released of twenty or so bankers who are currently on trial and were members of the Boards of the two main Icelandic banks.

L’unica condanna definitiva per ora è quella che pende sul capo del primo ministro di allora, condannato per frode.
The only final conviction to date has been that of the then Prime Minister, who has been found guilty of fraud.

Una delle conseguenze più positive dell’intera vicenda è che poi da questo momento iniziale di rabbia si è riusciti a passare a una seconda fase molto più costruttiva, che ha avuto vari frutti tra cui la riscrittura della Costituzione.
One of the most positive consequences of the entire affair is that after that initial moment of anger, the people have moved on to a far more constructive phase that has borne much fruit, not least of which was the re-drafting of the Constitution.

La vecchia Costituzione era un retaggio di quando l’Islanda faceva parte del regno danese e quindi di fatto era la costituzione danese riarrangiata, però non raccontava i valori veri della nazione Islandese, degli islandesi come popolazione, delle loro origini e tradizioni.
The old Constitution was a legacy of earlier times when Iceland was part of the Danish Empire, so it was basically an adaptation of the Danish Constitution and failed to reflect the values of the Icelandic nation, the Icelandic people as a population or their origins and traditions.

Quello che si è fatto è riscrivere la Costituzione in modo innovativo e rivoluzionario.
So what they did was re-draft the Constitution in an innovative and revolutionary manner.

Si è cercato di aprire a una fetta sempre più grande di popolazione e si è fatto prima eleggendo una assemblea costituente.
They attempted to open up to an increasingly large slice of the population, which they did by starting with the election of a constituent assembly.

Alle elezioni si poteva presentare chiunque.
Absolutely anyone was eligible to stand for election.

Questa assemblea costituente quando si riuniva trasmetteva le proprie sedute attraverso i social network, attraverso vari strumenti per coinvolgere il più possibile chi non poteva essere di persona.
Whenever this constituent assembly would meet, the meetings were streamed live on the social networks by various means so as to, as far as possible involve everyone who could not be there in person.

Di fatto anche da casa si poteva inviare spunti, seguire come evolveva la scrittura della Costituzione.
As a matter of fact, from home it was possible to send in cues and follow how the rafting of the Constitution was going.

Questa Costituzione così bella, così partecipata, non è ancora entrata in vigore perché attende il vaglio definitivo del Parlamento.
This wonderful, fully participative Constitution has not yet come into force because it is awaiting final Parliamentary promulgation.

L’utilizzo di Internet come strumento di partecipazione è una costante di tutto il caso islandese ed è anche stato messo a sistema.
The utilisation of the Internet as a participation tool has been a constant throughout the entire Icelandic case and has also been built into their entire system.

Sono state create leggi ad hoc per rendere internet uno strumento il più libero possibile.
Ad-hoc legislation has been introduced to make the Internet as free as possible.

Addirittura a una legge, varata nel 2011, ha partecipato lo stesso Julian Assange che ha contribuito insieme a un’attivista Islandese, Birgitta Jonsdottir.
Indeed, Julian Assange himself and Icelandic activist Birgitta Jonsdottir both participated in the drafting of one specific law that was promulgated in 2011.

Un’eccellenza per la libertà della Rete, di fatto molti attivisti della Rete chiedono asilo all’Islanda quando si trovano in difficoltà.
This is a major plus for Internet freedom and indeed many Internet activists seek asylum in Iceland when they find themselves in trouble elsewhere.

Si è innescato un cambiamento storico di grossa portata.
They have brought about a huge and historic change.

A livello di popolazione si riesce comunque a percepire questo cambiamento, sia negli stili di vita, sia negli argomenti di cui parla la gente in un bar.
You can perceive the extent of this change both in the people’s way of life and in the kind of topics that they discuss in the bars.

E’ rimasto un sentire diffuso e delle connessioni tra persone che via via si sono attivate per cambiare le cose e per riprendersi in mano la facoltà di decidere del proprio futuro.
What has endured is a widespread feeling and certain connections between the people that, bit by bit, stood up and decided to change things and take back the right to decide on their own future.

Una delle obiezioni che viene fatta al caso islandese è che non è replicabile, perché ci sono delle caratteristiche specifiche dell’Islanda e della popolazione islandese che non appartengono a molti altri Paesi.
One of the objections that are raised regarding the Icelandic affair is that it is unrepeatable since there are certain characteristics that are specific to Iceland and the Icelandic people which other countries do not have.

In Islanda ci sono pochissime persone su un territorio relativamente vasto, ricco di risorse e c’è una cultura diffusa, anche molto all’avanguardia su quanto riguarda la rete internet.
In Iceland there are very few inhabitants living in a relatively large area that is rich in resources and has a widespread common culture and which is at the forefront in terms of the Web.

Tuttavia ci sono alcuni messaggi che sono già alla base di molti movimenti che, anche da noi, cercano di cambiare le cose.
However, there are a number of messages that lie at the basis of numerous movements that are attempting to bring about change here in Italy.

Il concetto di base è riprendersi in mano il potere di decidere sulla propria vita e sulla società in cui viviamo, un potere che ci è sfuggito negli anni, in un periodo in cui ci è stato detto che non era affare nostro decidere della società in cui viviamo, che ci avrebbero pensato altri, che noi dovevamo pensare a noi stessi e basta.
The basic idea is to take back the right to decide on our own lives and the kind of society that we live in, a right that has slipped out of our hands over the years, during a period of time in which we were told that it’s not our job to decide what kind of society we live in, that others would decide for us and that we should just worry about ourselves and nothing else.

Il messaggio di riappropriazione del potere di decidere e della sovranità intesa come idea di partecipazione alla cosa pubblica, l’idea di costruire un percorso collettivo, è il messaggio più bello e anche più universale che si possa cogliere dall’esperienza islandese.
The message that we must claim back the decision making power, as well as our sovereignty, in other words the idea of participating in public affairs and the idea of building a communal future is the best and most universal message that we can take from the Icelandic experience.
