L’intervista di Silvia Mancinelli del Tempo a Giorgio Innocenzi, Segretario Generale Nazionale CONSAP, sulla questione dei poliziotti senza protezioni:
Il Tempo’s Silvia Mancinelli interviews Giorgio Innocenzi, CONSAP’s National General Secretary about the issue of police officers being without protection:

«Già 40 agenti su mille sono risultati positivi.
«Already 4% of the officers are testing positive.

In 50mila ora temono»
Now 50 thousand officers are worried.»

Silvia Mancinelli: Poliziotti mandati allo sbaraglio ad accogliere i migranti.
Silvia Mancinelli: Police officers sent to welcome migrants and then die.

La Consap lo aveva denunciato a giugno.
The police trade union, CONSAP denounced this situation in June.

Un’eco piuttosto ritardata alle dichiarazioni che il sindacato Consap aveva già fatto.
A slightly tardy response to the announcement made by the police union CONSAP.

Giorgio Innocenzi:«Le prime avvisaglie in merito ai poliziotti contagiati dalla Tbc risalgono ai primi di giugno – conferma Giorgio Innocenzi, segretario generale Consap -.
Giorgio Innocenzi: (CONSAP general secretary) «The first warnings about the police officers infected with TB came in early June.

Le facemmo presenti, nel corso di un incontro al dipartimento di Pubblica Sicurezza, al vice capo vicario.
We told the deputy chief about this situation at a meeting in the department of Public Security.

Fummo convocati per discutere di immigrazione e di tutela del personale impiegato nel servizio di accoglienza.
We were summoned to attend a meeting to discuss immigration and the protection of personnel working in the Welcome Service.

Io stesso dissi: “Ce ne accorgiamo adesso?”».
I myself said: “Is it only now that we’ve noticed this?”».

SM: Cosa emerse da quel primo incontro?
SM.: What was the outcome of that first meeting?

GI: «Innanzitutto i primi casi di agenti impiegati nei servizi di assistenza ai migranti e infetti da tubercolosi.
GI: «First of all, we had the first cases of officers engaged in assisting the migrants and infected with TB.

Andavano ad accogliere quanti sbarcavano con mascherine da 50 centesimi, per niente sufficienti a proteggerli dai contagi.
They went to welcome those who were disembarking wearing masks purchased for 50 cents and they were not suitable for protecting them from contagion.

I controlli sulle navi che trasportano i migranti sono superficiali, con un solo medico a bordo per circa mille persone, e quando sbarcano vengono a contatto con chi li accoglie mettendoli a rischio».
Only superficial checking is performed on the ships carrying the migrants, with a single doctor on board for about a thousand people, and when they disembark they come into contact with those receiving them, thus putting them at risk».

SM: Quali sono gli strumenti adatti a garantire l’incolumità del poliziotto?
SM.: What sort of equipment is needed to guarantee the safety of the police officers?

GI: «Finalmente, a poche ore da una conferenza che tenemmo insieme ad Assotutela in Questura e alla presenza dell’agente Alberto Mancini positivo al test di Mantoux, il ministero dell’Interno ha diffuso il 7 agosto scorso le linee guida per le protezioni da adottare in servizio.
GI: «At last, just a few hours before a conference that we organised with Assotutela in the Police Headquarters and in the presence of Alberto Mancini, (an officer who has tested positive to the Mantoux test), on 7 August, the Ministry of Internal Affairs issued guidelines for the protection of those engaged in this service.

Guanti e camici monouso, mascherine chirurgiche e occhiali paraspruzzi».
Disposable gloves and protective gowns, protective goggles and facial shields».

SM: E chi paga?
SM.: And who pays for that?

GI: «I fondi dovrebbe metterli il ministero, a disposizione delle Questure.
GI: «The funding should come from the ministry, and it should be made available to the Police Chiefs.

Il problema è che mancano le risorse ed i mezzi non sono ancora per tutti.
The problem is that there’s a lack resources and so the equipment is not available for everyone.

Rincorriamo l’emergenza senza soldi».
We are facing the emergency without money».

SM: Adesso anche il leader del Movimento 5 Stelle ha detto la sua, senza peli sulla lingua.
SM.:Now, even the leader of the 5 Star MoVement has spoken about this in no uncertain terms.

Se lo aspettava?
Did you expect that?

GI: «Sinceramente no, ma mi ha fatto molto piacere.
GI: «To be honest, no I didn’t, but I’m glad he’s spoken out.

Ci ha contattato prima di pubblicare le dichiarazioni che già tutti conosciamo sul suo blog, si è informato, e confidiamo sui suoi mezzi per svegliare ulteriormente le coscienze di chi dovrebbe adottare urgenti soluzioni».
He got in touch with us before publishing his thoughts that everyone can read on his blog. He made enquiries and now we are putting our trust in his resources to provide a further awakening of the consciences of those who should put urgent measures in place to find a solution».

SM: Il rischio che la tbc si diffonda ulteriormente esiste ancora?
SM.: Is there the risk that TB will continue to spread?

GI:«Assolutamente si.
GI:«Yes, certainly.

I migranti che stanno sbarcando in queste ore vengono mandati in tutta Italia sui pullman per essere sottoposti a visite approfondite.
The migrants that are disembarking right now, are loaded onto buses and taken to points in various parts of Italy where they have an in-depth medical examination.

Durante il viaggio, però, prima di esser controllati, a contatto diretto con loro, ci sono i poliziotti.
However, on the journey, before their medical check-up, the police officers are in direct contact with them.

Si sta procedendo in modo approssimativo e si rischia grosso».
The procedure is a bit “hit and miss” and the risks are great.»

SM: Come vi muoverete adesso?
SM.: What will you do now?

GI: «La class action, grazie all’avvocato di Assotutela Luisa Cicchetti, è già una realtà: assistenza legale gratuita per gli agenti positivi al test di Mantoux.
GI:«A class action, thanks to avvocato Luisa Cicchetti (the lawyer acting for the association called Assotutela). This is already a reality:there’s free legal assistance for those officers giving a positive result in the Mantoux test.

Quindi manifesteremo davanti al Parlamento».
After that we’ll have a demonstration outside parliament».

SM: La fobia sta dilagando?
SM.: The phobia is spreading?

GI: «È naturale.
GI: «Naturally.

I poliziotti positivi agli esami sulla Tbc sono 40 su mille, ma sono 50mila quelli che hanno svolto servizio di accoglienza ai migranti e tutti, a ragione, chiedono ora di essere controllati».
4% of the police officers that have taken the TB test have tested positive but there are 50 thousand officers who have been involved in receiving the migrants and quite rightly they are all asking to undergo this test.»
