Further €165 million package for perishable fruit & vegetable market support.

The European Commission has today adopted a new programme for emergency market measures for perishable fruit & vegetables in the wake of the Russian ban on imports of certain EU agricultural products.
La Commissione europea ha adottato oggi un nuovo programma di misure di emergenza per frutta e verdura deperibili a seguito dell’embargo russo sull’importazione di alcuni prodotti agricoli dell’UE.
Worth up to €165 million, this new scheme provides support to withdraw surplus volumes from the market and comes in addition to the programme worth up to €125 million € for fruit & vegetables that was announced on August 18, but suspended on September 10 because provisional applications showed that the full budget allocation had already been claimed.
Il nuovo programma, con una dotazione fino a 165 milioni di euro, fornisce sostegno per il ritiro delle eccedenze di produzione dal mercato e va ad aggiungersi al programma annunciato il 18 agosto, che prevedeva aiuti fino a 125 milioni di euro per i prodotti ortofrutticoli, ma sospeso il 10 settembre perché le richieste di sostegno inoltrate avevano già esaurito l’intero importo stanziato.
In order to be better targeted, the new scheme includes an annex outlining eligible volumes in individual Member States with specific figures per product group.
Per garantire un intervento più mirato, il nuovo programma comprende un allegato in cui sono indicati i volumi ammissibili per i singoli Stati membri, con le cifre esatte per ciascuna categoria di prodotti.
These volumes are based on export volumes for this period in the last 3 years with amounts deducted to take account of volumes already claimed under the first €125 million scheme.
L’allegato è stato redatto tenendo conto delle quantità esportate dai singoli Stati negli ultimi tre anni e sottraendo i volumi per i quali è già stata presentata domanda di aiuto a titolo del programma precedente.

Confirming the programme today, EU agricultural commissioner Dacian Ciolos, stated:

“I am pleased that the Commission has managed to mobilise a further €165 million to help ease the market pressure for fruit and vegetable growers following the Russian ban.

This programme will be more targeted than the initial scheme, although there is still some flexibility within the 4 product groups.

These market support measures will provide short-term relief.”

Background

As in the previous programme, this scheme foresees EU support for withdrawals for free distribution (which is 100% EU-funded), or for withdrawals for non-food use (e.g.composting), where the rate of EU support is lower.
Al pari del programma precedente, il nuovo programma prevede di indirizzare il sostegno dell’UE al ritiro destinato alla distribuzione gratuita (interamente finanziato dall’UE) o al ritiro destinato ad usi non alimentari (ad esempio il compostaggio), per il quale la percentuale di aiuti UE è più bassa.
Similarly, the option of green-harvesting or non-harvesting is also available, with a support level slightly lower still.
Anche il nuovo regime contempla l’opzione della raccolta prima della maturazione o della mancata raccolta, con un livello di sostegno che sarà tuttavia leggermente più basso.
As previously, the measures will also be available for producers who are not members of producer organisations (PO), but the level of EU funding is higher for PO members (75% of the figure foreseen, compared with 50% for non-members), with the possible further (25%) top-up for such producers from the PO operational fund.

The new scheme, which will run until the end of the year, includes an annex with specific volumes listed in 4 product categories for the 12 countries which exported most fruit & vegetables to Russia during the September-December period (September to March for certain fruit) on average from 2011-2013.
Il nuovo regime, che sarà applicato fino alla fine dell’anno, comprende un allegato che elenca i volumi specifici relativi a 4 categorie di prodotti per i 12 paesi che hanno esportato in media i maggiori quantitativi di frutta e verdura in Russia durante il periodo da settembre a dicembre (da settembre a marzo per alcune tipologie di frutta) dal 2011 al 2013.
The 4 product groups are apples & pears (total 181 000 tonnes);

A number of products covered in the previous scheme – cabbage, cauliflowers, headed broccoli, mushrooms, and soft fruit – are no longer included.

In addition to these specific volumes, all 28 Member State will have a reserve of 3 000 tonnes each for supplementary withdrawals for the products listed in this programme, plus cauliflowers, cabbages and mushrooms, with Member States allowed to prioritise certain products.
Oltre a questi volumi specifici, ognuno dei 28 Stati membri avrà una riserva di 3 000 tonnellate per i ritiri supplementari di prodotti contemplati dal nuovo programma, nonché per cavolfiori, cavoli e funghi, e sarà consentito dare priorità a determinati prodotti.
Following the Russian ban of imports of certain agricultural products from the EU (and the USA, Canada, Australia, and Norway) on August 7, the European Commission has responded with specific market support measures for peaches & nectarines (€33m), perishable fruit & vegetables (€125m), and private storage aid for butter, skimmed milk powder (SMP) and cheese, as well as an additional € 30m for promotion programmes.
La Commissione europea ha risposto al divieto imposto il 7 agosto dalla Russia di importare alcuni prodotti agricoli dell’UE (nonché di USA, Canada, Australia e Norvegia) con specifiche misure di sostegno al mercato per pesche e pesche noci (33 milioni di euro) e per gli ortofrutticoli deperibili (125 milioni di euro) e con aiuti all’ammasso privato per burro, latte scremato in polvere e formaggio. Ha inoltre destinato 30 milioni di euro ai programmi di promozione.
Today’s measure is a further Delegated Regulation taken under the Commission’s own authority, without need for prior approval by Member States or the European Parliament.

However, the Commission did consult with Member State experts on certain modalities while drafting the text.
