Commission proposes fishing opportunities in the Atlantic and North Sea for 2015
La Commissione propone le possibilità di pesca 2015 per l’Atlantico e il Mare del Nord

The European Commission has today proposed fishing opportunities for 2015 for the Atlantic and the North Sea.
La Commissione europea ha proposto oggi le possibilità di pesca per il 2015 per l’Atlantico e il Mare del Nord.

This is the annual proposal for the amount of fish which can be caught by EU fishermen from the main commercial fish stocks next year and it is for the first time based on the new Common Fisheries Policy (CFP).
Si tratta della proposta annuale sui quantitativi di pesce dei principali stock ittici commerciali che possono essere catturati dai pescatori dell’UE il prossimo anno. Per la prima volta tale proposta è basata sulla nuova politica comune della pesca (PCP).

One of the key pillars of the new CFP is to have all stocks fished at sustainable levels, the so-called Maximum Sustainable Yield (MSY).
Uno dei principali pilastri della nuova PCP è il cosiddetto rendimento massimo sostenibile (Maximum Sustainable Yield, MSY) ovvero il fatto che tutti gli stock vengano sfruttati a livelli sostenibili (MSY).

Whenever possible, the scientists advise how to bring the stocks to MSY levels.
Ove possibile, gli esperti scientifici suggeriscono le modalità per portare gli stock ai livelli dell’MSY.

 

>>> For fish stocks in European waters, ie not agreed with international partners, the Commission proposes to increase or maintain the catch limits for 29 stocks, and reduce them for 40 stocks, in line with scientific advice.
Per gli stock ittici nelle acque europee, ossia non concordati con i partner internazionali, la Commissione propone di aumentare o di mantenere i limiti di cattura per 29 stock e di ridurlo per altri 40 stock, in linea con i pareri scientifici.

For many of the stocks shared with international partners, negotiations are still ongoing.
Sono tuttora in corso negoziati per molti degli stock condivisi con partner internazionali.

The proposal therefore only includes figures for about half of the stocks at this stage. It will be completed once negotiations with third countries and within Regional Fisheries Management Organisations (RFMOs) have taken place.
In questa fase la proposta contiene pertanto solo le cifre per circa metà degli stock e sarà ultimata una volta terminati i negoziati con i paesi terzi e nell’ambito delle organizzazioni regionali di gestione della pesca (ORGP).

The proposal will be discussed by the Member States’ ministers at the Fisheries Council on 15/16 December and will apply from 1 January 2015.
La proposta sarà discussa dai ministri degli Stati membri in occasione del Consiglio “Pesca” del 15/16 dicembre ed entrerà in vigore dal 1º gennaio 2015.

The proposal sets levels of total allowable catch (TAC) and fishing effort both for stocks managed exclusively by the EU, and for stocks managed with third countries such as Norway or through RFMOs across the world’s oceans.
La proposta fissa i livelli del totale ammissibile di catture (TAC) e lo sforzo di pesca sia per gli stock ittici gestiti esclusivamente dall’UE, sia per quelli gestiti con i paesi terzi, quali la Norvegia, o tramite ORGP negli oceani di tutto il mondo.

For some EU stocks at MSY, such as anglerfish and horse mackerel in Iberian waters, sole in the Western Channel and Nephrops in the North Sea the Commission proposes to increase TACs.
I TAC di alcuni stock ittici dell’UE a livello dell’MSY, quali la rana pescatrice e il sugarello nelle acque iberiche, la sogliola nella Manica occidentale, lo scampo nel Mare del Nord, possono essere aumentati.

These stocks are success stories for both the fishing industry and the Member States concerned who have shown that managing stocks responsibly and taking decisions to achieve MSY delivers sustainable fish stocks and pays off financially for those employed in the industry.
Questi stock testimoniano un grande successo sia per l’industria ittica, sia per gli Stati membri interessati, dimostrando che una gestione responsabile degli stock e decisioni finalizzate al raggiungimento dell’MSY si traducono in stock ittici sostenibili e in un’attività redditizia per gli operatori dell’industria ittica.

At the same time, for some stocks in a poor state, the picture remains alarming.
Al contempo, nel caso di alcuni stock in condizioni precarie, il quadro rimane allarmante.

Cod stocks in the Irish Sea and the Kattegat continue to be in a dire state, and the poor data hampers managing these stocks.
Lo stato degli stock di merluzzo bianco nel Mare d’Irlanda e nel Kattegat rimane difficile e la scarsa disponibilità di dati ne ostacola la gestione.

Sole in the Eastern channel is at extremely low levels.
Gli stock di sogliola nella Manica orientale hanno raggiunto livelli estremamente bassi.

Advice for haddock and cod in the Celtic Sea demands also considerable TAC cuts, so that these stocks can be brought to MSY levels.
Per l’eglefino e il merluzzo del Mar Celtico si consigliano importanti tagli dei TAC per portare gli stock ai livelli dell’MSY.

Cod in the West of Scotland is a real problem with extremely high rates of discarding and is still at a risk of collapse.
La situazione del merluzzo bianco nelle acque ad ovest della Scozia è alquanto problematica alla luce dei tassi estremamente elevati di rigetti e del conseguente rischio di esaurimento.

For many of these stocks, more selective fishing techniques are urgently needed, so that young fish are not caught before they can reproduce and replenish the fish stocks.
Per molti di questi stock è urgente introdurre tecniche di pesca più selettive, per far sì che i giovani esemplari non siano catturati prima di potersi riprodurre e rifornire gli stock ittici.

This is particularly urgent for fisheries in the Celtic Sea and the Western waters, where a big effort is needed to implement the selectivity measures advised by scientists.
È particolarmente urgente intervenire nel Mar Celtico e nelle acque occidentali, dove sarà necessario dare prova di notevole impegno per applicare le misure selettive proposte dagli scienziati.

This will also help our fishing sector comply with the obligation to land all catches as of next year and to become more profitable in the medium term.
Ciò contribuirà inoltre ad allineare il nostro settore ittico all’obbligo di sbarcare tutte le catture a partire dall’anno prossimo e di acquisire una maggiore redditività nel medio termine.

For stocks where data is not good enough to properly estimate their size, the Commission proposal reflects the advice from the International Council for the Exploration of the Sea (ICES) to adapt the TAC up or down by a maximum of 20%.
Per gli stock le cui dimensioni non sono state stimate a causa della scarsità di dati a disposizione, la proposta della Commissione riflette il parere del Consiglio internazionale per l’esplorazione del mare (CIEM) di adeguare i TAC aumentandone o diminuendone i livelli del 20% al massimo.

Following a Council decision last year on precautionary reductions, TACs are proposed at the same level as in 2014 for 26 of these stocks.
Di questi TAC, 26 sono proposti allo stesso livello del 2014 a seguito di una decisione del Consiglio dello scorso anno sulle riduzioni precauzionali.

For a limited number of EU stocks, the scientific advice has been received only recently, or it will be released in the next few weeks.
Per un numero limitato di stock dell’UE, il parere scientifico è pervenuto solo di recente o sarà reso noto nelle prossime settimane.

For these stocks, the advice needs to be further analysed before a TAC figure will be proposed, later in the autumn.
Per questi stock occorre dunque analizzare ulteriormente il parere prima di proporre un TAC più avanti nel corso dell’autunno.

For fish stocks shared with third countries (Norway, Faroe Islands, Greenland, Iceland, Russia), the European Commission, on behalf of the EU, negotiates towards the end of each year with these countries on the quantities of fish to be caught the following year, based on scientific advice.
Per quanto riguarda gli stock condivisi con paesi terzi (Norvegia, Isole Fær Øer, Groenlandia, Islanda, Russia), la Commissione europea, per conto dell’UE, avvia negoziati con tali paesi verso la fine di ogni anno per determinare i quantitativi di pesce che è possibile catturare l’anno successivo, sulla base di pareri scientifici.

For the stocks in international waters and for highly migratory species, such as tuna, the European Commission, representing the EU, negotiates fishing opportunities in the framework of RFMOs.
Per gli stock nelle acque internazionali e per le specie di grandi migratori come il tonno, la Commissione europea, per conto dell’UE, negozia le possibilità di pesca nell’ambito delle ORGP.

These must subsequently be transposed into EU law.
Le decisioni adottate devono essere successivamente recepite nel diritto dell’UE.
